남종섭 경기도의회 의장이 지방의회법 제정을 위한 연대를 광역의회에서 기초의회로 확대하고 공동 대응에 나섰다.

대한민국시도의회의장협의회장인 남 의장은 9월 30일 여수에서 이상주 대한민국시군자치구의회의장협의회장 등과 만나 지방의회법 연내 제정을 위한 협력 방안을 논의했다.

두 협의회는 광역·기초의회가 함께 지방의회의 현장 요구를 국회와 정부에 전달하고, 법 제정을 위한 공동 대응을 강화하기로 했다. 남 의장은 오는 27일 국회에서 열릴 예정인 전국 지방의회 의원대회에도 광역·기초의회가 함께 참여해 법 제정과 지방의회의 독립성·자율성 강화 의지를 밝히자고 제안했다.

남 의장은 “지방의회법 제정은 광역의회만의 과제가 아니라 전국 모든 지방의회가 함께 풀어야 할 과제”라며 연내 법 제정을 위한 공동 대응을 강조했다.

한편 남 의장은 이날 대전에서 열린 지방의회 아카데미와 대한민국시도의회운영위원장협의회 정기회에도 참석해 지방의회법 제정을 위한 전국 지방의회의 협력을 당부했다.

Nam Jong-seop, Chairman of the Gyeonggi Provincial Assembly, has expanded the coalition advocating for the enactment of the Local Council Act—previously centered on metropolitan-level councils—to include basic-level councils (cities, counties, and districts) and has initiated a joint response.

On September 30, Chairman Nam—who also heads the National Association of Chairpersons of Metropolitan and Provincial Councils—met with Lee Sang-ju, Chairman of the National Association of Chairpersons of City, County, and District Councils, in Yeosu to discuss cooperative measures aimed at enacting the Local Council Act before the end of the year.

The two associations agreed that metropolitan and basic-level councils would work together to convey the practical needs of local councils to the National Assembly and the government, while strengthening their joint efforts to secure the legislation. Chairman Nam proposed that both levels of councils participate together in the "National Local Council Members' Convention," scheduled for the 27th at the National Assembly, to demonstrate their shared resolve regarding the legislation and the strengthening of local councils' independence and autonomy.

"The enactment of the Local Council Act is not a task for metropolitan councils alone; it is a challenge that all local councils across the nation must tackle together," Chairman Nam said, emphasizing the need for a unified response to achieve enactment within the year.

Meanwhile, Chairman Nam also attended the Local Council Academy and the regular meeting of the National Association of Steering Committee Chairpersons of Metropolitan and Provincial Councils held in Daejeon that day, urging nationwide cooperation among local councils to realize the Local Council Act.
