[지방자치의 사람들]은 지역의 변화를 만들어가는 지방의원을 비롯해 공공의 영역에서 묵묵히 자기 역할을 하는 사람들을 만나, 그들의 활동 현장에서 나오는 목소리를 기록하는 인터뷰 기사다. 이번에는 시민사회 활동을 거쳐 현재 3선에 이른 이우천 군포시의회 의장(52)을 만났다. 인터뷰는 지난 9월 30일 오후 2시 군포시의회 의장실에서 약 한 시간이 넘게 진행됐다.

“의원은 말을 많이 하는 사람이기 전에 시민이 무엇을 불편해하고 무엇을 바라는지 정확하게 듣는 사람이어야 합니다.”

이우천 군포시의회 의장이 생각하는 지방의원의 첫 번째 덕목이다. 여기에 현장을 확인하는 자세, 대안을 만드는 능력, 그리고 결과에 대한 책임을 더한다. 이 의장이 지방의회를 바라보는 기준은 의안 발의 건수나 회의 시간 같은 숫자에만 머물지 않는다. 시민의 생활 속 문제를 찾아내고, 그것을 의회에서 논의해 조례와 예산, 정책으로 연결한 뒤 실제 현장에서 무엇이 달라졌는지 확인하는 것까지가 의회의 역할이라고 본다.

이 의장은 2018년 처음 군포시의회에 입성한 뒤 제8대와 제9대를 거쳐 현재 제10대 의회에서 의장을 맡고 있다. 그가 지방의회에 들어오기 전 활동 무대는 시민사회였다. 군포YMCA에서 십 수 년가량 시민사회 활동을 하며 지역 현안을 살피고 주민의 목소리를 듣는 일을 해왔다.

처음부터 정치인이 되겠다는 생각은 없었다. 출마를 권유받았을 때도 두 차례 거절했다. 그러나 주변의 권유와 가족의 동의, YMCA 관계자들의 지지를 거치면서 출마를 결심했다.

시민사회 활동을 하면서 자연스럽게 지방의회의 역할도 가까이서 지켜봤다. 청년사회네트워크를 만들고 시의회와 시청, 공공기관 등에 청년 관련 정책을 제안했으며, 시민단체의 의정 모니터링에도 참여했다. 시의회 방청과 의정감시 활동을 통해 행정이 어떻게 돌아가는지 익혔고, 의원이 된 뒤에도 행정용어나 행정사무감사 등이 낯설지 않았던 이유가 여기에 있었다.

그에게 시민사회에서 지방의회로 활동 무대를 옮긴 것은 단순한 직업이나 정치적 진로의 변화가 아니었다.

“시민사회가 문제를 제기하고 대안을 만들어도 그것이 실제 정책과 제도로 이어지려면 의회의 역할이 중요하다는 것을 느꼈습니다. 현장에서 들은 목소리를 조례와 예산, 정책으로 연결하고 그 결과까지 직접 확인해 보고 싶었습니다.”

시민사회 활동에서 배운 경청과 참여의 가치를 의회에서 실제 변화로 이어가는 것이 처음 지방의회에 들어올 때 가졌던 생각이자 지금까지 지키려는 기준이다.

작은 생활문제부터 도시의 큰 변화까지

지난 8년의 의정활동에서 그가 관심을 기울인 영역은 의외로 넓다. 전동보조기기 이용자의 안전, 사회적 고립과 고독사 예방, 저장강박 의심가구 지원 등 개인의 어려움처럼 보이는 문제를 지역사회가 함께 해결해야 할 과제로 끌어올리는 한편, 산본신도시 정비와 원도심 재개발, 금정역과 광역교통 등 군포의 장기적인 도시 변화도 꾸준히 살폈다.

이 의장은 생활 속 작은 문제와 도시의 큰 변화가 서로 다른 영역이라고 생각하지 않는다. 결국 정책이 시민의 삶과 만나는 지점에서 하나로 연결된다는 것이다.

다만 지난 의정활동에서의 아쉬움도 분명하게 짚었다. 조례를 만들고 예산을 편성하는 것으로 끝나서는 안 된다는 것이다.

“조례가 만들어졌다고 현장이 바로 달라지는 것은 아니고, 예산이 편성됐다고 시민이 곧바로 변화를 체감하는 것도 아닙니다.”

그래서 제10대 의회에서는 문제를 발견하고 논의하는 것에서 한 걸음 더 나아가 실제 변화까지 확인하는 의회를 만들고 싶다고 했다. 의장으로서는 개별 의원의 좋은 의정활동이 의회 전체의 성과로 이어지도록 하는 것도 자신의 책임이라고 보고 있다.

“의장은 앞에서 결정하는 사람이 아니라 조율하고 책임지는 자리”

제10대 군포시의회는 5대 4의 의석 구도로 출범했다. 이 의장은 지방의회에서 여야 간 정치적 대립이 중앙정치처럼 작동해서는 안 된다고 본다. 의견이 다른 것은 자연스럽지만, 그 전에 충분히 논의하고 조정하는 과정이 필요하다는 것이다.

여야가 팽팽하게 나뉜 상황에서 의장으로서 의회를 어떻게 운영할 생각인지 물었다.

“의장은 모든 사안을 앞에서 결정하는 사람이 아니라 아홉 명의 의원이 각자의 역할을 제대로 할 수 있도록 의회 전체를 조율하고 책임지는 자리라고 생각합니다.”

상임위원회를 중심으로 충분히 검토하고 중요한 사안은 의원들과 미리 정보를 공유해 불필요한 충돌을 줄여야 한다고 했다. 다수결은 의회의 중요한 절차지만, 그에 앞서 얼마나 토론하고 조정했는지도 시민들이 의회를 평가하는 기준이 될 수 있다고 본다.

그가 의회 운영에서 특히 강조하는 것은 ‘소통’이다. 지난 9대 의회에서 같은 의원이 발의한 조례를 놓고 의원들 사이에 지나친 공방이 벌어지는 모습을 경험한 만큼, 제10대 의회에서는 그런 정치적 소모가 되풀이되지 않았으면 한다는 바람도 내비쳤다.

시민공론장, “결론을 내리는 것이 아니라 시민들이 논의할 장을 만드는 것”

이우천 의장은 시민참여와 숙의민주주의에도 관심을 두고 있다. 현재 군포시의회 의원연구단체에서 추진하고 있는 ‘시민의회와 시민공론장을 통한 군포시 민주시민교육 활성화 방안 연구’ 역시 이런 관심의 연장선이다.

그가 주목하는 것은 시민들에게 정책의 결과를 전달하는 방식이 아니라 정책을 만들어가는 과정에 시민이 참여하는 구조다.

“찬반을 단순히 확인하는 것보다 시민이 충분한 정보를 접하고 서로 다른 의견을 들은 뒤 숙의할 수 있는 과정이 필요합니다.”

시민공론장은 특정 현안을 놓고 시민들이 정보를 공유하고 토론해 의견을 모으는 방식으로, 시민의회는 이런 참여와 숙의를 보다 지속적이고 제도적인 구조로 발전시키는 개념으로 설명했다. 다만 명칭이나 형식보다 실제 작동 방식이 중요하다고 했다.

이 의장은 의회가 시민공론장을 만드는 것 자체에도 의미가 있다고 본다. 시민들이 결론을 내리도록 논의의 장을 펼쳐주는 것 역시 의회의 역할 가운데 하나라는 것이다. 군포시의회가 시민을 추첨으로 선정해 의정활동을 모니터링하도록 하는 시민 모니터링단을 운영하는 것도 같은 맥락에서 설명했다.

“여러 가지를 시도해보고 해야 되는 것 아닌가 생각합니다. 100% 잘 된다고 생각하지는 않지만, 시민들이 직접 참여할 수 있는 장을 계속 만들어가는 것은 필요합니다.”

“좋은 의원은 스펙보다 지역을 알고, 사람에 대한 예의를 가져야”

인터뷰 말미, 좋은 지방의원에게 필요한 덕목을 묻자 이 의장은 ‘경청·확인·대안·책임’에 더해 보다 개인적인 생각을 꺼냈다.

“저는 일단 예의가 있었으면 좋겠어요. 사람이 먼저 돼야 돼요.”

그가 말하는 예의는 단순한 형식이나 격식을 의미하지 않는다. 의원끼리는 물론이고 공무원과 시민을 대하는 태도까지 포함한다. 선출직이라는 이유로 공무원을 함부로 대하거나 시민에게 권위를 내세워서는 안 된다는 것이다.

또 하나 강조한 것은 지역사회에 대한 이해다. 그는 지방의원이라면 특정 분야의 전문성 못지않게 자신이 대표하는 지역을 잘 알고 있어야 한다고 본다.

특히 정치권에서 강조하는 ‘청년 정치’나 ‘여성 정치’ 등의 취지 자체를 부정하지는 않지만, 연령이나 성별을 앞세워 지방의원을 선발하는 방식에는 신중할 필요가 있다는 입장이다. 지역에서 실제 활동해온 사람이 주민들의 평가를 통해 의회에 들어오는 것이 지방자치의 취지에 더 맞는다는 것이다.

“지역에서 일을 잘하고 지역을 잘 이해하고 있고 그 문제를 잘 해결할 수 있는 사람들이 지방의원이 돼야 한다고 생각합니다.”

지방의원의 전문성은 특정 분야의 ‘스펙’보다 지역사회에 대한 이해와 의정활동을 위해 얼마나 공부했느냐에서 나온다는 생각이다.

“지방의회가 무슨 일을 하는지 시민에게 더 알려야”

이우천 의장이 의장 취임 이후 관심을 두고 있는 또 하나의 과제는 지방의회에 대한 시민들의 이해를 높이는 일이다.

지방의회가 조례를 만들고 예산안을 심의하며 행정사무감사를 하는 기관이라는 기초적인 사실조차 시민들에게 충분히 알려지지 않았다고 보기 때문이다.

그는 군포시의회 홍보 예산을 늘리는 데에도 운영위원장 시절부터 관심을 가져왔다. 언론뿐 아니라 영상과 SNS 등 다양한 방식으로 의원과 의회의 활동을 시민들에게 알려야 한다는 생각에서다. 실제로 의회 홍보 예산을 기존보다 늘렸고, 군포시청과 산본역 등 교통·도로 안내체계에서 시의회가 제대로 표시되지 않는 문제도 개선했다.

The scope of his legislative work over the past eight years has been surprisingly broad. At the same time, he consistently focused on long-term urban changes in Gunpo, including the redevelopment of Sanbon New Town and the original city center, as well as improvements to Geumjeong Station and regional transportation networks. Another task Chairman Lee has focused on since taking office is raising public awareness and understanding of the local council.

Even during his tenure as the Steering Committee Chair, Lee Woo-cheon took a keen interest in increasing the Gunpo City Council’s public relations budget. 평촌라이온스클럽(회장 원재문)과 안양동안라이온스클럽(회장 이서목)이 지역단체와 함께 취약가정 아동을 위한 공부방 만들기에 나섰다.

두 클럽은 지난 7일 사단법인 사랑의집수리(이사장 우경식, 대표 박은경)와 함께 안양시 만안구의 한부모가정을 찾아 ‘아이방 공부방 만들기 집수리’ 봉사활동을 진행했다. 해당 가정은 안양시드림스타트의 추천으로 선정됐으며, 중학교에 진학하는 아동과 초등학생 자녀가 있어 학습공간 마련이 필요한 상황이었다.

두 클럽은 이날 사랑의집수리에 200만원을 후원했으며, 우경식 이사장과 박은경 대표, 전문봉사자 및 직원 등 20여 명이 참여해 집수리를 진행했다.

봉사자들은 아이들 방의 단열 마감재를 교체하고 책상·의자·책장·침대·침구류·커튼·행거 등을 설치했다. 집안 곳곳을 정리하고 고장 난 시설도 보수해 주거환경을 개선했다.

사랑의집수리는 안양시와 복지관 등을 통해 공부방이 필요한 저소득가정 아동을 추천받아 지역 봉사단체와 함께 사업을 진행하고 있다. 지금까지 약 30명의 아동에게 공부방을 마련했으며, 2005년부터 주거취약가정 1,450여 곳의 주거환경 개선을 지원했다.

8th Anyang Public Art Project (APAP8) Kicks Off: An "Anyang Utopia" Unfolds

Anyang’s forests, waterfalls, and urban spaces are transforming into a stage for art. The 8th Anyang Public Art Project (APAP8) opened on the 30th of last month at the Wall Fountain Plaza in Anyang Art Park and will continue its artistic journey for two months, concluding on November 29.

Hosted by Anyang City and organized by the Anyang Foundation for Culture & Arts, APAP8 is held under the theme "Arte X: Great Art Transformation—Anyang Utopia." Venues include Anyang Art Park, Anyang Pavilion, the Arte Xi commercial complex, Ogam Gallery, and the Open School at Hagun Park.
