한국자영업자노동조합 봉필규 위원장 인터뷰
“자영업자 고용보험, 자영업자에 맞게 만들어야”

한국자영업자노동조합 봉필규 위원장을 지난 12월 8일 남부시장 상인연합회 사무실에서 만났다. 봉 위원장은 남부시장 상인연합회 회장이기도 하다.

 

봉 위원장은 현대자동차를 다니다 퇴사하고 전통시장인 남부시장에서 개인사업을 하면서 남부시장 상인연합회 회장으로 상인들을 위해 일하면서 경기상인연합회장을 6년, 전국상인연합회 부회장을 6년 했다. 소상공인연합회에서는 지역경제 활성화위원장을 하면서 시단위 시도단위 임용심사위원장을 했다. 그러다 전통시장 상인들만이 아니라 소상공인들까지 포함해 자영업자들을 위한 노동조합을 만들어 한국노총 소속으로 자영업자노동조합 위원장을 맡고 있다.

 

“코로나19 때문에 많이 줄어들었지만 우리나라는 자영업자가 27,8%로 30% 가까이까지 육박했던 나라예요. 지금은 20% 대 초반이지만 위원장을 맡고 있는 동안 자영업자들을 위해서 최선을 다하려 합니다.”

 

정부는 2023년부터 자영업자들에게 고용보험을 전면 시행하려 하고 있다. 봉필규 위원장은 대통령 직속 경제사회노동위원회 ‘자영업자고용보험적용확대연구회’에 근로자 위원으로 참여하고 있다.

 

“자영업자 고용보험이 근로자들을 기준으로 그대로 간다면 자영업자들에게는 별 이익이 없어요. 자영업자들에게 사회안전 보험을 처음으로 시행하는 것이니 자영업자에 맞게 해야 됩니다. 사회보험으로 자영업자들의 고용을 안정화 하는 것이 지역경제 활성화의 근본이라고 생각합니다.”

 

자영업자들은 사업자등록만 가지고 있을 뿐이지 어떤 면에서는 하루 벌어 하루 먹고사는 사람들이 대부분이다. 이들이 나이를 먹어 현역에서 은퇴했을 때의 대비책이 필요한 게 현실이다.

 

“젊어서 열심히 벌은 거 10년 동안 골골하다 약값으로 다 들어가고 죽습니다. 노후에 대한 대책으로 상인들도 고용안정이 필요합니다. 역대정부에서 추진했던 계획입니다. 경사노위 나가서 연구하고 있는데 자영업자에 맞게 제대로 만들어야 한다고 봅니다.”

  

봉 위원장은 자영업자에게는 실업급여를 받는 게 중요한 게 아니라 재창업을 할 수 있는 자금지원, 교육, 창업지원 프로젝트가 필요하다고 본다.

“정부에서 자영업자를 위해 노란우선공제라는 사업주의 퇴직금(목돈마련)을 위한 공제제도를 실시하고 있어요. 가입률이 엄청 높습니다. 납입원금 전액이 적립되고 그에 대해 복리이자를 적용하기 때문에 폐업 시 일시금 또는 분할금의 형태로 목돈을 돌려받을 수 있습니다만 실상을 들여다보면 보험 성격이 커요. 중간에 해약을 하면 복리 줬던 걸 다 해소하기 때문에 손실률이 큽니다.”

 

봉필규 위원장은 자영업자들의 생활안정 고용안정을 위한 일종의 퇴직금제도인 노란우산공제가 제대로 역할을 할 수 있도록 정부가 적극 지원해주길 바란다.

 

봉필규 위원장이 상인연합회 회장으로 있는 남부시장은 서울의 가락농수산물시장 성격을 가진 도소매 시장이다.

 

민선 1기 이석용 안양시장이 평촌 농수산물센터를 만들어 상인들을 강제 이전시켜서 절반은 가고 절반은 남았다. 봉 위원장이 직장생활을 그만 두고 남부시장에 들어와 5,6년 지나 안정이 되고 나서 상인연합회에 참여하게 됐다.

 

“예전에는 교통이 불편하니까 가락시장에서 남부시장으로만 물건을 가져왔어요. 남부시장 옆에 있는 중앙시장에선 100% 남부시장 물건을 썼어요. 그런데 서울 강서구에 화곡 농수산물 시장이 들어서고, 가락시장이 물건 배달을 시작했지요. 각 시장에서도 물건을 많이 취급하는 사람들은 가락시장으로 직접 갑니다. 남부시장이 점점 더 어려워질 수밖에 없는 거지요.”

 

봉 위원장은 남부시장을 살리기 위한 방안으로 위탁사업, 밭떼기도 하고 여러 방식을 도입했다. 그는 남부시장을 먹거리 시장으로 시장의 패러다임을 바꿔야겠다고 생각한다.

 

“행안부에서 5억 받고 안양시에서 5억 매칭한 10억 프로젝트로 도깨비 야시장을 시작했습니다. 그런데 코로나사태가 와서 오픈식도 제대로 못했습니다.”

 

봉필규 위원장은 도깨비 야시장이 실패한 것이 시장 사람들이 잘못해서 그런 것처럼 비난받는 게 마음이 아프다.

 

“남문시장은 새벽시장이다 보니 저녁 6시30분에 문을 닫아요. 6시반 이후에 아케이드에 2~30개 매대를 놓고 청년들이 음식점을 운영할 수 있게 하려고 했어요. 남문시장에는 음식가게가 없기 때문에 성공 가능성이 컸는데 정말 억울하고 서운하고 그렇습니다.”

 

봉 위원장은 코로나가 어느 정도 종식이 되면 제대로 해볼 수 있는 기회를 주었으면 좋겠다 생각한다.

 

“한번 정도 제대로 해보고 난 뒤에 그래도 못하면 그 때 비난했으면 좋겠어요. 시가 제대로 못 도와준다고 상인들은 화를 냅니다. ‘상인회에서 요구하는 걸 안 해주고 왜 태클을 거냐?’ 오죽하면 담당 과장 왔을 때 싸울 정도였을까요.”

 

봉필규 위원장은 안양1동 주민자치회장이다. 시범사업으로 안양시에서 만안구에 안양1동, 동안구에 귀인동이 주민자치회를 하고 있다.

“주민자치위원회는 동장이 임명을 합니다. 반면에 주민자치회는 민간단체로 위원을 시장이 임명합니다. 주민자치위원회도 나름대로 봉사활동을 잘 하고 있지만 주민자치회는 주민들이 스스로 사업을 선정하고 직접 집행을 합니다. 우리 스스로 주인의식을 갖고 뭔가를 한다는 게 너무 좋습니다.”

 

안양1동 주민자치회는 시범동으로 많은 성과를 내고 있다. 주민신문으로 일등애신문을 발간하고 있고, 1번가 지하보도 갤러리에 사진 전시도 하고 있다. 방범대 등의 봉사활동도 하고 있고, 주민참여예산을 세워 분과별로 많은 활동을 하고 있다. 2022년에도 각분과 별로 사업을 신청하고 시행할 예정이다. 위원이 31명이다. 50명까지 가능하다. 12명 추가 공고를 내서 40명에 맞추려고 한다.

 

안양1동 주민자치회는 충주시 대소원면 주민자치위원회와 자매결연도 했다. 봉 위원장이 대소원면과 자매결연 배경에 대해 설명했다.

“우리는 도심지에 살고 있지 않습니까? 우리는 농촌에 대한 인프라가 필요하고, 그쪽은 도시의 발전된 모습을 배우고 싶어 해서 서로 상생, 발전할 수 있다고 생각했습니다.”

 

봉필규 위원장은 남부시장상인연합회장을 시작으로 다양한 경력을 쌓아왔다. 그의 다양한 행보는 현실정치에의 참여를 점치게 한다. 정치를 할 생각이 있느냐는 질문에 그는 “지금 나는 이미 정치를 하고 있다. 우리는 생활정치를 하고 있는 거다”라고 말했다.

 

“봉사활동을 20여년 했어요. 지금도 여러 가지 봉사를 하고 있습니다. 국회의원들이 제 명함을 보더니 자기보다 이력이 더 좋다고 합니다. 좋은 기회가 온다면 현실정치에 참여할 수도 있다고 생각합니다.”

 

남부시장에서 역점적으로 하던 사업이 어린이 그림그리기 대회와 독거노인 김장김치담그기였다. 7회까지 하다가 코로나 때문에 2년 쉬었다. 이런 사업을 하다 보니 봉 위원장에게 차상위 계층이 보였다. ‘제대로 저 사람들을 도와야겠다. 섣불리 하지 말고 제대로 도와야 하겠다’ 생각해서 연대행정대학원 사회복지학과에 입학해 학력도 쌓았다. 그에게는 이미 현실정치에 참여할 기회가 있었다.

 

봉 위원장이 경기도상인연합회장을 맡았을 때 시의원에 출마하라는 권유가 있었다. 그러나 그 당시에 경기도상인연합회는 굉장히 열악한 상황이었다.

 

“제가 의리파입니다. ‘조직을 배반하고 나갈 수 없다’ 그랬는데 이제는 할 만큼 했으니까 기회가 된다면 해보고 싶습니다.”

 

봉 위원장은 자신이 회장으로 있었던 경기도상인연합회가 전국의 17개 지회 중에 제일 낫다고 자부한다. 그는 자신의 재임 기간 중 안양3동에 경기도상인연합회 교육관을 엄청 크게 만들어놓았다. 봉 위원장은 경기도연합회장을 하면서도 ‘상인들에게도 정치에 뛰어들 사람 뛰어들어라. 남들이 우리를 도와주기만 바라지 말고 우리가 직접 제도권 안에 들어가야 한다’고 말했다. 정관상에도 정치할 수 있다 넣어놓았다.

 

봉필규 위원장은 ‘안양 시민인 게 자랑스럽다’고 말한다. ‘안양이 항상 잘 됐으면 좋겠다. 안양시민으로서 자부심을 가질 수 있으면 좋겠다’고 생각한다. 그 나름대로 안양 시민의 한 사람으로서 자신의 역할을 다 하려고 노력한다.

 

“안양시민이 단결 잘 돼요. 동아리 활동이 전국에서 제일 잘 되는 데가 안양시예요. 단합이 잘되는 안양시의 인프라를 잘 활용하면 안양은 무궁무진하게 발전할 수 있다고 생각합니다.”

 

봉필규 위원장은 지자체와 정부에게도 쓴 소리를 한마디 했다.

 

“정부가 어떤 정책을 펼 때는 단발적으로 하지 말았으면 좋겠어요. 2~3년 나름대로 자리 잡을 수 있는 기간을 줘야 해요. 지자체나 정부에서 나온 자금이 마중물 역할을 하게 해야 합니다.”

 

봉필규 위원장에게는 도깨비 야시장의 실패가 아직도 큰 아픔으로 남아 있다.

 

“누구의 잘잘못을 떠나 오픈식도 못했습니다. 안양시는 그거에 대한 책임이 있어요. 운영진인 상인은 상실감이 너무 큽니다.”

 

그럼에도 불구하고 그는 “안양시민이라는 데에 자긍심을 가지고 있고, 대한민국 국민이란 걸 자랑스럽게 생각한다”고 말했다.
