경기도의회 더불어민주당, 소상공인 애로사항 청취 정책간담회 진행
경기도시장상권진흥원 중부센터 방문…전통시장 활성화 방안 모색

경기도의회 교섭단체 더불어민주당(대표의원 남종섭, 용인3) 대표단 및 의원들이 지난 7월 22일과 27일 김포, 고양, 파주, 광주지역 현장방문에 이어 8월 5일 수원에 있는 경기도시장상권진흥원 중부센터를 방문하여 소상공인들의 애로사항을 청취하고 해결방안을 모색하는 정책간담회를 진행했다.

 

이날 간담회는 지난달 22일 경기도상인연합회와 소상공인연합회가 의회 정상화를 촉구하는 기자회견을 가진 직후 의회를 방문하여 경제상황 악화로 인해 상인들의 어려움이 가중되고 있다며 별도의 논의시간을 마련해 달라는 요청으로 이뤄졌다.

 

남종섭 대표의원은 “경기도의회 양당이 많은 노력 끝에 원구성 합의를 이뤄냈다”며 “오는 9일 임시회 첫 날 원구성을 시작으로 경기도가 제출한 추경 예산안까지 신속하게 처리해 나가겠다”고 상인들에게 양해를 구했다.

 

이상백 경기도소상공인연합회장은 “김동연 지사가 후보 시절 전통시장 활성화를 위해 다양한 공약을 발표했는데 현재 어떻게 진행되고 있는지 궁금하다”며 “얼마 남지 않은 추석 시기에 소상공인들에게 도움이 되는 정책을 다양하게 펼쳐주었으면 한다”고 기대를 모았다.

 

이 회장은 “정부의 대형마트 의무 휴일 폐지 추진에 대해 상인들의 걱정이 많다”며 “현재 전국연합회 차원에서 대응하고 있지만 경기도의회 차원에서도 많은 관심을 가져주길 바란다”고 걱정을 토로했다.

 

또한 상인들은 “코로나19 장기화로 소비패턴이 변하면서 전통시장도 온라인 진출을 모색하고 있다”고 말하며 “현재 운영되고 있는 배달특급 앱은 전통시장과 구조가 맞지 않다”고 개선을 요구하기도 했다.

이에 안광률 정책위원장과 고은정 기획수석은 전통시장용 배달앱 개발의 필요성을 설명하며 “앱 개발자를 선정해서 현장에 맞는 앱이 개발될 수 있도록 하는 방안을 고민해야 한다”고 말했다.

 

전통시장 활성화를 위한 협동조합 운영에 관한 문제도 심도 있게 다뤄졌다. 상인들은 “현재 시장별로 협동조합을 구성하고 있는 곳이 많지만 구체적으로 어떻게 운영해 나가야 할지 난감한 상황이라며 자생력을 키울 수 있는 별도의 사업수익모델이 개발되어야 한다”고 향후 발전 방안을 제시하기도 했다.

 

경기도 집행부 사업담당자는 상인회의 전통시장 주차장을 직접 운영하게 해달라는 요구에 대해 “상인회가 직접 주차장을 운영하는 경우 좋은 모범사례가 많다”며 “주차장에서 얻은 재원이 유용하게 쓰일 수 있도록 하는 방안을 함께 검토하겠다”고 화답했다.

 

이 외에 배송센터 운영에 따른 인력 부족 문제를 해결해야 한다는 의견도 제시됐다.
