소년원생 10명 중 3명 이상, 정신질환 앓고 있어

소년원에 입원 중인 전체 보호소년 739명 중 32.2%(238명)가 정신질환을 앓고 있는 것으로 나타났다.

 

국회 교육위원회 소속인 강득구 의원(더불어민주당, 안양만안)이 법무부로부터 제출받은 자료에 따르면, 소년원에 입원 중인 전체 보호소년 739명 중 238명이 정신병력이 있는 것으로 나타났다.

 

구체적으로는 적대적 반항 장애가 42.4%(101명)으로 가장 많았으며, △주요 우울 장애 13.4%(32명) △상세 불명의 행동 장애 13.0%(31명) △신경발달 장애 14.3%(34명) △수면·각성 장애 6.3%(15명) △양극성 장애(조증) 2.5%(6명) △공황장애 2.5%(6명) △불안장애 2.1%(5명) △기타 3.4%(8명) 이었다.

 

이에, 법무부에서는 작년 3월부터 8월까지 ‘정신건강 증진 프로세스’를 시범 운영했다. 소년원에 신규 입원하는 모든 보호소년을 대상으로 총 603건의 선별검사를 실시한 결과, 정신질환 치료군으로 분류된 보호소년의 비율이 44.9%(271명)를 차지했다.

 

한편, 소년원의 과밀수용에 대해서도 꾸준히 문제가 제기되고 있다. 최근 5년간 소년원별 수용 현황을 보면, 코로나19 이전 수용률이 2017년 129%, 2018년 111%, 2019년 99%인 것으로 나타났다. 2020년에는 93%, 2021년 78%로 수용률이 줄었지만, 이는 코로나19 방역을 위한 특별조치로 수용인원이 일시적으로 감소한 것으로 나타났다.
