경기도·경기도의회 간 소통·협치기구 ‘여·야·정 협의체’ 출범
김동연 경기도지사·염종현 경기도의회 의장 포함 19명으로 구성

경기도와 경기도의회 간 민생현안 협의를 위한 소통·협치 기구 ‘여·야·정 협의체(이하 협의체)’가 출범했다.

 

여·야·정 협의체는 염태영 경제부지사와 남종섭·곽미숙 대표를 공동의장으로 경기도 6명(도지사, 경제부지사, 정책수석, 정무수석, 기획조정실장, 소통협치국장)과 경기도의회 13명(도의회 의장, 더불어민주당·국민의힘 대표의원, 수석부대표, 정책위원장, 수석대변인, 더불어민주당 정무수석·기획수석, 국민의힘 법제수석·기획수석) 등 총 19명으로 구성됐다.

 

김동연 경기도지사, 염종현 경기도의회 의장, 더불어민주당 남종섭 대표의원, 국민의힘 곽미숙 대표의원은 지난 11월 25일 경기도의회 대회의실에서 ‘경기도-경기도의회 여·야·정 협의체 공동협약서’에 공동 서명하면서 본격적인 경기도의 정책협치, 민생협치가 시작됐다.

 

지난 7월 김동연 지사가 취임 후 첫 확대간부회의에서 여·야·정 협의체 구성 의지를 밝힌 후 4개월여 만에 경기도와 경기도의회가 대타협을 이뤘다.

 

긴급한 사회적 현안에 대해서도 집행부와 의회, 그리고 여야가 기동성 있게 협의하고 대응할 수 있는 상설 협의체인 여야정협의체가 만들어진 것이다.

 

여야정협의체는 경기도정 관련 주요 정책, 주요 조례안·예산안, 도의회 정책·전략사업 등을 합의하는 기능을 수행하게 되며, 도정의 쟁점사항에 대해서는 사전에 충분한 소통과 논의를 거쳐 숙성시키고 안건조정회의에서는 여야의 주요정책은 물론 혁신적이고 대안적인 정책들도 발굴해 도정에 적극 반영해 나갈 계획이다.

 

김동연 지사는 “국민들의 정치에 대한 혐오가 큰데 오늘 협약식을 계기로 도민과 국민들에게 대한민국 정치가 바뀔 수 있다고 하는 것을 보여줬으면 좋겠다”며, “저는 우리가 투자한 시간 이상으로 좋은 경험과 신뢰가 축적되는 기간이 돼 아주 기쁘게 생각한다”고 말했다.

 

염종현 의장은 “오늘의 자리를 가장 기뻐하실 분들은 바로 1,390만 경기도민들이라고 생각한다. 동수 의석을 주시며 대립과 갈등을 넘어 대화와 타협의 길로 가라는 준엄한 뜻을 저희가 비로소 받들게 되었기 때문”이라며, “서로 간의 처지와 지향점은 다르지만, 희망의 끈을 놓지 않고 끈질기게 협의해왔기에 가능했다. 김동연식 협치 모델의 출발을 대내외에 공식적으로 알리는 신호탄이 될 것”이라고 평가했다.

경기도의회 국민의힘 곽미숙 대표의원은 “힘들게 이 자리까지 왔는데 서로 소통하고 협의하고 좋은 결과를 얻기 위해 긴 시간을 노력했다고 봐주시면 감사할 것 같다. 여야정협의체에서 경기도민을 위해서 열심히 뛰겠다”고 소감을 밝혔다.

 

더불어민주당 남종섭 대표의원도 “여야정협의체의 출범은 도민을 위한 진정한 협치의 기틀을 만들어내는 좋은 시작점으로, 대한민국 지방자치의 모범사례가 될 수 있도록 노력해 나가야 된다”며, “제가 얘기했던 낮은 단계의 정책협치에서 이제 보다 높은 단계의 협치로, 정책협치로 갔으면 좋겠다는 말씀을 드린다. 연말 안에 본 예산과 조직개편 같은 과제들을 해결한 뒤에는 협약식에 근거해서 한 단계 높은 협치를 했으면 좋겠다”고 말했다.

 

이날 경기도와 경기도의회는 ‘경기도 공공기관장 인사청문 업무협약’도 체결했다. 지난 21일 인사청문 대상 기관 확대와 청문 실시기간 연장 등의 합의를 명문화 한 것이다.

 

이에 따라 기존 인사청문회 대상 기관인 경기연구원, 경기도경제과학진흥원, 경기신용보증재단, 경기도일자리재단, 경기주택도시공사, 경기문화재단, 경기아트센터, 경기관광공사, 경기콘텐츠진흥원, 경기도평생교육진흥원, 경기도농수산진흥원, 경기복지재단, 경기도시장상권진흥원, 경기교통공사, 경기환경에너지진흥원 등 15개 기관에 더해 한국도자재단, 경기도여성가족재단, 경기도사회서비스원, 경기도청소년수련원과 설립 예정인 경기도사회적경제원 5곳을 추가해 총 20개 공공기관에서 인사청문회를 실시하게 된다.
