공석으로 있던 안양산업진흥원장에 2선 경기도의원 출신의 조광희 전 의원이 지난 4월 7일 임명됐다. 조광희 원장은 임명과 동시에 업무를 시작하고 4월 11일 취임식을 가졌다. 본지는 4월 7일, 14일 조 원장을 만나 안양산업진흥원의 새로운 조타수로서 진흥원을 어떻게 이끌어갈 것인지 등에 대해 들어봤다.

 

조광희 원장의 취임 일성은 직원들의 단합이었다.

 

“아시다시피 그동안 안양산업진흥원이 불협화음이 많았어요. ‘서로 칭찬하자’로 구호도 정했습니다. 직원들이 단합하고 직원들이 열심히 일하는 분위기를 만들려고 합니다.”

 

조 원장은 취임사에서 ‘서로 존중하고 협력하는 조직문화’와 ‘안양산업진흥원 전문역량의 제고’, ‘기존 업무에 대한 성찰과 혁신’을 강조했다.

조광희 원장은 7일 오전 최대호 안양시장에게서 임명장을 받고, 그날 오후에는 안양시의회 의원들을 만났다. 10일에도 안양시의회를 방문해 안양시의원들을 만났다. 안양산업진흥원장 역할을 제대로 하는 데에 안양시의회와의 원만한 관계가 얼마나 중요한지 잘 알고 있기 때문이다.

조광희 원장은 자신이 경기도의원 출신이기 때문에 공모사업, 도비, 국비를 확보하는 데 유리하고, 안양시 의원들과도 원활한 소통 속에 예산을 잘 확보할 수 있다고 말한다.

 

“윤 대통령이 대한민국 1호 영업사원 되겠다고 했듯이 저도 안양산업진흥원의 1호 영업사원이 되어 안양의 중소기업, 벤처기업을 도우려 합니다.”

 

안양시에 청년창업펀드가 있다. 청년창업펀드의 운영이 안양산업진흥원에게 맡겨져 있다.

 

“1호 청년창업펀드는 921억을 모금해 운용 중에 있어요. 50억 규모의 2호 청년창업펀드는 2월 17일 출자사업 공고를 하고, 3월 8일 CNT테크라는 운용사를 선정한 상태입니다.

 

안양시는 1호 청년창업펀드에 45억원을 출자했다. 현재 2개 조합을 운영, ㈜엔큐라젠, ㈜엔도핀 등 6개 기업에 123.8억원을 출자해 정착 유도 중에 있다.

 

조광희 원장은 경기도의회 교육행정위원장을 맡았던 2020년 4월 28일 한 신문에 기고한 칼럼에서 “유대인은 매주 금요일 저녁만큼은 온 가족이 모여 함께 식사를 하는 ‘가족의식’을 갖는다. 미국 명문가인 케네디가도 밥상머리 교육으로 유명했다”면서 ‘밥상머리교육’을 강조한 바 있다. 그는 지금까지 아침밥상을 직접 차리며 이를 실천하고 있다.

 

“매일 아침에 밥을 해서 가족과 함께 먹어요. 딴 집은 아침밥을 안 먹는데 아버지가 하니까 아내도 아들도 일어나서 함께 먹는 거지요.”

 

비록 아침잠이 없기 때문에 아침에 일어나 밥을 할 수 있다는 걸 이유로 들기는 했지만 조 원장의 실천력과 뚝심을 볼 수 있는 사례다.

 

조 원장은 자신이 예전에 가장 좋아했던 말로 사위지기자사 여위열기자용(士爲知己者死, 女爲悅己者容)을 들었다.

 

“남자는 자기를 알아주는 사람을 위해서 목숨을 바치고, 여자는 자기를 알아주는 사람을 위해서 화장을 한다는 뜻으로 사마천의 ‘사기’ 자객열전 예양(豫讓)편에서 예양이 한 말이에요.”

 

진(晉)나라 사람인 예양은 유력 씨족이었던 지백(智伯)에게 발탁되어 극진한 대접을 받았다. 지백은 별 볼일 없던 그의 사람됨을 높이 평가하고 신임했다. 하지만 지백은 세력다툼에서 조양자(趙襄子)에게 패배해 죽임을 당하고, 두개골이 요강으로 사용되는 수모를 입었다. 예양은 산속으로 도망치면서 복수를 다짐했다.

 

‘사나이는 자기를 알아주는 사람을 위해 죽고, 여자는 자기를 좋아하는 사람을 위해 꾸민다고 했다. 목숨을 바쳐 지백의 원수를 갚아야만 내 영혼이 그에게 부끄럽지 않으리라(士爲知己者死 女爲說己者容 以報智伯 則吾魂魄不愧矣/ 사위지기자사 여위설기자용 이보지백 즉오혼백불괴의).’ 예양은 변장을 하고 몇 번이나 조양자를 습격했으나 실패했다. 조양자가 의리 있는 선비라며 풀어주자 몸에 옻칠을 하고 문둥병을 가장하여 또 암살을 기도했지만 또 실패했다. 예양은 조양자의 옷을 달라고 하여 옷을 찌른 뒤 스스로 목숨을 끊었다. 칠신탄탄(漆身呑炭)이란 말도 여기서 나왔다.

 

조광희 원장은 경기도의원 3선에 도전했다 떨어지고 나니까 자격지심도 생기고 사람들 만나기도 싫었단다. 한 때는 하루에 5만보까지 8시간을 걸었다.

 

조광희 원장의 현재의 좌우명은 타면자건(唾面自乾)이다.

당나라의 측천무후(則天武后)는 중종(中宗), 예종(睿宗)을 제쳐놓고 정권을 독차지해 자신의 권세를 유지하기 위해 탄압책을 쓰는 한편, 유능한 인사를 많이 등용해 정치를 잘 했기 때문에 천하는 그런대로 태평했다. 그 무렵 유능한 신하 중 누사덕(屢師德)이라는 사람이 있었다. 그는 온후하고 관인(寬仁)하여 다른 사람이 아무리 무례하게 대들더라도 상관하지 않았다. 한번은, 그의 아우가 대주(代州) 자사(刺史)로 임명돼 부임하려고 할 때 아우에게 물었다.

 

“우리 형제가 다같이 출세하고, 황제의 총애를 받는 건 좋지만, 그만큼 남의 시샘도 갑절은 된다. 그런데 그 시샘을 면하기 위해서는 어떻게 하면 좋다고 생각하느냐?”
