하은호 군포시장의 민생행보가 많은 사람들의 주목을 받고 있다. 하 시장은 취임 2년차 근무 첫날인 지난 7월 3일 아침 월례조회를 겸한 기념식을 마친 다음, 기자들과 차 한 잔을 나누고 노인복지관으로 가 옷을 갈아입고 배식봉사를 하고 어르신들과 식사를 함께 했다. 오후에는 산본2동에서 주민들과 민원현장을 함께 걸으며 찾아가는 이동시장실을 펼쳤다. 지난달 29일에는 그동안의 성과를 인정받아 지역신문의날 유공자 행정대상을 수상하기도 했다.

 

본지는 취임 1주년을 맞이해 새로운 1년을 힘차게 출발한 하은호 군포시장을 서면으로 인터뷰해 지난 1년의 성과에 대해 들어보고 앞으로의 계획을 알아봤다. 독자들의 편의를 위해 질의응답은 재구성했다. 사진은 군포시 홍보실로부터 제공받았다.

 

지난 1년의 업적 중 가장 큰 성과로 생각하는 것은?

 

“무엇보다 노후도시 재정비 특별법을 꼽고 싶다.

시장이 되기 전 국민의힘 군포당협위원장으로 일하면서부터 시작하고 공을 들인 일이 대통령을 움직여 이제 입법단계까지 왔다.

 

30년 전 주택공급 2백만호 정책으로 밀어붙이면서 급조된 1기신도시는 내진설계가 되지 않아 지진에 취약한 상태였다. 국토부가 입법을 추진하기 시작하면서 5개 신도시와 상의하기 시작했다. 이 무렵 나는 이 법이 기존도시에 대한 배려가 반영돼야 한다고 주장했다. 결국 법안은 노후도시재정비특별법으로 입안됐다.

 

현재, 법이 국회를 통과하고 나서 우리 시에서 할 일을 하겠다는 계획을 바꿔서 지자체가 할수 있는 일을 동시에 계획하는 투트랙 방식으로 추진하면서 시간을 줄이는데 성공했다.”

 

아쉬운 점이 있다면?

 

“시민들에게 다가가는 데 문제가 있지는 않은지 되돌아보고 있다. 많은 행사장에서 인사를 나누고 있지만 후보시절 시민들 사이에서 느끼던 자유로움과 격의 없는 대화가 그립다. 시민들의 소리를 듣기 위해 시장실을 문앞으로 옮기고 찾아가는 이동시장실을 운영하고 시장직통문자서비스를 개통했다. 그래도 부족하다고 느낀다.”

산본천 복원이 정부 지원 사업으로 결정됐다. 어떻게 가능했나?

 

“산본천 복원은 군포시의 숙원 사업이다. 산본 신도시를 개발하면서 하천을 덮어 도로를 만들었다.

 

세월이 지나 2022년 홍수에 빗물이 위로 넘치면서 금정역 일대가 물에 잠기는 사고가 발생했다.

콘크리트를 걷어 내고 맑은 하천을 복원하는 것은 환경적으로 꼭 해야 하는 사업인 동시에 수변에 공원을 만들고 산책로를 만들어 시민들에게 돌려드리는 도시의 미래를 위한 사업이다.

 

우리 직원들이 단계별 설명회에서 정부를 설득하는데 공을 들였다. 나도 경기도와 환경부를 찾아가 우리 예산으로는 부족하니 도와달라고 호소했다.

 

다행히 지난해 12월 22일 환경부의 ‘홍수에 안전한 지역맞춤형 통합하천사업’ 대상지로 산본천 복원사업이 선정됐다. 사업비 1,916억 원 중 85%의 국·도비를 확보하게 돼 앞으로 10년간 사업을 해나갈 수 있게 됐다.”

 

남부기술교육원 인수 건은 어떻게 되고 있나?

 

“산본에 있는 남부기술교육원은 30년 전에 여의도순복음교회가 요양원으로 쓰고 서울시에 기부채납한 서울시 재산이다. 지금은 요양원과 직업훈련원으로 쓰고 있지만 리모델링을 해야 할 상황이다.

 

하지만 나는 산본 신도시 한복판에 있는 남부기술교육원을 군포시가 인수해서 개발하면 군포시의 큰 자산이 될 수 있다고 생각했다. 그동안 서울시장과 서울시의회 의장을 만나 동의를 구하고 현재 용역을 진행 중이다. 연내에 좋은 소식을 전해드릴 수 있을 거라고 본다.

 

군포문화예술회관 옆에 있으니 주변지역 전체에 대한 도시계획을 수립해서 아파트를 비롯해 부족한 공공시설을 넣었으면 한다. 특히 개발이익을 사용해서 의대대학원이나 K-POP예술원 같은 기관, 군포시의 랜드마크가 될 만한 기관을 설립하고 싶다.”

 

군포시민들이 9월 1일부터 화성 함백산추모공원을 이용할 수 있게 됐다. 이 또한 대단히 큰 업적인데……

 

“화성에 있는 장사시설 함백산추모공원은 그동안은 안양, 화성, 부천, 안산, 광명, 시흥 등 인근 6개 지자체가 공동출자해서 운영하고 있었다. 군포시는 여기 참여하는 대신 장례비용을 지원하는 편이 낫다 여겨 참여하지 않고 있었다.

 

하지만 함백산은 군포가 가장 가깝다. 또 장례 후의 안치 문제 등을 감안하면 이제부터라도 참여하는 것이 시민들에게 유익하다는 결정을 내렸다. 그래서 화성, 안양 등 6개 지자체 시장, 의회를 찾아다니며 동의를 구했다. 6월 5일 군포시의회 동의를 시작으로 지난 6월 29일 안산시 의회를 마지막으로 6개 참여시 의회의 승인을 얻음으로써 9월 1일부터 군포시민이 이용할 수 있게 됐다.

 

9월 이용 시기에 맞춰 시민들이 불편 없이 이용 할 수 있도록 홍보 및 안내를 하려 한다.”

 

앞으로 계획은?

 

“국철과 47번국도 지하화가 시급하다.

 

군포를 동서남북으로 갈라놓은 철길이 땅속으로 들어가야 군포시 통합개발이 가능해진다. 국철과 나란히 놓인 47번 국도도 항상 정체를 빚고 있다. 대통령 공약인 용산역~당정역 지하화는 실무부처인 국토부로부터 다른 노선에 비해 우선순위에 놓고 검토 중이라는 소식을 듣고 있다.”

 

향후 추진할 사업은?

 

“도시를 가치 있게 하는 일과 시민을 행복하게 하는 일 두 가지에 매진하려 한다.

 

도시를 가치 있게 하는 일은 도시공간구조개선이 우선이다.

 

취임 후 민선 8기 군포시장으로서 내가 한 첫 결재가 주거개선TF를 만드는 일이었다. 노후도시재정비특별법 국회통과에 맞춰 재건축, 재개발, 리모델링, 도시재생 등 다양한 도시공간구조 개선에 더욱 박차를 가하겠다. 지난해 10월 ‘2030년 도시주거환경정비기본계획’을 수립하고 문을 연 리모델링지원센터가 올 6월 전국 최초로 리모델링 표준약관을 제시했다. 시민들의 요구를 담아 정보를 제공하고 지원하려 한다.”

금정역복합개발은 어떻게 되고 있나?

 

“금정역은 30년이 넘어 역사를 재건축해야 한다. 남부역사만으로 부족해서 북부역사를 증축했는데도 이용객이 많아서 안전사고의 위험이 도사리고 있다. 여기에 GTX 역사를 착공해야 한다. 산본천 복원이 이루어지면 그 물길의 종착점도 금정역 아래로 흐르게 된다.

 

무엇보다 대통령 공약인 용산역부터 당정역까지 지하화가 시작되면 모든 공사를 다시 해야 하는 곳이다.

 

그래서 나는 군포의 관문인 금정역을 통합해서 개발해야 한다고 강조하고 있다. 지난 3월 원희룡 국토부장관이 군포에 오셔서 현장을 둘러보고 관계기관 회의를 만들어 주셔서 협의를 계속하고 있다.”

 

옛 유한양행 일대가 전국최초로 공업지역 재정비구역으로 지정됐는데……

 

“옛 유한양행 일대는 LH가 나서서 정비사업을 하고 있다. 이 일대 공업지역에 대해서 미래의 군포를 위해 어떤 방향으로 정비해야 할 것인지를 놓고 지난 5월 용역보고가 있었다.

 

개인적으로는 이 지역의 땅값이 워낙 많이 올라서 고민이다. 하지만 주변여건이 군포시에 유리하게 전개되고 있다. 가산디지털단지가 포화상태라 기업들이 점점 남하하고 있지만 군포만한 여건을 가진 곳이 없다.

 

현재도 해외 여러 기업들이 군포에서 사업을 하고 싶어한다. 아마존과 알리바바는 군포에 복합화물터미널과 주거지역이 함께 있다는 점 때문에 드론과 UAM 등 첨단 물류사업을 하고 싶어한다. 중국의 2차전지 기업은 군포를 발판으로 세계로 나가려고 준비하고 있다. 다국적 기업들이 군포를 주목하는 이유는 군포가 교통의 중심이라는 점과 양질의 인력을 확보하기 쉽기 때문이다.

 

이 점을 잘 활용하면 군포가 미래 첨단 산업의 중심이 될 수 있다. 5월 용역보고에서 시민들은 교통의 이점을 살리고 도로망 확충과 편의시설을 보강한 기본계획을 수립하길 원한다는 것을 확인했다.”

 

반월호수와 초막골생태공원 관광지로의 개발 계획은?

 

“수리산에서 내린 물을 담은 반월호수는 숨겨진 보배다. 이미 호수를 둘러 데크가 놓여 있고 많은 관광객들이 찾아오고 있다. 주차장을 짓고 있으니 더욱 편리하게 이용하실 수 있게 된다.

 

반월호수에 콘서트장을 만들어 공연을 즐기는 명소로 꾸미고 싶다. 대야미역에서 반월호수 사이에 조성되는 미니신도시 주민들에게는 집에서 가까운 휴게시설이 되겠지만 군포시를 생각하면 떠올릴 수 있는 대표적인 랜드마크가 되게 할 생각이다.

 

초막골생태공원은 도립공원 수리산과 군포철쭉동산 사이에 자리잡고 있는 군포시의 자랑이다. 캠핑장과 연못 등을 갖추고 있어 시민들에게 자연속에서의 쉼을 제공하고 있다.”

 

군포 문화도시 지정 가능한가?

 

“지난 봄 철쭉축제 기간 30만이 넘는 관광객들이 철쭉동산에 다녀갔다.

 

축제기간 군포의 문화예술인들이 축제를 훌륭하게 치렀다. 가을축제도 군포의 문화예술인들의 힘으로 거뜬히 치를 수 있다고 생각한다.

 

이렇게 우리 지역의 자원을 이용해 우리 지역의 힘으로 구축하는 시스템의 힘은 올해 말 예정된 정부의 문화도시 지정을 가능케 할 것이다.

 

그림책박물관도 민간위탁을 통해 운영비용을 줄이면서도 민간의 참신한 아이디어가 반영돼 시민들에게 만족할만한 서비스가 제공되기를 바란다.

 

군포문화재단은 지난 10년간 기틀을 잡느라 행정출신 인사가 대표이사를 맡아왔으나 이제 도약단계라 생각해서 문화계 인사를 임명했다.

 

문화도시 지정은 군포시의 문화가 한 단계 도약하는 계기가 될 것이라 생각한다.”

교육과 청소년 문제에 많은 관심을 가지고 있던데……

 

“미래세대를 위한 투자는 지자체가 해야 하는 당연한 일이다. 이미 지방재정의 상당부분이 교육을 지원하는데 쓰이고 있다.

 

거기에 더해 군포시는 입학 축하금 지원과 체육복을 지원하고 있다.

 

청소년들을 위해서는 청소년재단을 통해 청소년종합예술제를 열어 청소년들의 여가활동을 지원하고 있다.

 

군포시는 지난 5월 25일 송도 컨벤시아에서 진행된 ‘2023 대한민국 청소년 박람회’에서 청소년육성 및 보호 유공에 기여한 공로를 인정받아 국무총리 표창을 수상했다.

 

청년세대는 우리의 희망이다

 

청년들을 위해서는 좀 더 촘촘한 지원 시스템을 만들고 있다. 취업을 위한 각종 시험에 드는 비용을 지원하거나 생활경제교육을 열고 있다. 창업을 원하는 청년들에게는 군포산업진흥원 통해서 다양한 지원을 제공하고 있다. 무엇보다 청년들이 직접 모임을 만들어서 청년들에게 필요한 정책을 개발하고 시에 조례를 요구할 수 있게 하고 있다.

 

청년자립활동공간인 ‘I-CAN플랫폼’은 내년 하반기에 개관예정이다.”

 

‘도시를 가치 있게 시민을 행복하게’라는 슬로건을 내건 이유는?

 

“‘도시를 가치 있게 시민을 행복하게’는 취임 첫 달 시민공모를 통해 정해주신 민선8기 군포시정의 비전이다.

 

가치 있는 도시를 만드는 일은 우선 낙후된 공간구조를 개편하는 것으로부터 시작한다. 주거환경개선이 내게는 가장 큰 숙제다. 이와 더불어 공업지역개발과 계층별 공간 개선에 박차를 가할 생각이다.

 

시민을 행복하게 하는 일은 아동, 여성, 노인, 장애인 등 다양한 계층별 시책을 통해서 원하시는 바를 듣고 예산을 투입하고 미처 생각하지 못한 부분까지 살피는 세심한 배려가 필요하다.

 

이를 위해서는 소통과 협력을 통한 혁신이 필요하다.

 

이런 여러 가지 약속을 지키기 위해서 무엇보다도 시민의 참여가 꼭 필요하다.

 

시민참여위원회는 분야별로 시정의 방향을 제시해 주고 지난 1년간의 행적에 대한 피드백을 주고 있다.”

지난 6월 29일 지역신문의날 ‘행정 대상’을 수상한 소감은?

 

“과분한 영광이다. 무거운 책임감을 느낀다. 행정학으로 학위를 받았지만 실전에서는 커뮤니케이션에서 제약이 많다. 취약한 자치단체 재정을 생각하면 정부를 상대로 커뮤니케이션을 해야 하고, 의회의 협조도 구해야 하고 언론의 도움도 있어야한다. 결국은 소통이다.

 

군포시는 인구대비 지역신문 활동이 타 지자체보다 활발한 도시다. 지역언론에 더 많은 정보를 제공하고 따끔한 지적을 겸허하게 받아들이려고 자세를 가다듬고 있다.”

 

군포시민들에게 당부하실 말씀은?

“우리 군포 시민들이 어디를 가든 ‘나, 군포 살아요’라고 자랑스럽게 말할 수 있게 되기를 소망한다.

 

내가 인생을 통해 배운 것은 ‘간절히 바라는 것은 이루어진다’는 것이다. 30년 전 산본 신도시 첫 분양 때 산본을 선택해 군포와 인연을 맺고 직장인으로 사업가로 교수로 살면서, 그리고 민선시대가 열리면서 청년당원으로 정치를 시작하면서 크고 작은 성취와 실패를 겪었다. 많은 이들이 부정적이라고 고개를 저을 때도 나는 간절하게 소망했고 큰 섭리를 경험했다.

 

벌써 1년이 지났다. 개인적으로도 시장직은 처음 해 보는 일이지만 외부인사들을 만나면 “이런 제안은 처음 듣는다”는 말을 자주 듣는다.

On the 29th of last month, in recognition of his achievements so far, he was awarded the administrative grand prize on the day of the local newspaper.

 

Celebrating the first anniversary of his inauguration, this magazine conducted a written interview with Gunpo Mayor Ha Eun-ho, who started the new year vigorously to hear about the achievements of the past year and find out future plans. What do you consider your biggest achievement in the past year?

 

“Above all, I would like to point out the special law on redevelopment of old cities.

 

Before becoming mayor, the power of the people, starting from working as the chairman of the Gunpo Party Committee, and the hard work moved the president to the legislative stage.

30 years ago, the first phase of the new city, which was improvised by pushing for a housing supply of 2 million units, was vulnerable to earthquakes because it did not have an earthquake-resistant design. As the Ministry of Land, Infrastructure and Transport began pushing for legislation, it began consulting with five new cities. Around this time, I argued that this law should reflect consideration for existing cities. In the end, the bill was enacted as a special law on reorganization of old cities.

 

Currently, after the law has passed the National Assembly, we have succeeded in reducing time by changing the plan to do what our city will do and promoting it in a two-track way, planning what the local government can do at the same time.”

 

Do you have any regrets?

 

“We are looking back to see if there are any problems in reaching citizens. I say hello at many events, but I miss the freedom and informal conversations I felt among citizens when I was a candidate. In order to listen to the voices of citizens, the mayor's office was moved to the doorstep, a mobile mayor's office was operated, and a direct text message service was opened. I still feel it is not enough.”

 

The restoration of Sanboncheon was decided as a government-sponsored project. How was it possible?

 

“The restoration of Sanboncheon is a long-cherished project of Gunpo City. During the development of Sanbon New Town, a road was made by covering the river.

 

Years later, in 2022, an accident occurred in which the area around Geumjeong Station was submerged in water as rainwater overflowed from the flood.

 

Removing the concrete and restoring the clear river is an environmentally necessary project, and at the same time, it is a project for the future of the city by creating a waterside park and walking trails to return to the citizens.

 

Our staff worked hard to persuade the government in step-by-step briefings. I also visited Gyeonggi-do and the Ministry of Environment and appealed for help as our budget was not enough.

 

Fortunately, on December 22 last year, the Sanboncheon Restoration Project was selected as the target of the ‘regional customized integrated river project safe from flooding’ by the Ministry of Environment. Of the 191.6 billion won project cost, 85% of the national and provincial funds have been secured, enabling the project to continue for the next 10 years.”

 

How is the acquisition of Nambu Technical Education Center going?

 

“The Nambu Technical Education Center in Sanbon is a property of the Seoul Metropolitan Government that was used as a nursing home by Yoido Full Gospel Church 30 years ago and donated to the Seoul Metropolitan Government. It is currently being used as a nursing home and vocational training center, but it needs to be remodeled.

 

However, I thought that if Gunpo City took over and developed Nambu Technical Education Center in the middle of Sanbon New Town, it could become a great asset to Gunpo City. In the meantime, I met with the mayor of Seoul and the chairman of the Seoul Metropolitan Council to seek consent, and the service is currently in progress. I think we will be able to deliver good news within the year.

 

Since it is next to the Gunpo Culture and Arts Center, I would like to establish an urban plan for the entire surrounding area and include apartments and other insufficient public facilities. In particular, I want to use the development profits to establish institutions such as graduate schools of medical schools and K-POP art schools, which can become landmarks in Gunpo City.”

 

Gunpo citizens will be able to use Hwaseong Hambaeksan Memorial Park from September 1st. This is also a very big achievement…

 

“Hambaeksan Memorial Park, a funeral facility in Hwaseong, has been jointly operated by six nearby local governments, including Anyang, Hwaseong, Bucheon, Ansan, Gwangmyeong, and Siheung. Gunpo City did not participate, thinking that it would be better to support the funeral expenses instead of participating.

 

However, Hambaeksan Mountain is closest to Gunpo. In addition, considering the issue of enshrinement after the funeral, it was decided that it would be beneficial for citizens to participate from now on. So, I visited the mayors and councils of six local governments, including Hwaseong and Anyang, to seek consent. Starting with the consent of the Gunpo City Council on June 5, the last six participations were approved by the Ansan City Council on June 29, and Gunpo citizens could use it from September 1st.

 

We plan to publicize and provide information so that citizens can use it without inconvenience in accordance with the use time in September.”

 

What are your future plans?

 

“It is urgent to underground the National Railroad and Route 47.

 

The integrated development of Gunpo is only possible when the railroad that divides Gunpo into the north, south, east and west goes underground. Route 47, which runs side by side with the national railway, is also always congested. I am hearing from the Ministry of Land, Infrastructure and Transport, a working-level ministry, that the presidential pledge of undergrounding Yongsan Station to Dangjeong Station is being reviewed prioritizing it compared to other routes.”

 

What projects will you pursue in the future?

 

“I want to focus on two things: making the city valuable and making citizens happy.

Improving the urban spatial structure is the first priority to make the city valuable.

 

After taking office, as the mayor of Gunpo in the 8th civil election, the first payment I made was to create a housing improvement TF. In line with the passage of the Special Act on Reorganization of Old Towns by the National Assembly, we will further accelerate the improvement of various urban spatial structures such as reconstruction, redevelopment, remodeling, and urban regeneration. The Remodeling Support Center, which opened after establishing the ‘2030 Urban Residential Environment Maintenance Basic Plan’ in October of last year, presented the nation’s first standard terms and conditions for remodeling in June of this year. We try to provide information and support by meeting the needs of citizens.”

 

How is the Geumjeong Station Complex Development going?

 

“Geumjeong Station needs to rebuild its history over 30 years. Because the southern station was not enough, the northern station was expanded, but there are many users, so there is a risk of safety accidents. This is where GTX history begins. When the Sanboncheon Stream is restored, the end point of the waterway will also flow below Geumjeong Station.

 

Above all, it is a place where all construction work has to be redone when the underground construction begins, from Yongsan Station to Dangjeong Station, which is a presidential pledge.

 

So I am emphasizing that Geumjeong Station, the gateway to Gunpo, should be integrated and developed. Last March, Minister of Land, Infrastructure and Transport Won Hee-ryong came to Gunpo to tour the site and set up a meeting with related organizations, so consultations are ongoing.”

 

The former Yuhan Corporation area was designated as an industrial area reorganization area for the first time in the country…

 

“The old Yuhan Corporation area is being maintained by LH. There was a service report last May regarding the direction in which the industrial area should be reorganized for the future Gunpo.

 

Personally, I am concerned about the high price of land in this area. However, the surrounding conditions are developing in favor of Gunpo City. As the Gasan Digital Complex is saturated, companies are gradually moving south, but there is no place like Gunpo.

The reason why multinational companies pay attention to Gunpo is that Gunpo is the center of transportation and it is easy to secure quality human resources.

 

If this point is used well, Gunpo can become the center of the future high-tech industry. In the service report in May, it was confirmed that citizens want to establish a basic plan that utilizes the advantages of transportation, expands the road network, and reinforces convenience facilities.”

 

What are the plans to develop Banwol Lake and Chomakgol Ecological Park as tourist destinations?

 

“Banwol Lake, which contains water from Mt. Suri, is a hidden treasure. Decks have already been laid around the lake and many tourists are visiting. We are building a parking lot so that you can use it more conveniently.

 

I want to make a concert hall on Banwol Lake and decorate it as a place to enjoy performances. It will be a resting facility close to home for the residents of the mini new city built between Daeyami Station and Banwol Lake, but we plan to make it a representative landmark that can be remembered when thinking of Gunpo City.

 

Chomakgol Ecological Park is the pride of Gunpo City, located between the provincial park Surisan and Gunpo Royal Azalea Garden. It is equipped with a camping site and a pond, providing citizens with a rest in nature.”

 

Is it possible to designate Gunpo as a cultural city?

“Over 300,000 tourists visited the Azalea Garden during the Azalea Festival last spring.

 

During the festival, Gunpo's cultural artists held the festival splendidly. I think that the autumn festival can be easily held with the power of cultural artists in Gunpo.

 

The power of a system built with our local strength using our local resources will enable the government to designate it as a cultural city scheduled for the end of this year.

 

We hope that the picture book museum will also provide satisfactory services to citizens by reflecting innovative ideas from the private sector while reducing operating costs through consignment to the private sector.

 

For the past 10 years, an official from the administrative background has been in charge of the representative director of the Gunpo Foundation for Arts and Culture, but it is now in the leapfrog stage, so a person from the cultural field has been appointed.

“Investing for future generations is a natural thing that local governments should do. A significant portion of local finance is already being used to support education.

For teenagers, the youth foundation supports youth's leisure activities by opening a comprehensive youth arts festival.

 

Gunpo City received the Prime Minister’s Commendation in recognition of its contribution to youth development and protection at the ‘2023 Korea Youth Expo’ held at Songdo Convensia on May 25th.

 

The young generation is our hope

 

We are creating a more compact support system for young people. We support expenses for various exams for employment or open education on living economy. For young people who want to start a business, various support is provided through the Gunpo Industry Promotion Agency. Above all, young people are creating a meeting so that they can develop the policies they need and demand ordinances from the city.

 

The ‘I-CAN Platform’, a space for youth self-reliance, is scheduled to open in the second half of next year.”

 

Why did you come up with the slogan, ‘Value the city, make the citizens happy’?

 

“‘Make the city worthwhile, make the citizens happy’ is the vision of the 8th popular election Gunpo Municipal Administration, which was determined through a public contest in the first month of inauguration.

 

Creating a valuable city begins with reorganizing the outdated spatial structure. Improving the living environment is the biggest homework for me. In addition, we plan to accelerate the development of industrial areas and the improvement of space for each class.

 

Making citizens happy requires meticulous consideration to listen to what they want through policies for various classes such as children, women, the elderly, and the disabled, invest budget, and look into areas they hadn't thought of before.

 

This requires innovation through communication and cooperation.

 

In order to keep these various promises, citizen participation is essential above all else.

How do you feel about winning the ‘Administrative Grand Prize’ on the Day of Local Newspapers on June 29th?

 

“It is an undeserved honor. I feel a heavy responsibility. Although he received a degree in public administration, he has many limitations in communication in practice. Considering the weak finances of local governments, we need to communicate with the government, seek cooperation from the parliament, and help from the media. Ultimately, it is communication.

 

Gunpo-si is a city where local newspaper activities are more active than other local governments relative to the population. We are poised to provide more information to the local media and humbly accept stinging comments.”

 

What would you like to say to the citizens of Gunpo?

 

“I hope that Gunpo citizens will be able to proudly say ‘I live in Gunpo’ wherever they go.

 

What I've learned through life is that 'what you earnestly desire comes true'. 30 years ago, at the time of the first sale of Sanbon New Town, he chose Sanbon, established a relationship with Gunpo, lived as an office worker, businessman, and professor, and started politics as a youth party member with the opening of the popular election era. Even when many people shook their heads saying they were negative, I earnestly hoped and experienced a great providence.

 

A year has already passed. Personally, it is my first time working as mayor, but when I meet outsiders, I often hear the words, “This is the first time I have heard of such a proposal.”

 

The first time is both scary and exciting. However, I believe that if you do your best with a sincere heart, it will come true. I believe that now, wherever I go and whoever I meet, I can proudly say, ‘I live in Gunpo’.”
