김귀근 군포시의원(더불어민주당, 군포라)이 지난 5월 7일 군포시의회 문화강좌실에서 군포시 관련 단체인 ‘아시아의 창’ 이영아 소장과 ‘군포이주와 다문화센터’의 김강남 사무국장 등 관계공무원이 참석한 자리에서 ‘군포시 이주노동자 지원 및 인권증진 조례’ 제정을 위한 의견수렴 간담회를 개최했다.

김귀근 의원은 조례 내용을 소개하며, 이주노동자에 대한 지원강화 확산을 위해 “경기도 내는 물론, 전국 기초 자치단체 중 최초로 관련 단체 지원조례 제정을 추진했다”고 입법 취지를 설명하였다.

김귀근 의원은 ‘군포시 이주노동자 지원 및 인권증진 조례제정’ 입법취지로 △용어 정의에 ‘외국인근로자’를 ‘이주노동자’로 사용한 배경으로 유엔총회에서 채택된 ‘이주노동자 권리협약’에 따랐다며, 주요 내용으로 △이주노동자 지원을 위한 기본계획 수립 △이주노동자 지원센터 및 쉼터의 설치‧운용 △기관‧법인 또는 단체 등에 예산의 범위에서 사업비 지원 등을 담았다고 설명했다.

이번 간담회에서 ‘아시아의 창’ 이영아 소장과 ‘군포이주와 다문화센터’ 김강남 사무국장은 한목소리로 “조례를 통해 지원 근거를 마련하게 돼 다행”이라며, “군포시 이주민 모두에게 해당 되는 법으로 확대 되기를 바란다”며 지원의 현실태가 미흡함을 토로했다.

신완섭 리영희기념사업회 운영위원장은 “이주노동자들에 대한 제도적 지원근거가 마련된 만큼 관련 단체에서의 역할도 기대된다”고 강조했다

이 조례안은 6월 3일 열리는 제274회 군포시의회 임시회에서 상정 처리될 예정이다.

Rep. Rep. Kim Gwi-geun said that the purpose of the legislation was to 'enact an ordinance to support migrant workers and promote human rights in Gunpo City' and that 'foreign workers' were used as 'migrant workers' in the definition of terms, and that it followed the 'Migrant Workers' Rights Convention' adopted at the United Nations General Assembly. He complained that the actual state of support was insufficient.

Shin Wan-seop, chairman of the steering committee of the Lee Young-hee Memorial Association, emphasized, “As the basis for institutional support for migrant workers has been established, we are also looking forward to our role in related organizations.”

This ordinance is scheduled to be submitted and processed at the 274th Gunpo City Council extraordinary meeting to be held on June 3.
