경기도가 지난해 7월부터 ‘산업단지 RE100’ 추진 이후 산업단지 관리기본계획을 변경해 태양광 발전사업이 가능한 산업단지가 50개에서 99개로 약 2배 증가했다고 지난 12월 5일 수원 차세대융합기술연구원에서 열린 ‘경기산단 RE100 추진단’ 정기회의에서 발표했다. ‘산업단지 RE100’은 산업단지 내 공장 지붕이나 유휴부지에 태양광 발전시설을 설치하고, 거기서 나오는 재생에너지를 단지 내 공장과 외부 기업에 공급하는 정책.

산업단지에 상업용 태양광 발전시설을 설치하려면 산업단지가 있는 시군이 산업단지 관리기본계획을 변경해 입주 업종에 태양력 발전업을 포함해야 한다. 경기도가 사업을 최초 추진할 때 전체 193개 산업단지 중 50개만 가능했다.

경기도는 관리기본계획 변경을 위한 환경보전계획 수립 용역비용을 지원하고, 변경 주체인 시군을 적극 독려했다. 그 결과 현재 99개 산업단지까지 관리기본계획을 변경했다. 경기도는 내년에는 도내 모든 산단에서 상업용 태양광 설치가 가능하도록 관리기본계획 변경을 추진할 방침이다.

경기도는 ‘산업입지 심의 가이드라인’을 개정해 신규산단의 재생에너지 설치 의무화를 유도했다. 민간에서 조성 중인 산단은 이러한 경기도의 노력에 호응했다. 지난해 11월 15일 ‘경기 RE100 산업단지(H-테크노밸리) 업무협약’을 체결해 국내 최초로 입주기업의 재생에너지 설치를 의무화한 H-테크노밸리는 지난 9월 41개 기업이 입주 협약을 완료하는 등 순항 중이다. H-테크노밸리는 화성시 양감면 일원에 73만 6천㎡ 규모로 조성되는 반도체·자동차 특화 산업단지로 2027년 입주 예정이다. 경기도와 화성시, 개발사인 한화솔루션과 화성도시공사 간 협력의 결과다.

이어 양주시 은남일반산업단지도 경기북부 최초의 탄소중립 산업단지로 추진 중이다. 양주 은남일반산업단지는 2023년 2월 착공하여 은현면 일대에 99만 2천㎡ 규모의 산업시설용지 등이 조성 중이다. 이를 위해 지난 10월 8일 경기주택도시공사, 경기환경에너지진흥원, 양주시는 입주기업 태양광 설치 의무화와 통합에너지플랫폼 설치를 위한 업무협약을 체결했다.
