경기도의회 여성가족평생교육위원회 김재훈 의원(국민의힘, 안양4)이 지난 12월 4일 차세대융합기술연구원 컨퍼런스룸에서 열린 ‘2024 성년후견제도 이용지원사업 성과보고 세미나’에 토론자로 참석했다.

김재훈 의원은 “성년후견제도의 안정적인 운영과 발전을 위해 후견인의 역할과 전문성이 무엇보다 중요하다”며, “후견인들이 자부심을 가지고 활동할 수 있도록 적절한 처우 개선과 지원 체계를 마련해야 한다”고 강조했다.

이날 세미나는 경기도의회, 경기도사회복지사협회, 한국후견사회복지사회가 공동주최하였으며, 사례 발표와 함께 전문가 토론을 통해 도내 성년후견제도의 현재 성과와 한계를 점검하고 미래 개선 방향을 논의했다.

김재훈 의원은 이날 토론에서 “성년후견제도는 사회적 약자의 권리 보호와 삶의 질 향상을 위한 필수적인 복지 제도임에도 불구하고, 여전히 많은 분들이 이 제도의 존재와 활용 방법에 대해 잘 알지 못하고 있다”며, “지역 주민들에게 성년후견제도를 알리고, 그 필요성과 혜택을 구체적으로 전달하기 위해 홍보 캠페인과 설명회를 적극적으로 추진해야 한다”고 주장했다.

김 의원은 이어서 “성년후견제도의 성공적인 정착은 지역사회 주민들의 인식 변화에서 시작된다”며, “실제 사례를 통해 제도의 효과와 중요성을 알리고, 대상자와 가족들이 부담 없이 제도를 활용할 수 있는 환경을 조성하는 것이 중요하다”고 덧붙였다.

김재훈 의원은 ‘경기도 사회복지사 등의 처우 및 지위 향상에 관한 조례’를 일부개정을 하는 등 사회복지 종사자의 처우 개선을 위한 의정 활동에 앞장서고 있다.

Gyeonggi Provincial Assemblyman Kim Jae-hoon attends the 2024 Adult Guardianship System Utilization Support Project Performance Report Seminar as a panelist

Gyeonggi Provincial Assembly Women, Family, and Lifelong Education Committee Assemblyman Kim Jae-hoon (People Power Party, Anyang 4) attended the ‘2024 Adult Guardianship System Utilization Support Project Performance Report Seminar’ held in the conference room of the Next Generation Convergence Technology Research Institute on December 4 as a panelist.

Assemblyman Kim Jae-hoon emphasized, “For the stable operation and development of the adult guardianship system, the role and expertise of guardians are most important,” and “We must establish an appropriate treatment improvement and support system so that guardians can work with pride.”

The seminar was co-hosted by the Gyeonggi Provincial Assembly, Gyeonggi Social Workers Association, and the Korean Guardianship Social Welfare Society, and reviewed the current performance and limitations of the adult guardianship system in the province and discussed future improvement directions through case presentations and expert discussions.

In the debate that day, Rep. Kim Jae-hoon asserted, “Although the adult guardianship system is an essential welfare system for protecting the rights of the socially disadvantaged and improving their quality of life, many people still do not know about the existence of this system and how to utilize it,” and argued, “We must actively promote promotional campaigns and explanatory sessions to inform local residents about the adult guardianship system and specifically convey its necessity and benefits.” Rep. Kim continued, “The successful establishment of the adult guardianship system begins with a change in the awareness of local residents,” and added, “It is important to inform the effectiveness and importance of the system through actual cases and create an environment where the subjects and their families can utilize the system without burden.” Rep. Kim Jae-hoon is leading legislative activities to improve the treatment of social welfare workers, such as partially revising the ‘Gyeonggi Province Social Workers’ Treatment and Status Improvement Ordinance.’
