경기도의회 의원연구단체인 ‘DMZ생태평화관광 연구회(회장 오준환)’가 지난 11월 28일 경기도의회 도시환경위원회 회의실에서 ‘공유하천 임진강 생태관광 개발을 통한 지역경제 활성화 방안’ 연구용역 중간보고회를 개최했다.

이날 연국용역 책임연구원인 대진대학교 장석환 교수는 “남북이 분단된 상황이지만 DMZ는 관광자원과 수자원 가치가 높아 경기도의 안정적인 수자원 확보를 위한 대안지역”이라며, “‘물관리기본법’이나 ‘접경지역 지원 특별법’ 등에서 남북협력 증진을 위한 법안 개정이 어렵다면, 경기도 차원에서의 조례 제·개정을 통해 남북협력 기반을 조성해야 한다”고 강조했다.

장 교수는 “DMZ는 외국인들도 방문하고 싶어하는 장소로 VR·AR기술을 활용해 6·25전쟁 전후 역사와 자연의 회복과정을 생생하게 체험하도록 한다면, 관광과 환경보호가 조화를 이룰 수 있다”고 제안했다.

이채명 경기도의원(더불어민주당, 안양6)은 “현재 남북교류협력기금의 용도가 개성공단 입주기업 지원에 한정돼 있다 보니 활용도가 낮아 예치금이 방치되고 있다는 이유로 기금 폐지하자는 주장이 있다”며, “기금의 용도를 확대해 VR·AR 등 첨단기술을 활용한 임진강 역사 관광콘텐츠의 발굴 등에 활용할 수 있다면 좋은 사례가 될 것”이라고 강조했다.

오준환 회장(국민의힘, 고양9)은 마무리 발언에서 “경기북부 DMZ의 생태관광 개발을 위해 관련 제도를 정비하고 사업예산을 확보해 DMZ 생태관광을 활용한 지역경제 활성화 방안을 마련하기 위해 노력하겠다”며, “남은 기간 동안 남북교류협력기금 용도 확대 및 관광콘텐츠 개발을 위한 정책적 제안을 검토해 달라”고 당부했다.

이날 중간보고회에는 오준환 회장을 비롯해 김옥순 의원(더불어민주당, 비례) 김창식 의원(더불어민주당, 남양주5), 윤종영 의원(국민의힘, 연천), 이채명 의원, 백현종 의원(국민의힘, 구리1)이 참석했다.
