경기도의회 미래과학협력위원회(위원장 이제영)가 지난 12월 6일 경기도의회에서 ‘경기도 행정 시스템 AI 적용 방안 연구용역’ 중간보고회를 개최했다.

경기도의회는 AI를 효과적으로 활용해 도민들에게 더 나은 서비스를 제공하고, 경기도의 행정을 혁신하는 데 기여할 수 있는 토대를 마련하고자 지난 10월 착수보고회를 시작으로 연구용역을 추진 중에 있다.

이날, 연구용역 수행기관인 숭실대학교 산학협력단을 대표해 이상봉 박사는 중간보고 발표에서 경기도 행정시스템 AI 서비스 발굴 방안을 설명하고, “정책 목표 등록 시스템 개발, 데이터 메타 정보시스템 연계 활성화, AI 활성화 조례, AI 통합 개발 지원 조직이 필요하다”고 개선 방향을 제시했다.

이제영 위원장(국민의힘, 성남8)은 “처음 AI국을 신설하고, 어떻게 운영을 해야 도민에게 이익으로 돌아갈 수 있을지 고민을 많이 했다”며, “후속 연구용역을 위해 국외 사례 등을 참고하여 정책 방향성 및 인공지능 도입과 활용 방안을 조금 더 구체화 해주면 좋겠다”고 말했다.

심홍순 부위원장(국민의힘, 고양11)은 “처음 인터넷이 나왔을 때 활용이 어려웠던 기억이 있다. 마찬가지로 고령자 등 일반 시민들이 AI기술의 접근 및 활용이 어려울 수 있으므로 보급과 이용 편의를 위한 교육 부분도 고려가 필요할 것 같다”고 말했다.

김철현 위원(국민의힘, 안양2)은 “정책개발을 광범위하게 하기보다는 도민의 행복 증진을 위한 방안을 위주로 선택과 집중이 필요할 것 같다. 행정에 인공지능 도입을 위해서는 데이터의 중요성이 큰 만큼, AI국이 총괄해 데이터 수집·활용을 위한 조례 제정을 검토해 주길 바란다”고 당부했다.

윤충식 위원(국민의힘, 포천1)은 “경기도 여러 행정 시스템 중 안전분야 AI개발 목표 사례 등 세 가지를 제시하고 있는데 좀 더 범위를 넓혀서 제시해 주길 바라며 경기도 행정의 대부분이 디지털로 전환되지 못한 부분과 법제상 불가능한 데이터를 확보하는 데 어려움이 있는 만큼 데이터별로 한계치까지 가능한 범위 및 방안을 제시해 주면 좋겠다”고 말했다.

미래과학협력위원회는 남은 연구용역 기간 동안 중간보고회 자리에서 논의된 사항들을 최종 연구용역에 충실히 반영해 향후 내실 있는 보고서가 나올 수 있도록 최선을 다해줄 것을 연구진에 요청했다. 최종 보고회는 오는 12월 16일 개최될 예정이다.

이날 연구용역 중간보고회에는 이제영 위원장, 전석훈(더불어민주당, 성남3)·심홍순 부위원장, 서현옥(더불어민주당, 평택3)·김상곤(국민의힘, 평택1)·김철현·윤충식 위원, 숭실대학교 산학협력단 연구진 및 경기도청 담당 부서장 등 총 13명이 참석했다.
