지난 12월 17일 안양시주민자치협의회장 이·취임식이 안양시청 강당에서 열려 문귀철 현 충훈동 주민자치위원장이 제11대 협의회장에 취임했다. 문귀철 회장을 18일 전화로 인터뷰 했다. 문귀철 회장과의 통화 내용을 일문일답 형식으로 재구성한다.
어제 취임사에서 최대호 안양시장에게 세 가지 요청을 하셨다 정확히 무엇인가?
“안양시와 안양시의회에 요청한 것이다.
우리가 예전부터 주민자치협의회 사무실을 소통의 장이라고 한다. 오랫동안 사무실을 마련해 달라고 했는데도 아직까지 안 되고 있다. 그 결과 협의회 임원들이 회의를 하더라도 길거리에서 하게 되고 밖으로 빙빙 돈다. 안 그러면 식당에서 하고 아니면 커피숍에서 하고 해서 제대로 회의가 이루어질 수 없다. 우리가 안양시 어려운 일을 도우려 해도 소통의 공간이 있어야 시 담당자를 만나고 ‘시에서 필요한 게 뭐가 있느냐’ 이렇게 소통할 수 있는데 전혀 소통이 안 되고 있다.
두 번째는 올해가 안양시 주민자치협의회 창립 10주년인데 주민자치위원회 조례가 10년 동안 한 번도 개정되지 않았다. 지금은 시대도 많이 변하고 각 동별로 주민자치위원장들이나 위원들이 엄청 깨어 있다. 그런데 시의 조례는 그대로 멈춰 있다. 지방자치라고 하면서 각동 위원장들에게 권한을 약간 주는 척하면서 결국은 동장들이 전체 결정권을 가져버린 거다. 한두 가지라도 좀 개선돼야만 각종 위원장들이 동네를 위해서 또 주민자치를 위해서 노력을 하지 않겠나 이런 생각을 가지고 있다. 우선 조례를 점검한 다음에 개정할 거는 좀 해야 되겠다 이 말씀이다.
세 번째는 안양시 자치행정과라든지 또 안양시의회 사무국하고 우리 주민자치협의회하고 이렇게 세 기관이 실무진으로 협의체를 구성해서 서로 소통하는 것이 필요하다고 본다. 그래야만 우리가 도와줄 거는 도와주고 시에 우리가 애로점을 얘기를 할 수도 있다. 예를 들어서 시에서 각 동 위원장들이 참여하는 워크숍을 1년에 한두 번씩 한다. 그런데 이런 부분도 소통의 자리가 없고 소통이 안 되니까 그냥 시에서 하는 대로만 따라가게 된다. 이렇게 되니 아무런 효과가 없고 비전이 없다.
많은 돈을 쓰는데 알찬 교육이 돼야 하고 위원장들이 갔다 오면 이번에 ‘이거는 우리 주민자치회도 해야 되겠다. 각 동별로 이런 사업을 해야 되겠다’ 해야 하는데 이런 비전이 없다. 갔다 오면 좀 실망스럽다. 이런 부분을 협의회와 함께 협의하고 의논하고 해야 한다.
우리 주민자치협의회가 1년 계획을 짜지만 시도 계획을 짜면 사전에 협의체를 통해서 협의를해야 된다 이거다. 이런 게 좀 많이 부족한 것 같다.”
내년도 사업계획은 무엇인가?
“첫째로 우리 주민자치위원장, 주민자치위원들의 성장을 위한 교육을 좀 더 많이 하고자 한다. 각 동별로는 심폐소생술 같은 교육을 하고 있다. 그런 것 외에 조금 더 업그레이드된 강사를 불러서 우리 위원장들 교육을 중점적으로 하고 싶다.
두 번째는 안양시에 인재육성재단이 있다. 이런 곳과 연계하여 장학금 지급이라든지 불우이웃을 돕는 활동을 하고 싶다. 안양시에 ‘기부의 날’ 행사도 있잖은가. 우리가 소외된 이웃을 위한 봉사나, 기부를 하면서 우리 주민자치협의회가 살아 숨 쉬고 있다는 거를 안양시에 좀 보여주고 싶기도 하다. 지금까지는 그런 활동이 부족했던 것이 사실이다.
우리 안양시주민자치협의회가 어떤 일을 하고 있다는 것을 좀 알리고 싶다.”
취임사에서 했던 얘기 말고 안양시에 더 하고 싶은 말이 있다면?
“이제 내일 모레 시에 들어가면 얘기하겠지만 국회의원이 얘기하든 누가 얘기하든 담당 부서에서 메모를 좀 해서 진행을 했으면 좋겠다.
예를 들면 어제 안 오셨지만 강득구 의원 같은 경우 지방자치에 대해서 주민자치위원회에서 굉장히 열을 토한다. 그런 얘기가 메모가 되고 추진이 돼야 되는데 그 때뿐이고 그냥 흘러가 버린다.
누가 얘기를 하면 메모를 했다가 좋은 점은 추진이 돼야 하는데 잘 안 되는 것 같다.
그래서 ‘상대방이 얘기하면 메모를 해라’ 이 부분을 강조하려 한다. 좋은 거는 추진하고 안 되는 건 어쩔 수 없지만 안 되는 것을 해결하는 게 또 사람이잖나.”

We interviewed Chairman Moon Gwi-cheol by phone on the 18th. We will reconstruct the conversation with Chairman Moon Gwi-cheol in a Q&A format.
In your inauguration speech yesterday, you made three requests to Anyang Mayor Choi Dae-ho. What exactly are they?
“I made these requests to Anyang City and the Anyang City Council.
We have long called the Resident Autonomy Council office a place of communication. We have been asking for an office for a long time, but it has not been done yet. As a result, even when the council executives hold meetings, they end up on the street and going around in circles. Otherwise, we can’t have a proper meeting because we do it at a restaurant or a coffee shop. Even if we want to help Anyang City with its difficult issues, we need a space for communication so we can meet with city officials and ask, “What does the city need?” But there is no communication at all.
Second, this year marks the 10th anniversary of the Anyang City Resident Autonomy Council, but the Resident Autonomy Committee Ordinance has not been revised once in 10 years. Times have changed a lot these days, and the resident autonomy committee chairpersons and committee members in each neighborhood are very aware. However, the city’s ordinance remains stagnant. They pretend to give some authority to the dong chairpersons under the pretext of local autonomy, but in the end, the dong heads have the overall decision-making authority. I think that if even one or two things are improved, the various chairpersons will work for the neighborhood and resident autonomy. First, we need to review the ordinance, and then we need to revise it.
Third, I think it is necessary for the Anyang City Autonomous Administration Division, Anyang City Council Secretariat, and our Resident Autonomy Council to form a working-level consultative body and communicate with each other. Only then can we help where we can and talk to the city about our difficulties. For example, the city holds a workshop once or twice a year in which each neighborhood committee chairperson participates. However, since there is no place for communication in this area and communication is not possible, we just follow what the city does. This way, there is no effect and there is no vision.
A lot of money is spent, so there should be substantial education, and when the committee chairpersons go and come back, they should say, ‘This is something our Resident Autonomy Council should do too. Each neighborhood should do this kind of project,’ but there is no vision. When they go and come back, they are a bit disappointed. This part needs to be discussed and discussed with the council.
Our Resident Autonomy Council makes a one-year plan, but when a city/provincial plan is made, it needs to be discussed through the consultative body in advance. I think this is lacking.”
What are the business plans for next year? “First, I want to provide more education for the growth of our resident autonomy committee chairpersons and resident autonomy committee members. Each neighborhood is providing CPR training. In addition to that, I want to hire more upgraded instructors and focus on educating our committee chairpersons.
Second, Anyang City has a talent development foundation. I want to work with such organizations to provide scholarships or help underprivileged neighbors. Anyang City also has a ‘Donation Day’ event. I want to show Anyang City that our resident autonomy council is alive and breathing by volunteering or donating to marginalized neighbors. It is true that such activities have been lacking up to now.
I want to let Anyang City know what our Anyang City Resident Autonomy Council is doing.”
Is there anything else you want to say to Anyang City other than what you said in your inaugural speech?
“I will talk about it when I get to the city tomorrow or the day after, but I hope that the department in charge will take notes and proceed, regardless of whether the National Assembly member or someone else speaks.
For example, in the case of Assemblyman Kang Deuk-gu, who didn’t come yesterday, he is very passionate about local autonomy in the Resident Autonomy Committee. Those kinds of things should be memo’d and promoted, but they just pass by.
When someone talks, I take notes, but the good points should be promoted, but it doesn’t seem to happen well.
That’s why I want to emphasize the part of ‘take notes when the other person talks.’ Good things are promoted, and things that don’t work out can’t be helped, but people are the ones who solve things that don’t work out.”
