경기도교육청(교육감 임태희)이 지난 12월 17일 남부청사에서 실효성 있는 교육활동 보호 대책 마련을 위한 ‘2024 교육활동 보호 현장 공감 소통 토론회’를 개최했다.

이번 소통 토론회는 1부 성과보고회, 2부 소통토론회로 나뉘어 지난 1년간의 교육활동 보호 종합대책 추진성과와 정책 추진현황 등 성과를 공유하고 교육활동 보호 정책현안 주제 발표와 현장 의견을 교환했다.

경기도교육청은 교육활동 보호 정책의 실효성 있는 안착을 위해 추진단 및 실무협의회를 운영하고 교육활동 보호 정책의 이행·점검 및 모니터링, 홍보영상 제작, 정책연구, 안내자료 제작 등 지속적으로 노력하며, 상반기(5월)와 하반기(11월)에 각각 ‘교육활동 보호 강화 종합대책의 필요성, 인지도, 체감도, 정책 효과성’ 설문조사를 실시, 현장과 소통했다.

교육활동 보호 정책 설문조사 결과 상반기에 비해 하반기에 교직원은 필요성 2.37%, 인지도 3.15%, 체감도 4.89%, 보호자는 필요성 3.13%, 인지도 13.47%, 체감도 0.99%로 전체적으로 소폭 상승했다.

이날 성과보고회에서는 △추진 경과 △설문 결과 △성과 나눔 등 교육활동 보호 지원 정책 및 현장 운영 사례를 공유했다.

이어진 소통 토론회는 교원, 교육전문직, 변호사, 교원단체 및 교사노조 교권국장 등이 패널로 참여해 ‘실효성 있는 대책 마련, 현장 안착을 위해 함께 가야 할 길’을 주제로 발제와 소통이 이뤄졌다.

토론회는 △민원면담실 역할과 기능 △특수교육 현장에서 바라본 교육활동 보호 강화 종합대책 △교권보호지원센터 역할 △법적 대응 강화 △지역교권보호위원회 △민원 대응 등에 대한 발제와 질의 응답 등을 통해 현장 의견을 수렴했다.

경기도교육청 이지명 생활인성교육과장은 “학교 현장과 소통하며 교육 활동 보호제도가 현장에 안착하고, 효과가 체감되도록 실효성 있는 대책이 마련되어야 한다”며, “현장 의견을 경청하고 다양한 논의를 진행해 교원이 교육활동에 전념할 수 있도록 새로운 과제를 발굴하고 추진해 나가겠다”고 말했다.

Gyeonggi Provincial Office of Education (Superintendent Lim Tae-hee) held the ‘2024 Educational Activity Protection Field Empathy Communication Discussion’ at the Southern Office Building on December 17 to establish effective educational activity protection measures.

This communication discussion was divided into Part 1, Performance Report Meeting, and Part 2, Communication Discussion Meeting, sharing the achievements of the comprehensive educational activity protection measures and policy promotion status over the past year, and presenting educational activity protection policy issues and exchanging opinions from the field.

Gyeonggi Provincial Office of Education operates a promotion team and working council to effectively establish the educational activity protection policy, and continuously strives to implement, inspect, and monitor the educational activity protection policy, produce promotional videos, conduct policy research, and produce guidance materials. In addition, it conducted a survey on the necessity, awareness, perception, and policy effectiveness of the comprehensive plan to strengthen educational activity protection in the first half (May) and the second half (November) and communicated with the field.

The results of the educational activity protection policy survey showed that compared to the first half, teachers and staff in the second half had a 2.37% need, 3.15% awareness, and 4.89% perception, while guardians had a 3.13% need, 13.47% awareness, and 0.99% perception, showing a slight increase overall.

Lee Ji-myeong, head of the Life and Character Education Division of the Gyeonggi Provincial Office of Education, said, “We must establish effective measures so that the educational activity protection system can settle in the field and be felt to be effective by communicating with the school field,” and “We will listen to opinions from the field and conduct various discussions to discover and promote new tasks so that teachers can focus on educational activities.”
