의왕시의회 한채훈 의원이 지난 12월 27일 한국매니페스토실천본부(이하 매니페스토본부)가 주관한 ‘제16회 2024년 지방의원 매니페스토 약속대상’ 좋은 조례 분야에서 2년 연속 최우수상을 수상했다.

한채훈 의원은 ‘의왕시 기후위기 대응을 위한 탄소중립‧녹색성장 기본 조례’를 대표발의해 △의왕시 탄소중립 녹색성장 기본계획 수립 △의왕시 탄소중립 지원센터 설립 △온실가스 감축 실천활동 사업 △기후위기 적응대책 세부시행계획 수립 용역 등을 추진할 수 있는 근거를 마련하는 등의 공로가 인정돼 이 상을 수상했다.

매니페스토본부가 올해로 16년째 전국 지방의원을 대상으로 입법의 시급성과 실효성, 지역 주민 삶의 질 향상, 지역 발전 및 경제성에 대한 효과 등을 고려한 종합 평가를 통해 매년 수상자를 선정해 매니페스토 약속대상을 수여하고 있다.

한채훈 의원은 조례안 제정을 위해 시민활동가들과 정책간담회를 여러 차례 개최하며 다양한 의견을 수렴했고, 조례 제정 후에도 ‘의왕시 탄소중립 녹색성장 기본계획수립 용역 보고회’와 ‘의왕시 시민참여형 탄소중립 기본계획 수립 및 이행기반 구축을 위한 시민토론회’에 참석해 의견을 제시하는 등 후속 정책 마련에 지속적인 관심을 보여왔다.

한 의원은 △‘의왕시 물순환 회복에 관한 기본 조례’ △‘의왕시 수소산업 육성 및 지원에 관한 조례’ △‘의왕시 ESG 경영 활성화 지원에 관한 조례’ △‘의왕시 순환경제사회 전환 촉진 조례’ 등을 대표로 발의해 기후위기 대응 환경정책을 선도하는 시책 마련에 앞장서 왔다.

한채훈 의원은 “지방의원의 역할은 지속가능한 지역사회를 만들고 시민 삶을 더 행복하게 만드는 일이라 생각한다‘며, ”의왕시가 가지고 있는 천혜의 자연환경을 아름답게 보전하기 위한 방법을 시민과 함께 고민하면서 추진한 의정활동의 성과가 2년 연속 최우수상 수상을 통해 인정받은 것 같아 기쁘다”고 소감을 밝혔다.

한 의원은 2018년도부터 서울특별시의회 환경수자원전문위원실 입법지원관으로 공직 생활을 시작해 2020년 김기덕 부의장(소속 상임위 : 환경수자원위원회) 비서관(지방별정직 5급상당)을 역임하면서 환경정책 분야 전반에 관심을 가져온 것이 큰 도움이 됐다고 설명했다.

Uiwang City Council Member Han Chae-hoon Wins Grand Prize at ‘2024 Local Council Member Manifesto Promise Awards’

Recognized for Enacting ‘Uiwang City’s Basic Carbon Neutrality and Green Growth Ordinance for Climate Crisis Response’

Uiwang City Council Member Han Chae-hoon won the Grand Prize in the Good Ordinance category at the ‘16th 2024 Local Council Member Manifesto Promise Awards’ hosted by the Korea Manifesto Implementation Headquarters (hereinafter referred to as the Manifesto Headquarters) for the second consecutive year on December 27.

Representative Han Chae-hoon was awarded this award in recognition of his contributions to establishing the basis for promoting the following projects: △Establishing the Uiwang City Carbon Neutrality and Green Growth Basic Plan, △Establishing the Uiwang City Carbon Neutrality Support Center, △Greenhouse Gas Reduction Practice Activities, and △Establishing a Detailed Implementation Plan for Climate Crisis Adaptation Measures by proposing the ‘Uiwang City Carbon Neutrality and Green Growth Basic Ordinance for Climate Crisis Response’. The Manifesto Headquarters has been awarding the Manifesto Promise Award to local council members nationwide for the 16th year, through a comprehensive evaluation that considers the urgency and effectiveness of legislation, improvement in the quality of life of local residents, and the effects on regional development and economy.

Assemblyman Han Chae-hoon held several policy meetings with civic activists to gather diverse opinions in order to enact the ordinance, and even after the ordinance was enacted, he attended the ‘Report Meeting on the Establishment of the Basic Plan for Carbon Neutrality and Green Growth in Uiwang City’ and the ‘Citizens’ Discussion Meeting for the Establishment and Implementation Foundation of the Basic Plan for Carbon Neutrality in Uiwang City with Citizen Participation in Uiwang City’ to provide his opinions, thereby continuously showing interest in establishing follow-up policies.

Assemblyman Han has been leading the way in establishing environmental policies to respond to the climate crisis by proposing the ‘Basic Ordinance on the Restoration of the Water Cycle in Uiwang City’, ‘Ordinance on the Promotion and Support of the Hydrogen Industry in Uiwang City’, ‘Ordinance on the Activation of ESG Management in Uiwang City’, and ‘Ordinance on the Promotion of the Transition to a Circular Economy Society in Uiwang City’ as a representative.
