강득구 의원(더불어민주당, 안양만안)이 공공이 주도하는 도시재생 혁신지구 사업 시 주민협의체 구성과 이를 지원하도록 ‘도시재생 활성화 및 지원에 관한 특별법 일부개정법률안(이하 도시재생법 개정안)’을 대표발의했다.
강득구 의원은 ‘도시재생법 개정안’을 통해 도시재생 혁신지구계획의 공람 이후 토지 등 소유자 전원을 구성원으로 하는 주민협의체와 주민대표회의를 구성하도록 했다.
현행 ‘도시재생 활성화 및 지원에 관한 특별법’은 토지 등 소유자들이 전체회의를 통해 사업 시공자를 추천할 수 있도록 하고 있지만, 이들을 대표할 법적 근거가 없었다.
강득구 의원은 주민협의체의 구성 및 운영에 있어 필요한 비용과 지구 지정 전에 진행하였던 사업을 위해 소요된 비용까지 지원하는 법적 근거도 마련했다.
강득구 의원은 “도시재생 혁신지구 조성에 있어 주민의 의견을 반영하는 것이 가장 중요하다”며, “주민협의체를 통해 주민들이 도시재생 사업의 효과를 체감할 수 있도록 지원하겠다”고 밝혔다.
정부는 상업, 주거, 행정 등의 기능이 집적된 지역 거점에 도시재생 혁신지구를 지정해 도시재생을 촉진하고 있다.

Rep. Kang Deok-gu (Democratic Party of Korea, Anyang Manan) proposed the ‘Partial Amendment Bill to the Special Act on Urban Regeneration Activation and Support (hereinafter referred to as the Urban Regeneration Act Amendment Bill)’ to establish and support a resident consultative body for public-led urban regeneration innovation district projects.
Through the ‘Urban Regeneration Act Amendment Bill’, Rep. Kang Deok-gu established a resident consultative body and resident representative meeting consisting of all landowners after the public announcement of the urban regeneration innovation district plan.
