이학영 부의장은 “위헌적 명령에도 복종하도록 강요하는 법률 때문에 수많은 청년이 ‘내란죄’를 피할 수 없게 됐다”며, “법 개정이 시급하다. 대한민국 군인이 부당한 명령과 위력에 굴하지 않고 국방의 의무를 다할 수 있도록, 이제는 군 문화도 바뀌어야 한다”고 강조했다.
