안양시가 지난해 12월 26일 오후 시청 3층 전자회의실에서 ‘관악대로 일원 활성화 방안 기본구상 용역’ 최종보고회를 개최해 안양종합운동장 사거리에서 인덕원역에 이르는 관악대로를 미래 발전을 이끌어 갈 신성장 거점 조성을 위한 기본구상을 밝혔다.

안양시는 안양종합운동장 사거리에서 인덕원역에 이르는 관악대로 주변의 31만제곱미터(㎡) 부지를 주민제안 방식을 통해 지식산업 기반의 업무지구로 개발한다.

혁신의 뜻을 담은 ‘관악이노라인(Inno-LINE)’을 비전으로 삼고, 4대 혁신목표로 △생활혁신 △기능혁신 △교통혁신 △공간혁신을 설정했다.

먼저 ‘생활혁신’을 위해 도시공원 활용 및 생활 사회기반시설(SOC) 복합공간을 조성하고, ‘기능혁신’을 위해 주거·업무·문화 등 다양한 기능의 융복합 공간을 조성한다.

또 ‘교통혁신’을 위해 4차산업 기반의 스마트 특화거리를 조성하고, ‘공간혁신’을 위해 사회변화와 지역적 특성을 고려한 공간전략 수립을 위한 사전협상제도를 도입키로 했다.

사전협상제도는 지구단위계획 주민제안 전 공공과 민간, 외부 전문가와 협의를 거쳐 합리적인 공공 기여량을 산정하고, 공공과 민간이 상생(win-win)하는 계획적 개발을 유도하는 제도로, 용도 지역을 상향해 민간개발을 유도하는 내용도 포함된다.

안양시는 이날 보고회에서 제시된 의견을 반영해 기본구상 수립을 올해 1월경 마무리 지을 예정이다. 올해 상반기에는 도시계획변경 사전협상 운영지침을 제정하고, 하반기까지 사전협상 시범지구를 지정해 지역 주민들이 참여하도록 해 지속 가능한 도시재생 선순환 체계를 만들어 갈 방침이다.
