유영일 의원은 ‘경기도 노후계획도시 정비 및 지원에 관한 조례’를 제정해 시·군의 특별정비계획 수립과 안전진단 비용 등에 공공지원이 가능하게 해, 안양평촌을 포함한 노후도시 정비사업이 체계적으로 추진될 수 있는 기반을 마련했으며, 고령화사회에 대응하기 위해 커뮤니티 중신의 돌봄서비스가 가능한 도시공간을 체계적으로 조성하고자 ‘경기도 지역사회 계속거주 도시공간 조성 지원 조례안’을 대표발의했다. 이는 어르신들이 살던 지역에서 행복한 노년을 보낼 수 있도록 지원하는 전국 최초의 AIP(Aging in Place) 조례로 주목받고 있다.

Gyeonggi Provincial Assembly Urban Environment Committee Assemblyman Yoo Young-il (People Power Party, Anyang 5) received the ‘Excellent Legislative Award’ from the 16th Association of Speakers of Provincial Councils of the Republic of Korea. Assemblyman Yoo Young-il received this award in recognition of his contributions to: △strengthening transparency and fairness in provincial administration, △proposing policy directions that meet residents’ needs in administrative audits, and △enacting ordinances to improve the quality of life of residents.
Assemblyman Yoo Young-il served as the chairman of the Urban Environment Committee in the first half of the 11th Gyeonggi Provincial Assembly, and in the second half, he served as the vice chairman of the Urban Environment Committee and a member of the Assembly Operations Committee. He has focused on strengthening transparency and fairness in provincial administration through cool-headed policy reviews and effectiveness checks, such as checking the governor’s showy administration and strongly criticizing budget cuts for housing welfare for the vulnerable.
Rep. In the Gyeonggi-do administrative audit in November, Rep. Assemblyman Yoo Young-il enacted the ‘Gyeonggi-do Aging City Development and Support Ordinance’ to enable public support for the establishment of special development plans and safety diagnosis costs for cities and counties, thereby laying the foundation for systematically promoting aging city development projects, including Anyang Pyeongchon. He also proposed the ‘Gyeonggi-do Community Continuing Residence Urban Space Development Support Ordinance’ to systematically create urban spaces where community-centered care services are possible in response to the aging society. This is drawing attention as the nation’s first AIP (Aging in Place) ordinance that supports the elderly to spend their old age happily in their hometown.
