경기도의회 여성가족평생교육위원회 김재훈 의원(안양4, 국민의힘)이 대표발의한 ‘경기도 디지털역량 강화를 위한 평생교육 지원 조례안’이 지난해 12월 30일 열린 제381회 경기도의회 임시회 제1차 본회의에서 최종 통과됐다.
이번 조례 제정으로 디지털 기초 소양부터 생성형 AI 활용, 빅데이터 분석, 사이버 보안 및 개인정보 보호 등 첨단 기술까지 폭넓은 평생교육 지원 근거가 마련됐다.
이번 조례안은 지능정보화사회에 디지털 기술의 이해와 활용 역량이 필수적인 가운데, 모든 경기도민이 평생교육을 통해 디지털 기술을 쉽게 배우고 활용할 수 있도록 지원함으로써 도민의 삶의 질 향상과 지역사회 발전에 기여할 목적으로 제정됐다.
김재훈 의원은 “디지털 기술 발전에 적응하지 못한 사람들은 정보 접근성과 활용에서 소외되어 이는 곧 사회적·경제적 불평등으로 이어질 수 있다”라며, “평생교육을 통해 경기도민 모두가 디지털역량을 높일 수 있는 환경을 조성하여 디지털 기술을 활용해 더 나은 삶을 누리는데 기여하고자 한다”고 조례 제정 취지를 설명했다.
김재훈 의원은 “도민 개개인의 디지털역량은 디지털 대전환 시대에 능동적으로 대응할 수 있는 핵심 기반이자, 경기도의 경쟁력을 높이는 중요한 과제”라며, “앞으로도 도민의 디지털 접근성과 역량 강화를 위한 다양한 정책을 적극 추진하겠다”고 밝혔다.

Representative Kim Jae-hoon (Anyang 4, People Power Party) of the Women and Family Lifelong Education Committee of the Gyeonggi Provincial Assembly proposed the 'Gyeonggi-do Digital Capacity Strengthening Lifelong Education Support Ordinance', which was finally passed at the first plenary session of the 381st Gyeonggi Provincial Assembly extraordinary session held on December 30th last year.
With the enactment of this ordinance, a wide range of lifelong education support has been established, from basic digital literacy to advanced technologies such as generative AI utilization, big data analysis, cybersecurity, and personal information protection.
This ordinance was enacted with the purpose of contributing to the improvement of the quality of life of Gyeonggi-do residents and the development of local communities by supporting all Gyeonggi-do residents to easily learn and utilize digital technologies through lifelong education, as understanding and utilization of digital technologies are essential in the intelligent information society. Rep. Kim Jae-hoon explained the purpose of the ordinance, saying, “People who are unable to adapt to the advancement of digital technology are excluded from access to and use of information, which can lead to social and economic inequality,” and “We want to create an environment where all Gyeonggi-do residents can improve their digital capabilities through lifelong education and contribute to enjoying a better life by utilizing digital technology.” Rep. Kim Jae-hoon said, “The digital capabilities of each resident are a key foundation for actively responding to the era of digital transformation and an important task for enhancing Gyeonggi-do’s competitiveness,” and added, “We will continue to actively pursue various policies to strengthen the digital accessibility and capabilities of Gyeonggi-do residents.”
