경기도의회 정윤경 부의장(더불어민주당, 군포1)이 지난해 12월 31일 경기도의회 군포 지역상담소에서 지난 대설로 피해 본 농민들과 간담회를 갖고 “폭설 피해 농민 모두가 지원받을 수 있도록 살피겠다”고 밝혔다.

지난 11월, 117년 만의 폭설로 군포시 농업 현장이 심각한 피해를 입어, 재해복구에 대한 군포시 농업인들의 의견을 듣고 대책을 마련하고자 개최된 이날 간담회에는 정윤경 부의장을 비롯해 한국농촌지도자 군포시연합회 곽남현 회장 등 임원 7명, 군포시 및 경기도청 관계 공무원이 참석했다.

농민들은 대설 피해와 관련 △구별 없는 피해 농민 지원, △군포시 특별재난지역으로 선포, △자가 복구 농민 지원 등을 건의했다. 이와 별도로 군포시에 농업기술센터와 농촌지도사가 부재해 농업과 관련한 충분한 상담 등 지원을 받지 못하는 것에 대해 민원을 제기했다.

정윤경 부의장은 “국가의 재난 지원 기준으로 피해 농민을 지원하면 사각이 다수 발생해, 안 그래도 폭설로 힘든 농민들을 더욱 힘들게 하는 것”이라며, “국가 지원으로 부족한 부분은 도에서 적극적으로 지원할 수 있도록 방법을 마련해 달라”고 피해 농민의 구별 없는 지원을 강조했다.

군포시 도시환경과장은 “다행히 군포시는 임차농 비율이 낮아 국가 재난 지원금 지금이 차질 없이 진행되고 있다”며, “다만 국가 지원에 포함되지 않는 관리동 비닐하우스가 많아 이 부분은 경기도 지원이 필요할 것으로 보인다”고 말했다.

경기도청 친환경농업과장은 “국가의 피해복구 지원에도 불구하고 부족한 부분에 대해 경기도에서 특별히 지원할 수 있도록 현재 계획 중이다”라며, “최대한 빨리 31개 시군의 피해복구 계획을 접수해 농민들의 삶의 터전이 회복될 수 있도록 노력하겠다”고 말했다.

정윤경 부의장은 “퇴직 인구의 증가, 도시농업의 활성화 등으로 군포시에도 상당히 많은 농업인구가 있다는 것을 이번에 알게 되었다”며, “농업기술센터와 농촌지도사 등이 없어 발생하는 불편을 해소할 방안을 도에서 마련해달라”고 당부했다.

정윤경 부의장은 “국가의 지원에도 불구하고 발생하는 사각, 시군의 재정 부담으로 하지 못하는 지원을 경기도가 나서서 지원할 수 있도록 최선을 다하겠다”고 피해 농민을 위로했다.
