안양시청 정책기획과 권구현 주무관(행정 7급)이 ‘제14회 지방행정의 달인’으로 선정됐다. 안양시 공무원이 지방행정의 달인으로 선정된 것은 이번이 처음이다. ‘제14회 지방행정의 달인’ 시상식은 지난해 12월 23일 오후 정부서울청사 별관 2층 대강당에서 열렸다. 올해 ‘지방행정의 달인은 일반행정, 지역경제, 지역개발 등 총 3개 분야에서 9명이 탄생했다.

행정안전부와 서울신문이 주최하고 월간 지방정부 주관, NH농업은행이 후원하는 ‘지방행정의 달인’은 지방자치단체에서 탁월한 아이디어와 높은 업무 숙련도를 바탕으로 국가와 지역사회 발전에 특별히 기여한 공무원을 선발하는 지방공무원 최고 권위의 상으로, 올해 14회째를 맞았다.

지난 2013년 공직에 입문한 권구현 주무관은 2021년부터 정책기획과 규제개혁팀에서 근무하며 의료폐기물 멸균분쇄시설 관련 규제 개선, 카페인 등 식품 기피성분 표기규제 개선, 중소기업 공공조달 전문기관 검사 규제 개선 등 다양한 우수사례를 창출했다.

권 주무관은 지난해 5월 지방규제혁신 국무총리 표창을 받은 바 있어 재포상을 제한하는 정부포상 규정에 따라 이번에는 달인 인증패를 받게 됐다.

지난 6월부터 전국 지방공무원을 대상으로 추천받아 1차 서류심사, 2차 현지실사, 3차 성과 발표 및 면접 심사 등 각 분야 전문가의 엄격한 검증을 통해 최종 9명이 선정됐다.

권구현 주무관은 “어려운 과정을 함께한 선후배님과 동료들, 이 순간에도 묵묵하게 일하고 계시는 많은 시 직원들과 기쁨을 함께하고 싶다”며 “아직도 배워야 할 것이 많아 달인이라는 단어는 어색하지만, 이번 수상을 계기로 앞으로도 꾸준히 정진하겠다”고 소감을 밝혔다.

최대호 안양시장은 지난 1월 2일 오전 10시 시청 강당에서 열린 시무식에서 “우리 시 최초의 달인 선정으로 최선을 다한 직원들이 노력을 인정받고 시 위상을 높이게 돼 기쁘다”며, “안양시의 우수한 행정이 계속될 수 있도록 앞으로도 지원과 격려를 아끼지 않겠다”고 말했다.

안양시는 행정안전부 지방규제혁신 우수사례 경진대회 전국 유일 3년 연속 최우수상, 지방규제혁신 성과평가 전국 기초지자체 1위(대통령 표창) 등 규제혁신 도시로서의 기록을 세워나가고 있다.

Anyang City Hall Policy Planning Division Chief Kwon Gu-hyeon (Administrative Grade 7) was selected as the ‘14th Local Administration Master.’ This is the first time that an Anyang City official has been selected as a local administration master. The ‘14th Local Administration Master’ awards ceremony was held on the afternoon of December 23 last year in the main auditorium on the 2nd floor of the Government Seoul Annex. This year, a total of 9 people were selected as ‘Local Administration Masters’ in 3 fields: general administration, regional economy, and regional development.

Hosted by the Ministry of the Interior and Safety and the Seoul Shinmun, organized by Monthly Local Government, and sponsored by NH Nonghyup Bank, the ‘Master of Local Administration’ is the most prestigious award for local government officials that selects civil servants who have made special contributions to the development of the country and local communities based on excellent ideas and high work skills. This year marks the 14th anniversary.

Director Kwon Gu-hyeon, who entered public service in 2013, has worked in the Policy Planning and Regulatory Reform Team since 2021, and has created various best practices such as improving regulations related to medical waste sterilization and grinding facilities, improving regulations on labeling of undesirable ingredients in food such as caffeine, and improving regulations on inspection of public procurement agencies for small and medium-sized enterprises.
