경기도의회 교육기획위원회 김현석 의원(국민의힘, 과천)이 지난 2월 17일 열린 경기도교육청 업무보고에서 신도시 지역의 학급 증설 및 교사 부족 문제에 대한 실질적인 대책 마련을 촉구했다.
김현석 의원은 “과천을 비롯한 김포, 파주, 동탄 등 신도시 지역에서는 지속적인 개발로 학생 수가 증가하고 있지만, 교사 부족 문제로 인해 학급 증설이 원활하게 이루어지지 않고 있다. 지난해에도 이 문제를 지적했지만, 1년이 지난 현재까지도 개선된 것이 거의 없다”며, “학생 과밀 현상 해소를 위해 학급당 학생수를 줄여야한다는 학부모들의 지속적인 요구가 있음에도, 교육청이 이를 적극적으로 반영하지 않고 있다”고 질타했다.
과천시의 중학군 학급당 학생 수 기준은 2025년도에도 여전히 31명으로 유지되고 있다.
김현석 의원은 “경기도 신도시 내 초·중등 학생 수가 39만5,000 명에 달한다. 최근 3년간 4.5% 증가했음에도 불구하고, 교원 정원이 충분히 확대되지 않고 있다”며, “교육청과 교육부가 협력해 교사 수급을 원활하게 할 수 있도록 보다 적극적인 노력이 필요하다”고 강조했다.
김 의원은 이어 “모든 학생이 지역 간 교육 격차 없이 공정하고 균등한 교육을 받을 수 있도록, 학급 증설과 교사 수급 문제를 해결해야 한다”며, “남은 임기 내 학급당 학생 수를 29명 이하로 줄이는 것을 목표로 지속적으로 문제를 제기하고 개선 방안을 모색하겠다”고 밝혔다.
김현석 의원은 “교육청이 단순한 검토 수준에서 벗어나 실질적인 해결책을 마련해야 한다”며, “과천 지식정보타운을 비롯한 신도시 지역 학생들이 안정적인 교육 환경에서 학습할 수 있도록 도교육청이 보다 적극적으로 대응해야 한다”고 거듭 촉구했다.

On February 17, Gyeonggi Provincial Assembly Education Planning Committee Assemblyman Kim Hyun-seok (People Power Party, Gwacheon) urged the Gyeonggi Provincial Office of Education to come up with practical measures to address the issue of increased classes and teacher shortages in new city areas during the business report.
Assemblyman Kim Hyun-seok said, “In new city areas such as Gwacheon, Gimpo, Paju, and Dongtan, the number of students is increasing due to continuous development, but class expansion is not happening smoothly due to the teacher shortage.
