안양시 만안구 동 통합방위지원본부가 지난 3월 10일 오후 안양1동 행정복지센터 5층 다목적실에서 동 통합방위지원본부 운영과 관련한 세미나를 개최했다.

이승권 안양1·4·5동 통합대장이 진행을 맡은 이번 세미나에는 정우제 만안구 지역대장, 만안구 동대장 9명, 정은경 안양1동장, 문상진 안양5동장, 진교연 안양1동 방위협위회 총무, 이명선 안양시 안전행정과 민방위팀장 등 33명이 참석했다.

세미나는 통합방위 지원본부의 추진 배경 및 취지와 필요성 설명, 편성 및 역할, 예비군 중대 지역방위 작전시 지속지원 대책, 동 통합방위 지원본부 상황전파체계 및 업무협조체계 등에 대한 설명 및 토론 등의 순서로 진행됐다.

이승권 통합대장은 “기존의 통합방위작전은 관에서 계획해 시·구 단위로 진행하는 전시상황 훈련이 주된 업무였다. 실질적으로 진행돼야 할 읍·면·동까지는 실시되지 않았고 민원 임무 처리 위주의 활동이 대부분이었다”며, “동 단위 협의 및 훈련이 필요하고 급식, 차량 등 민관군 협의 등을 위한 협약 등 지원이 필요하게 돼 동 통합방위 지원본부를 추진하게 됐다”고 설명했다.

이날 세미나에서는 효과적인 통합방위작전을 위한 협약서 체결 방안에 대한 토론도 진행됐다.

정우제 만안구 지역대장은 “동 방위지원본부가 존재는 했으나 운영이 지금껏 되지 않았던 실정이었다”며, “동까지의 지역단위 협의 및 훈련이 필요하고 그에 따른 민·관·군·경·소방 협의 등을 위한 협약 등 지원이 필요하다”고 말했다.

정은경 안양1동장은 인사말에서 “동과 군의 체계는 다르다. 이해와 협조가 필요하다. 주민의 안전을 위해 서로 유기적으로 협조하도록 지원하도록 하겠다”고 말했다.

진교연 안양1동 방위협위회 총무는 “군대에 관련된 훈련은 을지훈련이나 작계훈련 정도만 알고 있었다. 이번 세미나로 많은 것을 배웠다. 민간에서도 최대한 협조를 하도록 하겠다”고 전했다.
