문재호 고양시의원(더불어민주당, 고양가)이 지난 3월 14일 열린 제292회 임시회 본회의 시정질문에서 원신동 신원마을 상가 등 지역상권 전반의 경영 침체를 고려해 주·정차 단속의 유예구역 및 주·정차 허용구간 확대 운영과 공영주차장 확보 등 대책마련을 촉구했다.
최근 원신동 신원마을 상가 등 지역상권은 심각한 경영난을 겪고 있다. 접근성이 좋은 1층 매장조차 ‘임대문의’ 현수막이 걸려있는 황량한 모습이 지속되고 있다.
인구고령화, 역외로의 소비유출 및 온라인 구매 증가 등으로 기존 지역상권 몰락이 가속화되고 있어 지역상권 활성화에 도움이 되는 주·정차문제 해소를 위한 공영주차장 설치가 필요하다는 지적이 이어지고 있다.
문재호 의원은 시정질문을 통해 “소상공인과 지역상권의 지속가능성과 지역경제의 활력을 위해 유연한 시책 전환으로 주·정차 단속 유예구역 및 기존의 주·정차 허용구간을 원신동 신원마을 상가 등에 확대 운영해야 한다”고 주장했다.
이동환 고양시장은 “상가 이용객 및 주민들의 주차불편 해소 방안을 지속적으로 검토하고 있다”며, “올해 3월 착수한 ‘2025년 고양시 주차장 수급 및 안전관리 실태조사 용역’을 통해 주차수요 파악, 주차수급률을 분석하고, 주차환경 개선방안을 마련하도록 노력하겠다”고 답변했다.
문 의원은 “상가를 방문하는 시민들의 불편함은 어제 오늘일이 아니며, 이러한 주차불편으로 인한 매출감소로 인해 지역상권이 무너진다면 지역의 교통흐름은 원활하겠지만 정작 경제흐름은 정체되는 결과를 초래하게 될 것”이라며 원신동 신원마을 상가 등 지역상권 활성화를 위한 적극적인 행정을 촉구했다.
