지난 3월 24일 오전 귀한 손님이 본지를 방문했다. 안양지역에서 일찍이 1976년 만들어진 안양시학원연합회 김범수 회장. 안양의 평촌은 서울의 강남에 뒤이어 전국에서도 손꼽히는 입시학원의 메카 같은 곳이다. 물론 안양시학원연합회가 입시학원들만의 모임은 아닐지라도 회원 중 입시보습학원 수가 많고 음악·미술·논술 학원 같은 경우도 대학입시와 연계되는 경우가 많기 때문에 입시 문제는 늘 안양시학원연합회의 주요 이슈일 것임이 분명하다. 취임 1년여가 지난 김범수 회장이 그동안 어떻게 연합회를 이끌어 왔는지, 또 앞으로 어떤 계획을 가지고 있는지 등등에 대해 들어봤다. 김범수 회장과의 인터뷰 내용을 독자들의 편의를 위해 최대한 단답형으로 재구성한다. 편집자
안양시학원연합회를 소개한다면?
1976년 4월 5일 만들어진 안양지역 1,100여개의 학원 및 독서실의 연합 모임으로 회원 상호간의 친목유대와 협동정신으로 학원의 건전한 발전을 도모하고 청소년의 선도 및 평생교육에 기여하는 사업 실시를 목적으로 하고 있다. 모든 학원, 독서실이 회원이지만 그 중 정회원은 회비를 납부하는 회원으로 하고 있다.
학원의 유형에 따라 입시보습분과, 외국어분과, 음악분과, 미술분과, 무용분과, 컴퓨터분과, 웅변분과, 독서분과 등 8개 분과를 두고 있다.
연합회가 하는 일은?
자체 정화, 세미나·연수회 개최, 기능발표회 개최, 장학교육, 학원 교재 연구 편집, 자율정화 조사연구·활동, 유관 기관과의 협력 사업, 지역사회 나눔, 교육발전 기여자 포상 등 9 가지 기본 사업이 있다.
기본 사업 외에 교육부의 위탁을 받아 법정 의무교육으로 아동학대·긴급복지·장애인학대 신고의무자교육, 지장내 성희롱 예방교육, 개인정보보호교육 장애인식 개선 교육을 실시하고 있다. 또한 자체 정화를 위해서 자율정화위원회를 구성, 건전한 학원 운영 풍토 조성 및 자율조직 활동을 전개하고 있다.
임기가 1년여가 지났다. 그동안 어떤 일을 했는가?
연합회가 그동안 어떻게 활동해 왔는지 여러 가지를 직접 해보고 방향성을 잡기 위해 정관도 개정을 하고, 조직개편도 했다. 분과장을 새로 영입한 분과도 있고, 상임이사 시스템을 만들어 총무 한 명과 재무, 사업, 문화예술, 교육 이사를 둬서 영역을 나눠서 각자 업무를 추진할 수 있게 했다.
학원연합회의 당면 현안은?
정회원이 계속 줄고 있다. 예전에는 전체 회원 중 절반 이상이 정회원이었는데 지금은 절반도 안되고 있어 정회원 유치가 주요 현안이다. ‘연합회에 들어오면 이러이러한 혜택이 있고 이러이러한 도움을 드린다’고 준비가 돼 있어야 한다. 지난 한 해 정회원 유치를 위해 회원이 됐을 때 연합회가 줄 수 있는 혜택을 늘리기 위한 노력을 많이 했다.
사실 연합회가 하는 가장 중요한 일 중 하나는 전체 학원인들이 모를 수도 있지만 학원의 경영과 직접 관련된 교습비 조정 교섭을 교육지원청과 한다는 것이다.
연합회가 교육지원청과 협의해서 물가 상승률을 반영해서 교습비 단가를 조정한다. 이거는 모든 학원인들한테 혜택이 가는 거다.
우리 조직이 한국학원총연합회가 있고 그 아래 시도별 지회가 있고, 지회 아래 시군별로 분회가 있다. 안양시학원연합회는 경기도 지회 아래 있는 분회이지만 안양시 학원연합회라고 쓰고 있다. 경기도지회도 경기도 학원연합회로 쓰고 있다.
지난해 안양시학원연합회가 경기도지회 산하에서 최우수 분회로 선정돼 올해 한국학원총연합회 총회에서 우수 분회 표창을 받았다.
어떻게 활동을 했길래 우수분회로 선정될 수 있었나?
여러 가지 요인이다. 최우수 분회는 연합회를 활성화시키는 가장 많이 도움을 준 분회, 최고로 잘 한 분회를 선정해 표창하는 거다.
분회를 활성화 했고, 경기도 지회에 회비 납부도 잘했다. 코로나 시기에 우리가 방역 물품을 안양 모든 학원들한테 잘 배포하고 소상공인 지원 자금 같은 것도 간편하게 받을 수 있게 지원했다.
적십자와 심폐소생술부터 시설 종사자 안전교육도 한번 같이 해봤다. 3대 의무 교육도 이제 온라인으로 해가지고 교육을 받으면 바로 교육청에 전송이 되게 시스템을 만들었다.

지난 1년간 아쉬운 활동은 없나?
왜 없겠는가? 지난해 홈페이지를 개편해서 잘 만들어놨는데 아직 많이 활성화를 시키지 못했다. 분과들도 적극적으로 같이 해줘야 되는데 아직 미흡하다.
올해 계획은?
올해 안양과천교육지원청과 교습비 조정을 다시 할 예정이다.
지난해 8년 만에 교습비 조정을 했다. 교육지원청이 현실을 반영하긴 해야 하는데 한꺼번에 많이 올리는 걸 곤란해 했다. 한꺼번에 많이 올리면 학부모들의 부담감이 커진다. 이런 것까지 다 감안해야 하기 때문에 작년에 꼭 필요한 부분에 대해서 조금 조정을 하고 올해 한 번 더 하기로 했다.
1년에 한 번이든 2년에 한 번이든 경기도교육청에서 정례화하도록 조례를 해놨으면 좋은데 그렇게 돼 있지 않았다. 그래서 이번에 경기도지회가 ‘1년이나 2년에 한 번씩은 교습비 조정위원회 개최를 정례화하는 것’을 조례화하는 걸 추진하고 있다.
시·도 단위에서 하는 것인가?
교습비 교섭은 시 차원에서 하지만 교육지원청이 어차피 경기도교육청 지시를 받고 시행하는 형태가 되기 때문에 경기도 조례를 따른다.
그밖에 다른 계획은?
1,000개 학원 중에 내가 주안점을 두는 거는 중소형 학원들이다. 대형 학원들은 돈이 있으니까 온라인 광고나 블로그나 자기네들 편하게 그냥 돈 주고 다 하면 되는데 중소학원 원장님들은 그럴 여건이 안 되니까 자기가 직접 하거나 아니면 어디에 도움을 받아야 되는데 수업을 하면서 이것도 해야 하기 때문에 중소 학원 원장님들이 어렵다.
그런 분들의 어려움을 도와줄 수 있을까 해서 지난해부터 홈페이지를 만들고 원장들을 위한 폐쇄몰로 학원몰을 하나 만들었다. 그리고 입시보습분과에서 분당의 ‘맹모’ 같은 맘카페를 따로 준비하고 있다.
중소 원장님들이 일일이 하기 힘드니까 연합회가 기반을 만들어서 전문가를 써서 그분들을 도와줄 수 있고 할 수 있는 시스템을 지금 구축하고 있다.
이밖에 올해 ‘어린이 시설 종사자 교육’을 8번 계획 하고 있다.

자율 정화 활동으론 어떤 활동이 있나?
사실 공무원들이 일일이 학원들을 찾아다니면서 관리 감독하기 어렵다. 그래서 연합회가 자율 정화위원회를 구성해서 그분들의 일을 덜어주고 원장님들이 잘 모르셔서 못하는 부분이 많기 때문에 우리가 자율적으로 △학원 시설 및 소방 안전관리, 코로나19 방역 수칙, △직원들의 성범죄 및 아동학대 경력 조회, 체벌 금지에 관한 사항어린이 통학버스, △놀이시설 의무 사항, △개인정보보호법 관련 사항 등 학원 운영 시 필요한 관련법 의무 사항을 안내하고, △학원 내에서의 불법·편법행위 홍보 및 계도, △개정 학원법 및 조례 홍보, 학△생 생활지도 및 교육환경 개선 등의 활동을 하고 있다.
남은 임기 동안 역점 사업은?
교육박람회를 준비하고 있다. 시의 예산을 달라고 했는데 시의 예산을 못 따더라도 저희 자체적으로 비용을 마련해서 올해 무조건 한번 해보자 해서 가을쯤으로 보고 있는데 이번 달에 좀 구체화가 될 것 같다.
교육박람회 내용은?
교육 박람회니까 보습뿐 아니라 음악, 미술, 외국어, 독서, 무용, 컴퓨터 등 모든 분과가 참여해야 한다. 외국어 음악 미술은 역할이 벌써 딱 보이잖나. 부스를 개설해서 아이들 미술 전시회를 한다거나 음악 연주회를 한다든가 외국어 말하기 대회를 개최한다든가. 보습도 입시 설명회 등을 하면 안양이 교육 도시니까 학부모들의 관심이 엄청 많다. 모든 분과, 모든 회원들이 종합적으로 같이 박람회를 통해 학부모들의 갈증을 해소해 주는 구상을 하고 있다.
그래서 내가 분과장님들한테 ‘이번에 좀 같이 뭉쳐서 중앙공원 같은 야외에서 하는 축제 형태로 교육 박람회를 한번 해보자’ 했다.
안양시학원연합회가 1976년부터 있었다. 이렇게 오랜 역사를 갖고 있는데도 지역사회에 적극적인 어떤 활동이나 이런 것들이 좀 미비했다. 안양시의 축제와 연계하는 방안도 고민하고 있다.
학원들의 전체적인 전망은 어떤가?
아시다시피 계속 하향이다.
결국 가장 큰 요인은 인구 문제일 텐데……
그렇다. 하지만 예전에도 그랬다. 그 소리는 10년 전에도 있었고 20년 전에도 있었다. 그건 어쩔 수 없는 부분이고 결국은 그래도 남는 학원과 사라지는 학원이 있다. 결과적으로 보면 스스로 경쟁력을 발굴하고 개발하는 원장은 살아남고 그렇지 못한 원장은 사라지는 것 같다. 정보와 소통 없이 혼자서는 자기 개발이나 발전성을 만들기 힘들다. 그래서 연합회의 역할이 정보를 제공하고 소통을 원활히 하도록 돕는 것이 되지 않을까 생각한다.
지난해 롯데백화점에서 평촌의 몇 개 학원 원장님들이 입시 설명회를 했다
학원 광고가 아니라 학부모 400여명을 모시고 고등학교 비교 분석을 해서 성과가 컸다. 연합회 차원에서 참여하지는 않았지만 올해는 연합회 차원에서 교육박람회하고는 별도로 모든 원장들이 참여할 수 있는 그런 설명회를 조직해 보려 한다.

연합회가 사회공헌 활동도 하고 있던데…
매월 1회 안양시 호계동에 있는 노인종합복지관에서 400명 정도를 대상으로 배식봉사를 하고 있다. 마음이 진짜 따뜻한 원장들이 많이 있다. 이걸 조금 더 활성화시키려고 하고 있다.
안양시에 바라는 건?
안양시와 ‘꿈쑥쑥 학원비 지원 사업’을 같이 하고 있다.
19대 20대 회장을 역임하신 장찬범 회장님이 이필운 시장 때 시작하신 사업이다. 안양시에서 차상위 계층, 한부모 가정 이런 친구들을 발굴해서 학원비를 지원하는 사업이다. 시가 40%, 학원이 40% 학생은 20%만 내면 학원을 다닐 수가 있다. 지원 사업에 참여하겠다고 한 학원들 그리고 연합회 쪽 정회원인 학원들은 다 참여를 할 수 있다. 예산은 1억2,000만원 정도, 원이 16만 원 지원해 주고 시가 16만 원, 학생은 8만 원만 내면 학원비 40만 원인 강의를 수강할 수 있다. 2017년 8월 시작된 이 사업을 통해 지금까지 500여명의 저소득층 아이들이 혜택을 받았다. 2024년에만 해도 87명의 학생들에게 지원이 이뤄져 어려운 가정형편에도 학생들이 학업에 전념할 수 있는 발판이 되고 있다.
더 많은 아이들이 혜택을 받을 수 있도록 꿈쑥쑥 지원 사업에 예산이 더 많이 배정됐으면 하는 바람이다.
마지막으로 하실 말씀이 있다면?
저도 지금 그런 노력을 하고 있지만 어느 단체든 올바른 철학과 봉사 정신을 가진 분들이 장을 맡아서 끌고 갔으면 좋겠다.
옆에 원장님들이 내게 자꾸 ‘왜 그렇게 열심히 하느냐’, ‘어떤 다른 목적이 있느냐’ 묻는다. 그래서 나 스스로 반문을 해봤는데 결국은 사명감인 것 같다.
연합회 회장을 한다고 마음을 먹었으면 당연히 학원인들을 위해서 봉사해야 하는 것 아닌가? 다른 목적이 있어야지 회장을 하는 건 아니잖나. 나는 그동안 축적됐던 과거의 연합회를 보고 그거를 좋게 바꿔봐야 된다는 생각, 이거 하나만 가지고 회장에 도전했던 거다.
연합회에서 보습 분과장을 하면서 그동안 ‘도대체 학원연합회가 뭘 해주냐’, ‘다달이 회비를 내는데 뭘 해주는 거냐’, ‘안 내나 내나 똑같지 않느냐’ 그런 부정적인 얘기를 많이 들었다. 이전의 회장님들도 열심히 하셨겠지만 이런 연합회가 가지고 있는 부정적 인식, 부정적 이미지들 이걸 깨고 싶다.

On the morning of March 24, a distinguished guest visited our newspaper. Kim Beom-soo, President of Anyang City Academy Association, which was established in Anyang in 1976. Pyeongchon in Anyang is a mecca for private academies, one of the best in the country, following Gangnam in Seoul. Of course, the Anyang City Academy Association may not be a gathering of private academies only, but since there are many private academies among its members, and music, art, and essay academies are often linked to college entrance exams, it is clear that the issue of entrance exams will always be a major issue for the Anyang City Academy Association. We heard about how President Kim Beom-soo, who has been in office for over a year, has led the association so far, and what plans he has for the future. How would you introduce the Anyang City Academy Association?
Established on April 5, 1976, it is a federation of approximately 1,100 academies and study rooms in the Anyang area. Its purpose is to promote the sound development of academies through camaraderie and cooperative spirit among members and to implement projects that contribute to the guidance and lifelong education of youth. All academies and study rooms are members, but regular members are members who pay membership fees.
Depending on the type of academy, there are eight divisions: entrance exam preparation, foreign language, music, art, dance, computer, public speaking, and reading.
What does the association do? There are nine basic projects: self-purification, holding seminars and training sessions, holding function presentations, scholarship education, research and editing of academy textbooks, self-purification research and activities, cooperation projects with related organizations, community sharing, and awards for those who have contributed to educational development.
In addition to the basic projects, we are conducting mandatory education on child abuse, emergency welfare, and disabled abuse reporting obligations, sexual harassment prevention education within the school, personal information protection education, and disability awareness improvement education as commissioned by the Ministry of Education. In addition, we have formed a self-purification committee for self-purification, and are promoting a sound academy operation culture and autonomous organization activities.
A little over a year has passed since your term. What have you done so far?
We revised the articles of association and reorganized the organization to directly experience various things about how the association has been operating so far and to set a direction. Some departments have newly recruited department heads, and we created a standing director system, so that one general affairs director and finance, business, culture and arts, and education directors can each carry out their own tasks.
What are the pressing issues facing the Federation of Private Educational Institutions?
The number of regular members continues to decrease. In the past, more than half of all members were regular members, but now less than half are, so recruiting regular members is a major issue. You have to be prepared to say, ‘If you join the Federation, you will receive these benefits and this help.’ Last year, we worked hard to increase the benefits that the Federation can provide when you become a member in order to recruit regular members.
In fact, one of the most important things that the Federation does is to negotiate with the Office of Education to adjust tuition fees, which are directly related to the management of the academy, although all academy members may not know this.
The Federation adjusts the unit price of tuition fees by reflecting the inflation rate in consultation with the Office of Education. This benefits all academy members.
Our organization is the Korean Federation of Private Educational Institutions, and under that, there are branches by city and province, and under the branches, there are branches by city and county. The Anyang City Federation of Private Educational Institutions is a branch under the Gyeonggi Province branch, but it is written as the Anyang City Federation of Private Educational Institutions. The Gyeonggi-do branch is also called the Gyeonggi-do Academy Association.
Last year, Anyang City Academy Association was selected as the best branch under the Gyeonggi-do branch and received an award for excellence at the general meeting of the Korean Academy Association this year.
How did you work to be selected as an excellent branch?
There are many factors. The best branch is awarded to the branch that helped the association the most to activate the association and the branch that did the best.
We activated the branch and paid our membership fees to the Gyeonggi-do branch well. During the COVID-19 period, we distributed quarantine supplies to all Anyang academies and supported small business support funds so that they could be received easily.
We also worked with the Red Cross on CPR and safety education for facility workers. The three major mandatory education programs are now being conducted online, and a system was created so that the training is immediately sent to the Office of Education.
Are there any regrettable activities from the past year?
Why not? Last year, we reorganized the website and made it well, but we haven’t been able to activate it much yet. The departments need to actively work together, but it’s still lacking.
What are your plans for this year?
This year, we plan to adjust the tuition fee again with the Anyang-Gwacheon Office of Education.
Last year, we adjusted the tuition fee for the first time in 8 years. The Office of Education needs to reflect reality, but it was difficult to raise it all at once. If we raise it all at once, it will be a burden to parents. We need to consider all of these things, so we adjusted some of the necessary parts last year and decided to do it again this year.
It would be good if the Gyeonggi-do Office of Education had a bylaw to regularize it once a year or once every two years, but it wasn’t. So this time, the Gyeonggi-do branch is pushing for a bylaw to ‘regularize the holding of the tuition fee adjustment committee once a year or once every two years.’
Is it done at the city/province level? The tuition fee negotiations are done at the city level, but since the Office of Education will be implementing the Gyeonggi-do Office of Education’s instructions anyway, it will follow the Gyeonggi-do ordinance.
What other plans do you have?
Among the 1,000 academies, the ones I focus on are small and medium-sized academies. Large academies have money, so they can just pay for online advertising, blogs, and everything else they want, but small and medium-sized academy directors don’t have the means to do that, so they have to do it themselves or get help from somewhere. They have to do this while teaching, so it’s difficult for small and medium-sized academy directors.
We created a website last year to help those people with their difficulties, and we created an academy mall as a closed mall for directors. And the college entrance exam tutoring division is preparing a separate mom cafe like ‘Maengmo’ in Bundang.
Since it’s difficult for small and medium-sized directors to do everything individually, the association is creating a foundation so that experts can help them and we are currently building a system that can do it.
In addition, we are planning to provide ‘education for children’s facilities workers’ eight times this year.
What are the activities of autonomous purification activities?
In fact, it is difficult for civil servants to visit each and every academy and manage and supervise them. So the association formed an autonomous purification committee to reduce their workload, and since there are many areas that the directors are unable to do because they are not familiar with them, we autonomously provide guidance on the relevant legal obligations required for operating an academy, such as ▲academy facility and fire safety management, COVID-19 quarantine rules, ▲reviewing employees’ sexual crimes and child abuse histories, matters related to prohibition of corporal punishment, ▲school buses for children, ▲obligatory requirements for play facilities, ▲personal information protection laws, ▲promotion and guidance of illegal and irregular activities within the academy, ▲promotion of the revised academy law and ordinance, ▲student guidance and improvement of the educational environment, etc.
What are the key projects for the remaining term?
We are preparing an education fair. We asked for a city budget, but even if we cannot get the city budget, we will raise the money ourselves and do it this year unconditionally, so we are looking at around fall, but it seems that it will be more specific this month.
What are the contents of the education fair?
Since it is an education fair, not only tutoring but also music, art, foreign language, reading, dance, computer, etc., all departments should participate. Foreign language, music, and art have their roles already clearly visible. They open booths and hold art exhibitions for children, music concerts, and foreign language speaking contests. If tutoring also holds entrance exam information sessions, etc., parents will be very interested because Anyang is an educational city. All departments and all members are comprehensively planning to relieve the thirst of parents through the fair.
So I told the department heads, ‘Let’s get together this time and hold an education fair in the form of an outdoor festival in a place like Central Park.’
The Anyang City Academy Association has been around since 1976. Despite its long history, there has been a lack of active activities in the local community. We are also considering ways to link it with Anyang City’s festival.
What is the overall outlook for academies?
As you know, it continues to decline.
In the end, the biggest factor will be the population issue… …
That’s right. But it was the same in the past. That sound was there 10 years ago and 20 years ago. That is inevitable, and in the end, there are academies that survive and those that disappear. In the end, it seems that the academies that discover and develop their own competitiveness survive, while those that do not disappear. It is difficult to develop or develop oneself without information and communication. That is why I think the role of the association is to provide information and help facilitate smooth communication.
Last year, several academy directors in Pyeongchon held an entrance exam information session at Lotte Department Store.
It was not an academy advertisement, but a comparative analysis of high schools with 400 parents, and it was very successful. Although the association did not participate, this year, the association is planning to organize an information session that all academies can participate in separately from the education fair.
The association also does social contribution activities...
Once a month, they serve food to about 400 people at the Senior Welfare Center in Hogye-dong, Anyang-si. There are many academies with really warm hearts. We are trying to make this more active.
What do you want from Anyang City?
We are working together with Anyang City on the ‘Dream Ssuk Ssuk Academy Fee Support Project’.
This is a project that Chairman Jang Chan-beom, who served as the 19th and 20th presidents, started when Mayor Lee Pil-woon was in office. It is a project that Anyang City discovers friends from the lower-middle class and single-parent families and supports their academy fees. The city pays 40%, the academy pays 40%, and the student only pays 20% to attend the academy. All academies that have agreed to participate in the support project and academies that are regular members of the association can participate. The budget is approximately 120 million won, and the city provides 160,000 won in support, and the student only pays 80,000 won to attend a course with an academy fee of 400,000 won. So far, about 500 low-income children have benefited from this project that began in August 2017. In 2024 alone, 87 students received support, providing a foundation for students to focus on their studies despite difficult family circumstances.
I hope that more budget will be allocated to the Dream Support Project so that more children can benefit.
Do you have any final words?
I am currently making such efforts, but I hope that people with the right philosophy and spirit of service will take the lead and lead any organization.
The directors next to me keep asking me, “Why do you work so hard?” and “Do you have any other purpose?” So I asked myself, and in the end, I think it’s a sense of mission.
If you decide to be the president of the association, shouldn’t you naturally serve the academy members? You shouldn’t be the president unless you have another purpose. I ran for the president with just this one thought: I should change the association’s past accumulated history for the better.
While working as the head of the moisturizing division at the federation, I heard a lot of negative comments like, “What on earth does the academy federation do for you?”, “What do you do for me when I pay my monthly membership fee?”, “Isn’t it the same whether I pay or not?” I’m sure the previous presidents worked hard, but I want to break this negative perception and image of the federation.
