2024회계연도 결산검사 대표위원인 장윤정 의원(더불어민주당, 안산3)이 지난 3월 27일 이비스 앰버서더 수원에서 2024회계연도 결산검사위원 정담회를 개최, 전문가 초청 강의를 진행해 결산검사위원들의 전문성을 강화하고 원할한 결산검사를 지원하기 위한 정보를 교류했다.

이날 김홍현 부천시 회계과 재무회계팀장이 세입·세출, 보조금, 기금 등 결산검사 사례 중심으로 특강을 진행했다. 이어 김보라 공인회계사가 ‘前결산검사위원 특강’을 진행, 2021~2023 회계연도 동안 경기도 결산검사위원을 역임하며 획득한 결산검사 노하우를 전수했다.

이어진 정담회에서는 향후 결산검사의 방향성과 관련된 논의와 결산검사 정보 교류 소통의 장을 가졌다.

장윤정 대표위원은 “이번 정담회는 향후 결산검사의 방향을 설정하는 매우 중요한 절차임을 강조하면서 결산검사위원들의 전문 지식과 풍부한 경험을 바탕으로 예산 집행의 올바른 방향을 제시해 주시기를 부탁드린다”고 당부했다.

결산검사위원들은 오는 4월 17일부터 5월 16일까지(30일간) 경기도 및 경기도교육청의 지방재정 관련법령과 회계 절차에 따라 예산이 적법하고 적정하게 집행되었는지, 낭비 사례는 없는지를 종합적으로 검사하고 분석한 뒤 검사의견서를 작성할 예정이다.

경기도의회 2024회계연도 결산검사위원은 장윤정(대표위원)·이상원(국민의힘, 고양7)·문승호(더불어민주당, 성남1) 의원, 김병준·이경희·박혜진 공인회계사, 임채철·남궁혜선·정찬빈 세무사, 이정아·김성연 시민사회단체 대표, 김용복·하석종 재무전문가 등이다.

Gyeonggi Provincial Assembly Final Accounts Inspection Committee, Information Exchange including Transfer of Final Accounts Inspection Know-how

On March 27, Rep. Jang Yoon-jung (Democratic Party of Korea, Ansan 3), the representative committee member for the 2024 fiscal year final account inspection, held a 2024 final account inspection committee discussion meeting at Ibis Ambassador Suwon, invited experts to give lectures, and exchanged information to strengthen the expertise of the final account inspection committee members and support smooth final account inspection.

On this day, Kim Hong-hyun, head of the Financial Accounting Team of the Accounting Department of Bucheon City, gave a special lecture focusing on final account inspection cases such as revenues and expenditures, subsidies, and funds. Then, certified public accountant Kim Bo-ra gave a ‘Special Lecture for Former Final Accounts Inspection Committee Members’ and shared the final account inspection know-how she acquired while serving as a final account inspection committee member of Gyeonggi Province for the 2021-2023 fiscal years.

The following discussion meeting was a forum for discussions on the future direction of final account inspection and information exchange and communication on final account inspection. Representative Jang Yoon-jeong emphasized, “This meeting is a very important procedure for setting the direction of future final audits, and I ask that the final audit committee members present the right direction for budget execution based on their expertise and rich experience.”

The final audit committee members will comprehensively inspect and analyze whether the budget was legally and properly executed and whether there were any cases of waste in accordance with the local finance laws and accounting procedures of Gyeonggi Province and the Gyeonggi Provincial Office of Education from April 17 to May 16 (30 days), and then write an audit opinion report.

The final audit committee members of the Gyeonggi Provincial Council for the 2024 fiscal year include Representative Jang Yoon-jeong (representative committee member), Lee Sang-won (People Power Party, Goyang 7), and Moon Seung-ho (Democratic Party of Korea, Seongnam 1), certified public accountants Kim Byeong-jun, Lee Kyung-hee, and Park Hye-jin, tax accountants Im Chae-cheol, Namgung Hye-seon, and Jeong Chan-bin, representatives of civic groups Lee Jeong-ah and Kim Seong-yeon, and financial experts Kim Yong-bok and Ha Seok-jong.
