경기도의회(의장 김진경)가 디지털 의정활동의 기반을 다지고, 시·군의회와 협력 체계를 강화하기 위해 지난 5월 22일, 23일 서울 여의도 한국IBM 본사에서 ‘2025년 경기도 및 시·군 의회 정보화 담당자 합동 워크숍’을 개최했다.

경기도의회와 31개 시·군 의회 정보화 담당자 등 총 44명이 참석한 이번 워크숍은 지방자치 시대에 걸맞은 디지털 전환의 필요성을 공감하고, 정보화 실무자 간의 정책 공유와 소통을 통해 중장기 정보화 종합계획 수립의 기틀을 마련하기 위해 열렸다.

22일, 한국IBM 김민성 상무가 ‘생성형 AI 기술과 입법동향’을 주제로 공공 분야 생성형 AI 적용 사례를 발표했고, 이어 KAIST 김숙경 교수가 ‘트럼프 2.0 & AI 시대, 진화하는 정부’를 주제로 디지털 기술의 글로벌 동향과 정부 혁신 전략을 소개했다. 국회 디지털정책담당관실의 이강석 기술사무관은 ‘AI국회 사업과 국회정보시스템 소개’ 추진 사례를 통해 국회의 디지털 전환 경험을 공유하며, 입법기관 간 디지털 협력의 필요성을 강조했다.

23일에는 강원대학교 권호열 교수가 ‘인공지능과 디지털 정책’을 주제로, 의회에서의 AI 활용과 데이터 기반 정책 수립 방향을 제시했다. 이후 참가자들은 실무 중심의 토론을 통해 지방의회 정보화 추진 시 고려사항, 협력 사업 가능성, 현장 애로사항 등을 공유하고, 워크숍 설문조사 결과를 바탕으로 다양한 의견을 수렴했다.

임채호 경기도의회사무처장은 “이번 워크숍은 지방의회의 디지털 역량을 한층 끌어올리고, 시·군과의 지속적인 협력 구조를 만들어가는 전환점”이라며, “경기도의회는 수렴된 다양한 현장의 목소리를 바탕으로 지속가능한 디지털 의정 환경 구축을 위한 정보화 종합계획(ISP)에 적극 반영하겠다”고 밝혔다.

경기도의회는 앞으로 시·군의회와 함께 디지털 전환을 선도하고, 도민 중심의 투명하고 효율적인 의정활동을 구현할 수 있도록 협력체계를 강화해 나갈 계획이다.

Gyeonggi Provincial Council Holds Joint Workshop for City and County Councils to Activate Digital Local Government

Gyeonggi Provincial Council (Chairman Kim Jin-kyung) held the ‘2025 Gyeonggi Province and City and County Council Information Managers Joint Workshop’ at the IBM Korea Headquarters in Yeouido, Seoul on May 22 and 23 to solidify the foundation for digital legislative activities and strengthen the cooperative system with city and county councils.

This workshop, attended by a total of 44 people including Gyeonggi Provincial Council and 31 city and county council information managers, was held to share the need for digital transformation in line with the era of local autonomy and to establish a foundation for establishing a mid- to long-term comprehensive information plan through policy sharing and communication among information Practitioners.

On the 22nd, Executive Director Kim Min-seong of IBM Korea presented cases of generative AI application in the public sector under the theme of ‘Generative AI Technology and Legislative Trends’, and then Professor Kim Sook-kyung of KAIST introduced global trends in digital technology and government innovation strategies under the theme of ‘Trump 2.0 & AI Era, Evolving Government’. Technical Officer Lee Kang-seok of the National Assembly Digital Policy Office shared the National Assembly’s digital transformation experience through the case of ‘Introducing AI National Assembly Project and National Assembly Information System’ and emphasized the need for digital cooperation between legislative bodies. On the 23rd, Professor Kwon Ho-yeol of Kangwon National University presented the theme of ‘Artificial Intelligence and Digital Policy’ and suggested the direction of AI utilization in the National Assembly and data-based policy establishment. Afterwards, the participants shared considerations for promoting local council informatization, possibilities for cooperative projects, and difficulties in the field through a practical discussion, and collected various opinions based on the results of the workshop survey.
