김미숙 경기도 의원(더불어민주당, 군포 3)이 회장으로 있는 경기도의회 지방외교포럼이 지난 6월 4일, 경기도의회에서 ‘경기도의회 지방외교포럼’ 연구용역 중간 보고회를 개최했다.

김미숙 의원은 “경기도는 대한민국 최대 지방자치단체로서 적극적인 지방외교 수행이 중요한 시점”이라며, “지방외교의 활성화를 위해서는 지방의회의 예산 편성권 확보와 지방의회법 제정을 통한 의원 외교의 제도화가 필요하다”고 강조했다.

이번 중간 보고회는 ‘경기도 지방외교 육성 및 지원에 관한 조례 제정 연구’의 일환으로 진행됐다.

이날 보고회에는 김미숙 의원을 비롯해 김용성 의원(더불어민주당, 광명4), 김철진 의원(더불어민주당, 안산7), 김태형 의원(더불어민주당, 화성5), 최만식 의원(더불어민주당, 성남2), 김형수 단국대학교 부설 정책과학연구소 소장(행정학과 교수) 등이 참석했다.

연구 책임자인 김형수 교수는 보고회에서 연구 배경에 대해 최근 국제사회에서 외교 행위자의 다양화가 진행 중이며, 각국은 다층적 외교 역량 강화를 위해 중앙과 지방의 외교적 연계를 통한 전략 수립에 관심을 기울이고 있다고 설명했다.

이번 연구용역은 경기도형 지방외교 전략을 재구성하고, 경기도 공공외교 활동 지원에 관한 조례 개정안 및 신규 조례 제정안을 제안하는 데 활용될 예정이다. 또한, 상위 법령 개정 건의 및 지방외교 관련 기본법 제정을 위한 기초자료로 활용될 것으로 기대된다. ‘경기도의회 지방외교포럼’은 지속적인 연구와 논의를 통해 경기도의 지방외교 역량 강화에 기여할 방침이다.

On June 4, the Gyeonggi Provincial Council Local Diplomacy Forum, chaired by Rep. Kim Mi-sook (Democratic Party of Korea, Gunpo 3), held an interim report meeting on the research service for the ‘Gyeonggi Provincial Council Local Diplomacy Forum’ at the Gyeonggi Provincial Council.

Rep. Kim Mi-sook said, “As the largest local government in the Republic of Korea, it is an important time for Gyeonggi Province to actively carry out local diplomacy,” and emphasized, “In order to vitalize local diplomacy, it is necessary to secure budget allocation rights for local councils and institutionalize diplomacy for council members through the enactment of the Local Council Act.”

This interim report meeting was conducted as part of the ‘Research on Enacting Local Diplomacy Promotion and Support Ordinance in Gyeonggi Province.’ The report meeting was attended by Rep. Professor Kim Hyeong-su, the research director, explained the background of the research during the report meeting, saying that the international community is currently diversifying diplomatic actors, and that each country is paying attention to establishing strategies through diplomatic connections between the central and local governments in order to strengthen multi-layered diplomatic capabilities.

This research service will be used to reconstruct Gyeonggi-do’s local diplomacy strategy and propose a revision bill and a new ordinance on the support of Gyeonggi-do’s public diplomacy activities. It is also expected to be used as basic data for suggesting revisions to higher-level laws and enacting basic laws related to local diplomacy.
