조지영 안양시의원, 폐현수막 재활용 방안 모색 간담회 개최폐현수막 재활용 사업화 사례 공유…제도적 뒷받침 방안 논의
조지영 안양시의원(더불어민주당, 안양아)이 지난 7월 21일, 안양시 자원순환과, 만안·동안구 건축과 및 재생섬유 전문업체 관계자들과 함께 ‘폐현수막 재활용 및 자원순환 방안 간담회’를 개최, 불법 광고물로 수거된 폐현수막의 재활용 가능성과 행정 효율성 확보 방안을 논의했다.
이날 간담회에서는 폐현수막을 산업용 섬유, 자동차 내장재 등으로 재활용할 수 있는 사업화 사례 공유와 이를 제도적으로 뒷받침할 방안이 중점적으로 논의됐다.
조지영 의원은 “연간 수천 장에 달하는 폐현수막의 재활용을 통해 행정비용 절감은 물론, 온실가스 감축 기여도 예상되는 만큼 탄소중립, 예산 절감, 행정 효율성이라는 지속가능한 도시 운영의 핵심과제”라며, “파주시, 옥천군 등 타 지자체의 선도 사례를 참고해 안양시도 제도 개선과 시범사업을 병행 추진해야 한다”고 강조했다.
현재 안양시를 포함한 대부분의 지자체는 폐현수막을 수거한 후 소각 처리하고 있다. 일부 지방자치단체가 나라장터 입찰로 폐현수막을 처리해도 결국 소각으로 이어져 이 과정에서 막대한 행정 비용과 탄소 배출이 발생하고 있다.
이날 간담회에 참석한 재생섬유 기업은 폐현수막을 인수해 재활용 원단으로 가공할 수 있는 기술력과 의지를 밝혔다. 조지영 의원은 이를 뒷받침하기 위해 안양시와 업체 간의 MOU 체결, 조례 제·개정, 수거 체계 정비 등을 제안했다.
안양시 관계자는 현수막의 소유권, 불법 광고물의 활용 제한, 관련 법령 검토 필요성을 언급하며 소유권 해석 및 법률 자문을 통한 합법적 재활용 체계 마련 필요성에 공감했다.
조지영 의원은 “현행법 제도의 경직성이 순환 경제로 가는 길을 막고 있다면, 국회 및 중앙정부와의 연계를 통해 관련 법령 개선을 검토해야 한다. 정책 추진을 위해 소각 비용, 탄소 저감량, 행정 비용 절감 효과 등의 분석 데이터 확보도 시급하다”며, “앞으로 안양시가 불법 현수막 문제 해결을 넘어, 자원 순환 도시로 도약하기 위해 시범사업 추진과 제도 정비를 병행하고, 시민과 행정, 기업이 함께하는 지속가능한 협력 모델을 만들어가겠다”고 밝혔다.
