국민의힘 중앙위원회 청년분과위원장을 맡고 있는 군포시의회 박상현 국민의힘 대표의원이 지난 7월 18일 군포시의회 브리핑룸에서 기자회견을 갖고, 정부의 ‘민생회복 소비쿠폰’ 사업에 대해 지방재정의 심각한 위협이자 무책임한 포퓰리즘 정책이라고 강하게 비판하는 성명을 발표했다.

박상현 의원은 이번 사업과 관련해 약 640억 원의 전체 집행 규모 중 32억 원을 자체 재원으로 부담하는 것은 현재 군포시의 가용재정 수준으로는 사실상 감당이 불가능한 수준이라며 이로 인해 군포시는 지방채 발행이나 재난관리기금 활용을 검토할 수밖에 없는 실정이라고 설명했다.

박상현 의원은 성명서에서 “포퓰리즘적 정책 실현을 위해 지방채 발행 및 재난관리기금 활용을 종용하는 방식은, 가용예산이 충분하지 않은 기초자치단체에 ‘빚을 내서라도 중앙정부 정책에 참여하라’는 압박이나 다름없다”며, “지방재정을 구조적으로 악화시키는 심각한 결과를 초래한다”고 지적했다.
