경기도의회 경제노동연구회(회장 고은정)가 지난 7월 23일 경기도의회 경제노동위원회 회의실에서 ‘경기도 플랫폼 노동자의 안정적 근로환경 조성 방안 연구-도내 플랫폼 노동자 지원 정책 분석을 중심으로’에 대한 정책연구용역 착수보고회를 개최했다.

이번 연구용역은 플랫폼 종사자들의 노동여건 취약성으로 인한 사회적 보호의 사각지대 해소 및 안정적 노동환경 개선을 위한 법적·제도적 방안을 모색하기 위해 지난 7월 10일부터 추진됐다.

이날 경제노동연구회 회원들은 연구추진방향에 대해 토론하고, △플랫폼 노동자 범주 규정, △초점그룹인터뷰(FGI) 집단의 체계적 설계, △외국인노동자 등 플랫폼노동 사각지대 사례 발굴 등 논의된 사항들을 연구과정에 반영해 달라고 수탁기관인 경기대학교 산학협력단에게 요청했다.

고은정 회장(더불어민주당, 고양10)은 “보고회가 경기도 플랫폼 노동자의 안정적 근로환경 조성 방안 연구 진행에 대해 의견을 교환하고, 검토의견을 제시하는 의미있는 시간이었다”며, “노동관계 법률을 적용받지 못하는 플랫폼 노동자의 권리를 보호하고 노동자로서의 지위를 향상시키기 위한 필요성이 있어 이번 정책연구용역에서 도출한 결과물을 관련 조례 제·개정 및 정책마련 등 다방면으로 활용할 예정”이라고 밝혔다.

이날 보고회에는 고은정 회장을 비롯한 경제노동연구회 소속 의원들과 조상기 경기도 노동권익과장 및 정용필 주무관, 연구 수행을 맡은 경기대학교 최순종 교수 및 용인대학교 박은하 교수 등이 참석했다.

‘Study on Creating a Stable Working Environment for Platform Workers’… Analysis of Platform Worker Support Policy

On July 23, the Gyeonggi Provincial Council Economic Labor Research Group (Chairman Eun-Jeong Ko) held a policy research service commencement report meeting on ‘Study on Creating a Stable Working Environment for Platform Workers in Gyeonggi Province - Focusing on Analysis of Support Policies for Platform Workers in the Province’ in the conference room of the Gyeonggi Provincial Council Economic Labor Committee.

This research service was launched on July 10 to seek legal and institutional measures to eliminate blind spots in social protection due to the vulnerability of platform workers’ working conditions and to improve their stable working environment. On this day, members of the Economic Labor Research Association discussed the direction of the research and requested the Industry-Academic Cooperation Foundation of Kyunghee University, the contracted organization, to reflect the discussed matters such as △ defining the category of platform workers, △ systematically designing the Focus Group Interview (FGI) group, and △ discovering cases of blind spots in platform labor such as foreign workers, in the research process.

President Eun-Jeong Ko (Democratic Party of Korea, Goyang 10) said, “The report meeting was a meaningful time to exchange opinions and present review opinions on the progress of the research on creating a stable working environment for platform workers in Gyeonggi Province,” and “There is a need to protect the rights of platform workers who are not subject to labor relations laws and improve their status as workers, so we plan to utilize the results derived from this policy research service in various ways such as enacting and revising related ordinances and establishing policies.” The report meeting was attended by Chairwoman Eun-Jeong Koh, members of the Economic and Labor Research Association, Gyeonggi Province Labor Rights Division Director Sang-Ki Cho, Director Yong-Pil Jeong, Kyunggi University Professor Soon-Jong Choi, and Yongin University Professor Eun-Ha Park, who were in charge of conducting the research.
