경기도의회 김진경 의장(더불어민주당, 시흥3)이 미래 의정 위한 실사구시형 의회사무처 조직개편을 추진한다.

김진경 의장은 지난 7월 24일 “의회 운영의 효율성과 의정 지원 전문성을 한 단계 높이는 실사구시(實事求是)형 조직개편을 단행한다”고 밝혔다.

이번 조직개편의 핵심은 지방의회 독립성 강화의 상징인 3급 직제 신설과 맞물려 기존 ‘담당관’ 체계를 폐지하고, 새롭게 만들어진 ‘의정국’ 중심의 과(課) 단위 체계로 재편성하는 것이다.

이번 개편은 기존 8개 담당관 32개 팀에서, 1처 1국 8개 과 33개 팀으로의 전폭적 변화가 이뤄져 의회의 행정적 독립성, 운영 역량을 제도적으로 뒷받침하는 실질적 전환점으로 평가된다.

세부적으로는 김진경 의장이 후반기 핵심 공약으로 약속한 ‘교류협력팀’이 신설돼 국내외 지방의회와의 정책 교류, 공동 세미나, 국제 교류사업 등을 총괄하며, 도의회의 외교적 소통력과 확장성을 높이는 허브로 기능할 전망이다.

‘공간정보화과’도 신설돼 기존 총무과와 의사과에 나뉘어 있던 시설, 정보화 등 기술 사무를 통합, 전문성을 높여 급증하는 의정 시설 수요 대응과 미래 의정 환경 변화에 능동적으로 대처한다. 전국 광역의회 최초로 ‘차량관리팀’도 신설된다.

이번 조직개편은 경기도의회사무처 설치 조례 시행규칙 개정을 거쳐 오는 8월 12일 공포·시행될 예정이다.

Gyeonggi Provincial Council Speaker Kim Jin-kyung (Democratic Party of Korea, Siheung 3) is promoting a reorganization of the Secretariat for Future Legislation.

On July 24, Speaker Kim Jin-kyung announced, “We will carry out a reorganization of the Secretariat for Future Legislation that will further enhance the efficiency of legislative operations and the expertise of legislative support.”
