안양시의회 김정중 의원(국민의힘, 안양가)이 지난 10월 27일 안양시의회 소회의실에서 ‘안양시 소상공인 지원방안’을 주제로 정책토론회를 열고, 지역경제 활성화를 위한 실질적 대안을 모색했다.

이번 토론회는 소상공인, 상인회, 전문가, 시민 등 100여 명이 참석한 가운데 열려 안양시 소상공인 정책의 현황과 향후 과제에 대해 심도 있는 논의가 진행됐다.

토론회는 김정중 의원이 좌장을 맡고, 송은옥 세대공감소통연구소 대표가 주제발표, 패널로 봉필규 안양남부시장상인회장, 최광석 안양시소상공인연합회장, 김철현 경기도의원, 김성대 안양시 기업경제과장 등이 참여해 토론을 진행했다.

송은옥 대표는 ‘지속가능한 지역경제 활성화를 위한 안양시 소상공인 지원방안’을 주제로, “안양의 상권은 단순한 경제 공간이 아닌 지역 공동체 회복의 거점”이라며 “자율상권구역 도입, 상권 데이터 기반 행정, 민관 거버넌스 구축이 핵심”이라고 강조했다.

봉필규 회장은 “전통시장이 지역의 중심으로 다시 서기 위해선 행정 주도가 아닌 상인 주도의 협력체계가 필요하다”며, “주차난, 시설 노후화 등 전통시장의 현실적 문제 해결과 상권별 맞춤형 지원이 시급하다”고 지적했다.

최광석 회장은 “골목형 상권이나 외곽 단독점포 등은 행정 접근성이 낮아 지원의 사각지대에 놓여 있다”며, “이동형 컨설팅팀 운영, 소상공인 커뮤니티 조성, 디지털 홍보와 소액 특례보증 등으로 현실적 지원이 필요하다”고 제안했다.

김철현 의원은 “전통시장 쇠퇴의 근본 원인은 생활 인프라 부족, 공실 증가, 높은 임대료 등 복합적 요인”이라며, “도시재생과 상권정책의 연계, 청년창업자 참여를 위한 개방형 협의체 구성이 필요하다”고 밝혔다.

김성대 과장은 “현재 안양시는 전통시장, 상점가, 골목상권 등 25개소를 대상으로 특화 지원사업을 추진 중”이라며, “앞으로는 자율상권구역 도입, 상생협약 제도화, 청년상인 육성을 통해 지속 가능한 지역경제를 실현하겠다”고 말했다.

토론회에서는 △소상공인 사각지대 해소, △상인조직 역량 강화, △청년상인 참여 확대, △생활 인프라 개선, △디지털 전환, △도시재생 연계 등 다양한 의견이 제시됐다.

김정중 의원은 “소상공인은 지역경제의 뿌리이자 시민 삶의 현장”이라며, “오늘 논의된 제안들이 단순한 담론이 아닌 정책으로 실현될 수 있도록 의회가 적극 나서겠다”고 강조했다.

She added, "The introduction of autonomous commercial districts, data-based administration, and the establishment of public-private governance are key."

Chairman Bong Pil-gyu emphasized, "For traditional markets to regain their status as regional hubs, a cooperative system led by merchants, not by the administration, is necessary." He added, "Addressing practical issues facing traditional markets, such as parking shortages and aging facilities, and providing customized support for each commercial district are urgently needed."
