군포시의회 이우천 의원(더불어민주당, 군포가)이 대표의원으로 주도하는 군포시 탄소중립연구모임이 지난 11월 27일 군포시의회 2층 문화강좌실에서 ‘군포시 주민참여형 탄소중립 실천계획 정책연구용역 최종보고회’를 개최했다.

이번 보고회는 군포시 탄소중립 정책의 기반을 강화하고 시민 참여를 확대할 수 있는 실천 체계를 마련하기 위해 추진된 연구성과를 공유하는 자리로 마련됐다.

올해 4월부터 11월까지 약 8개월간 진행된 정책연구용역은 건물·에너지·교통 등 주요 부문 현황 분석, 주민설문 및 주민 공론장을 통한 의견수렴, 군포시 탄소중립 실행과제 및 참여전략 수립, 행정체계·조례 개선 과제 제안 등을 종합적으로 제시하며 군포시 탄소중립 정책의 로드맵을 구체화했다.

특히 이번 보고회에서 연구진은 군포시가 2030년 온실가스 감축 목표 달성을 위해 반드시 추진해야 할 핵심 전략을 발표했다.

제안된 주요 전략은 △재생에너지 확대(감축 목표 대비 31%) △친환경 모빌리티 보급 확대(19%) △기존 건물 에너지 효율화(14%) 등이며, 실효성 있는 감축을 위한 구체적인 실행과제도 함께 제시됐다.

또한 시민 설문조사 분석 결과도 공개됐다. 시민들은 친환경 교통수단 전환에 대해 88%가 긍정적으로 답했지만 안전시설 부족과 인프라 미비를 주요 장애 요인으로 꼽았다. 건물 부문에서는 비용 부담과 정보 부족이 실천을 가로막는 가장 큰 걸림돌로 나타났다.

이우천 의원은 이번 연구 성과에 대해 “시민 참여가 결합된 실질적 탄소중립 정책이 이루어져야 군포시가 기후위기 시대에 경쟁력을 갖출 수 있다”며, “이번 정책연구를 기반으로 군포시가 ‘재생에너지 자립 도시’, ‘시민 중심의 탄소중립 도시’로 나아갈 수 있도록 의회 차원에서 적극적인 정책 연계를 추진하겠다”고 강조했다.

군포시의회 탄소중립연구모임은 이번 최종보고회를 통해 군포시 탄소중립 정책 이행 체계를 한 단계 강화하는 전환점을 마련했다고 평가하며, 연구결과는 향후 조례 개정, 실행계획 재정비, 시민 참여 프로그램 설계 등에 폭넓게 활용될 예정이다.

The Gunpo City Carbon Neutrality Research Group, led by Gunpo City Council Member Lee Woo-cheon (Democratic Party of Korea, Gunpo District), held the "Final Report Meeting on the Gunpo City Citizen-Participatory Carbon Neutrality Action Plan Policy Research Project" on November 27th in the Cultural Lecture Room on the second floor of the Gunpo City Council.

This meeting was designed to share the research findings aimed at strengthening the foundation of Gunpo City's carbon neutrality policy and establishing an implementation framework to expand citizen participation. The policy research project, which lasted approximately eight months from April to November of this year, comprehensively analyzed the current status of key sectors such as buildings, energy, and transportation, collected feedback through resident surveys and public forums, established Gunpo City's carbon neutrality implementation tasks and participation strategies, and proposed improvements to administrative systems and ordinances.
