 21대 국회 당시 법제사법위원회 소속이었던 박주민 의원(현 보건복지위원장)과 공조하며 옥외광고물 법 개정안을 밀고 나갔다. 지난달 27일 국회 소통관에서 열린 혐오 현수막 관련 규탄 및 개정법안 촉구 결의 기자회견은 그의 생활 이념적 행보를 단적으로 보여준 모습이었다.

 최 시장은 이 자리에서 “전국 곳곳에서 허위 정보, 인종과 성차별, 인신공격성 문구가 포함된 현수막이 무분별하게 게시되고 있다”며 “상대를 비방하기 위한 현수막은 정치가 아니라 폭력이며 시민의 시야를 가리는 혐오를 걷어내야 진짜 정치가 보인다”고 목소리를 높였다.

 기초단체장협의회측은 현행법상 현수막 게시가 신고 없이 가능하고 혐오 표현 판단 기준이 불명확해 지자체의 조치가 어렵다는 점을 지적했다. 이에 허위,혐오,차별 표현 정당 현수막 금지, 옥외광고물법 및 정당법 개정 등을 촉구하며 여론을 환기시켰다.

비상 계엄 선포 당시, 지자체장 처음으로 윤석열 정부 비판
