의왕시의회 김태흥 부의장이 미래 전략산업인 드론 분야 육성을 위해 제도 기반 마련에 나섰다. 김 부의장이 대표 발의한 ‘의왕시 드론산업 육성 및 지원에 관한 조례안’이 제316회 정례회 조례특별위원회 심의를 거쳐 지난 12월 5일 본회의에서 최종 의결됐다.

이번 조례안은 드론산업의 체계적 발전과 공공·민간 분야 활용 확대를 위한 기본 사항을 규정했다. 전문 인력 양성, 창업 지원, 교육·체험 프로그램 운영 등 산업 육성 전반을 포함하고 있으며, 공공서비스 영역에서 시설물 안전진단, 대기오염물질 시료 채취·분석, 재난 대응 등 드론 활용을 넓히기 위한 근거도 마련했다.

아울러 시장의 책무, 사무의 위탁, 예산 지원, 협력체계 구축 등 행정·재정적 지원에 관한 규정과 함께 안전 및 개인정보 보호를 위한 책임 있는 운영체계도 명시하고 있다.

김태흥 부의장은 “의왕시는 현대로템, 한국철도기술연구원, 한국교통대학교 등 산학연 기반과 ICD·철도 물류 인프라를 갖추고 있어 드론 기반 스마트 모빌리티 산업으로 확장할 잠재력이 크다”며 “이번 조례 제정이 도시 안전관리 혁신, 물류 배송 실증, 교통·환경 관리 고도화 등 미래 도시 서비스로 확장하는 제도적 발판이 되길 기대한다”고 말했다.

현재 의왕시는 지적 재조사, 개발제한구역 단속, 대규모 준공검사, 도시개발사업 영상 기록 등 일부 공공서비스에 드론을 도입해 운영 중이다. 시는 이번 조례 제정을 계기로 기존 운영의 미비점을 보완하고 드론 기반 행정서비스를 보다 폭넓은 분야로 확대해 나갈 계획이다.

Uiwang City Council Vice Chairman Kim Tae-heung has taken steps to establish an institutional foundation for the development of the drone industry, a strategic future industry. The 'Uiwang City Drone Industry Promotion and Support Ordinance,' sponsored by Vice Chairman Kim, was deliberated by the Ordinance Special Committee of the 316th Regular Session and was finally approved at the plenary session on December 5th.

This ordinance establishes the basic provisions for the systematic development of the drone industry and its expansion in both the public and private sectors. It encompasses all aspects of industry development, including training specialized personnel, startup support, and the operation of education and experience programs. It also establishes the basis for expanding the use of drones in public service areas, including facility safety inspections, air pollutant sampling and analysis, and disaster response. Furthermore, it stipulates regulations regarding administrative and financial support, including mayoral responsibilities, delegation of duties, budgetary support, and the establishment of a cooperative system, as well as a responsible operating system for safety and personal information protection.

Currently, Uiwang City is operating drones for certain public services, including land surveys, restricted development zone enforcement, large-scale completion inspections, and video recording of urban development projects. With this ordinance, the city plans to address existing operational shortcomings and expand drone-based administrative services to a broader range of areas.
