경기도의회 이채명 의원(더불어민주당·안양6)이 지난 1월 8일 의회 안양상담소에서 교통사고 위험이 지속적으로 제기돼 온 안양시 호계사거리 일대의 보행 환경 개선 방안을 놓고 안양시 관계자와 논의를 진행했다.

호계사거리는 경수대로와 흥안대로가 교차하는 대형 교차로로, 보행 동선이 길고 우회전 차량과 보행자 간 상충 위험이 상존해 인근 학교 학부모와 주민들로부터 개선 요구가 꾸준히 제기돼 온 지역이다.

이채명 의원은 대각선 횡단보도 설치 권장 기준인 교차로 폭 30m를 크게 초과하는 약 65m 규모라는 점을 언급하면서도, 기존 기준만을 이유로 설치 가능성을 배제하는 관행에서 벗어난 정책적 검토가 필요하다고 강조했다.

이채명 의원은 “물리적 거리만을 근거로 설치 불가를 고수할 것이 아니라, 보행자 중심 교통체계로 전환하기 위한 선제적 행정이 필요하다”며 경기도와 안양시의 적극적인 역할을 주문했다.

이 의원은 단순 민원 전달에 그치지 않고, 경찰청 기술지원 용역 추진과 경기연구원 정책 연구 병행 등 구체적인 검토 로드맵도 제시했다. 대형 교차로에 대각선 횡단보도를 설치했을 경우의 안전성 및 교통 흐름 변화를 데이터로 축적해, 향후 경기도 내 유사 교차로 개선의 기준 모델로 삼겠다는 구상이다.

아울러 가로등·신호등·통신 전주 등 지장물 이설이 필요한 구간을 사전에 정밀 검토하고, 단계별 정비를 위한 예산 확보 방안도 함께 검토할 것을 제안했다. 이는 과거 도로 열선 설치 예산 확보 등 현장 중심의 문제 해결 경험을 토대로 한 접근이라는 설명이다.

이채명 의원은 “서울 성동구 사례처럼 행정의 판단이 주민 삶의 질을 바꿀 수 있다”며 “아이들의 등하굣길 안전은 비용의 문제가 아니라 가치의 문제”라고 말했다.

이 의원은 향후 2026년 상반기까지 타 지자체 우수 사례 벤치마킹과 전문가 간담회를 거쳐 관할 경찰서 교통안전심의위원회 상정을 추진할 계획이다. 그는 “주민들이 일상에서 체감할 수 있는 안전한 보행 환경이 조성될 때까지 도의회 차원의 지원과 현장 점검을 이어가겠다”고 밝혔다.
