행정안전부는 대전광역시와 경기 안양시, 전남 신안군, 대구 중구 등 4곳을 '2025년도 지방 규제혁신 추진 성과 평가'에서 최우수 기관으로 선정했다고 14일 밝혔다.

행안부에 따르면 안양시는 전국 최초로 '맨홀충격방지구' 실증으로 맨홀 단차 보수 비용을 절반 수준으로 절감하고 보수시간은 ⅓수준으로 단축했다. 대전시는 새로운 교통수단인 3칸 굴절버스를 국내 최초로 도입해 도시철도 대비 건설비 약 40%, 운영비 약 65% 절감 효과를 보였다. 

또 자치구별로 상이한 임시구조물 설치 인허가 기준을 일원화하고, 경미한 가설건축물에 대한 건축사 설계 의무 면제로 설계비를 약 50만∼100만원 절감했다. 이에 따라 인허가 기간도 3∼5일로 단축해 높은 평가를 받았다. 

신안군은 대규모 해상풍력 송전선로 사업의 걸림돌을 해소해 약 3천억원의 비용을 절감한 것으로 밝혔다. 공사 기간도 70개월에서 32개월로 단축하는 효과를 거뒀다. 대구 중구는 조례 개정을 통해 노천카페 등 편의시설 설치에 대한 점용허가 근거를 마련해 관광특구 활성화를 도모한 점이 높은 점수를 받았다.

행안부는 이밖에 광역·기초 지자체 17곳을 우수 단체로 선정했다. 구체적인 성과가 바로 나오지는  않으나 적극적인 규제혁신을 추진한 기초 지자체 3곳도 선정해 노력상을 수여하기로 했다. 우수 사례로 선정된 24개 지방정부에는 성과에 따라 최대 4억원의 특별교부세(총 34억원)가 지급된다.

Anyang City Named Best Local Government for Regulatory Innovation in 2025

The Ministry of the Interior and Safety (MOIS) announced on the 14th that four local governments—Daejeon Metropolitan City, Anyang City in Gyeonggi Province, Shinan County in South Jeolla Province, and Jung-gu District in Daegu—were selected as top institutions in the "2025 Local Regulatory Innovation Promotion Performance Evaluation."

According to the MOIS, Anyang City was the first in the nation to demonstrate a "manhole impact protection zone," reducing manhole step repair costs by half and repair time by one-third.

Daejeon City was the first in Korea to introduce a new mode of transportation, the three-car articulated bus, resulting in approximately 40% savings in construction costs and 65% savings in operating costs compared to urban railways.

Furthermore, the city unified permitting and installation standards for temporary structures, which varied across autonomous districts, and exempted architect design requirements for minor temporary structures, saving approximately 500,000 to 1 million won in design costs. Consequently, the permitting and approval period was shortened to 3 to 5 days, earning an excellent rating.

Shinan County eliminated obstacles to a large-scale offshore wind power transmission line project, saving approximately 300 billion won in costs. The construction period was also shortened from 70 months to 32 months.

Daegu's Jung-gu District received high marks for revitalizing its tourism special zone by amending its ordinance to establish a basis for permitting the installation of convenience facilities such as outdoor cafes.

The Ministry of the Interior and Safety also selected 17 metropolitan and basic local governments as outstanding organizations. While concrete results have not yet been achieved, three basic local governments that proactively pursued regulatory innovation will also receive awards for their efforts. The 24 local governments selected as best practices will receive up to 400 million won in special grants (a total of 3.4 billion won) based on their performance.
