조지영 안양시의원(더불어민주당, 안양아)이 지난 1월 14일 일부 정당의 혐오·차별 표현이 담긴 현수막으로 인한 시민 불편을 해소하기 위한 대응 방안을 모색하고자 안양시 관계 부서와 정담회를 가졌다.

이번 정담회에서는 2025년 11월 행정안전부가 배포한 ‘옥외광고물법 금지광고물(내용금지) 적용 가이드라인’을 중심으로, 해당 지침에 따른 안양시의 현행 추진 상황과 향후 행정 대응 방향에 대해 심도 있는 논의가 이뤄졌다.

조지영 의원은 회의에서 일부 지방자치단체의 사례를 언급하며, 옥외광고심의위원회에 법률 전문가를 위촉하고 혐오·차별 표현이 포함된 현수막을 24시간 이내에 정비하는 등 보다 적극적인 행정 조치가 이뤄지고 있음을 소개했다. 다만 시 관계 부서는 이러한 조치가 행정소송으로 이어지는 사례도 적지 않아, 현장에서는 법적 부담과 행정적 한계로 인해 실효성 확보에 어려움이 있다고 설명했다.

이에 대해 조지영 의원은 “더불어민주당 한민수·민형배·신정훈·박주민 의원 등이 정당법과 옥외광고물법 등 상위법 일부 개정을 추진하고 있고, 올해 1월에도 금지광고물 내용금지 적용 가이드라인이 추가 배포되는 등 중앙정부 차원에서는 비교적 신속한 대응이 이뤄지고 있는 것으로 알고 있다”며 “지방정부 역시 이러한 제도 변화에 발맞춘 체계적인 대응 기준을 마련해야 할 시점”이라고 강조했다.

이어 “안양시도 행정안전부 가이드라인에 부합하는 금지광고물 실무 매뉴얼을 수립하고, 향후 상위법 개정에 따른 조례 정비 여부까지 함께 검토해 나가야 한다”며 “현장 공무원의 부담은 최소화하면서도 시민의 혐오와 사회적 갈등을 예방할 수 있는 제도적 장치를 마련하는 것이 무엇보다 중요하다”고 당부했다.

조지영 의원은 앞으로도 관련 부서와의 지속적인 협의를 통해 실효성 있는 행정 대응 방안을 마련하고, 시민의 일상과 도시의 공공성을 지키기 위한 정책적 노력을 이어가겠다는 입장을 밝혔다.

Anyang City Council Member Cho Ji-young (Anyang-A) held a meeting with relevant Anyang City departments on January 14th to discuss countermeasures to address the inconvenience caused by banners containing hateful and discriminatory language from certain political parties.

The meeting focused on the "Guidelines for the Application of Prohibited Advertisements (Content Prohibitions) under the Outdoor Advertising Act" distributed by the Ministry of the Interior and Safety in November 2025, and included in-depth discussions on Anyang City's current implementation of the guidelines and future administrative responses.

Council Member Cho Ji-young cited examples from some local governments during the meeting, highlighting proactive administrative measures such as appointing legal experts to the Outdoor Advertising Review Committee and requiring banners containing hateful and discriminatory language to be removed within 24 hours. However, city officials explained that these measures often lead to administrative litigation, making it difficult to ensure effectiveness on the ground due to legal burdens and administrative limitations.

Regarding this, Rep. Cho Ji-young stated, "Representatives Han Min-soo, Min Hyung-bae, Shin Jeong-hoon, and Park Ju-min of the Democratic Party of Korea are pushing for revisions to higher-level laws, such as the Political Parties Act and the Outdoor Advertisement Act. Furthermore, guidelines for the application of content prohibitions on prohibited advertisements were distributed in January of this year. The central government is responding relatively quickly. It's time for local governments to establish systematic response standards that keep pace with these institutional changes."

He continued, "Anyang City should also establish a working manual on prohibited advertisements that complies with the Ministry of the Interior and Safety's guidelines and consider whether to revise ordinances in accordance with future revisions to higher-level laws. It is paramount to establish institutional mechanisms that minimize the burden on public officials while preventing public resentment and social conflict." Representative George Young stated that he will continue to consult with relevant departments to develop effective administrative response measures and continue policy efforts to protect citizens' daily lives and the public nature of the city.
