경기도의회는 이홍근(더불어민주당·화성1) 의원이 낸 '고령운전자 차량 급가속 사고 예방장치 설치 지원 조례안'을 입법 예고했다고 20일 밝혔다.

조례안은 도지사가 65세 이상 고령운전자가 운행하는 차량 또는 고령운전자 사고 예방이 필요하다고 인정되는 차량의 페달 오조작 방지 장치 설치에 필요한 행정적·재정적 지원을 하는 내용을 담았다.

또 페달 오조작 방지 장치의 성능과 안전성, 고장률, 유지관리 실태 등을 중심으로 고령운전자의 급가속 사고 예방에 미치는 효과를 평가해 그 결과를 관련 정책에 반영하고 필요한 경우 공표하는 내용도 포함했다.

이 의원은 "경기도 차원에서 고령운전자의 급가속 사고를 예방하기 위한 방지 장치의 설치 지원, 효과 평가 등 사항을 규정해 도민의 생명과 안전을 보호하고 교통안전 수준을 제고하고자 한다"고 조례 제정이유를 설명했다.

경기도 관계자는 "페달 오조작 방지 장치 설치 지원을 구체적으로 명시한 조례안은 이번이 전국에서 처음"이라며 "경기도와 협의로 조례안이 추진되는 만큼 도의회에서 통과하면 관련 사업을 적극적으로 추진하겠다"고 말했다.

한국교통안전공단(TS) 자동차안전연구원이 지난해 언론에 보도된 급발진 원인 의심 사고 149건을 분석한 결과 109건은 페달 오조작 사고로 드러났고 60대 이상 운전자 비중이 75%를 넘은 것으로 나타났다. 이번 조례안은 다음 달 3~12일 열리는 올해 첫 임시회에서 심의될 예정이다.

Gyeonggi Provincial Council Announces 'Ordinance on Support for Devices to Prevent Accidents Caused by Elderly Drivers'

The Gyeonggi Provincial Council announced on the 20th that it had pre-announced the 'Ordinance on Support for Installation of Devices to Prevent Accidents Caused by Elderly Drivers' submitted by Rep. Lee Hong-geun (Democratic Party of Korea, Hwaseong 1).

The ordinance stipulates that the governor will provide administrative and financial support for the installation of devices to prevent accidents caused by elderly drivers, including devices that prevent accidents caused by pedal misoperation, in vehicles operated by drivers aged 65 or older or deemed necessary for the prevention of accidents involving elderly drivers.

The ordinance also includes provisions to evaluate the effectiveness of devices to prevent accidents caused by elderly drivers, focusing on their performance, safety, failure rates, and maintenance practices. The results will be incorporated into relevant policies and, if necessary, made public.

Rep. Lee explained the rationale for enacting the ordinance, saying, "At the Gyeonggi Province level, we aim to protect the lives and safety of our residents and enhance traffic safety by regulating matters such as support for the installation and effectiveness evaluation of devices to prevent accidents caused by elderly drivers." A Gyeonggi Province official said, "This is the first ordinance in the country to specifically specify support for the installation of devices to prevent pedal misoperation. Since the ordinance was developed in consultation with Gyeonggi Province, we will actively pursue related projects if it passes the provincial council."

The Korea Transportation Safety Authority (TS) Automobile Safety Research Institute analyzed 149 suspected sudden acceleration accidents reported in the media last year and found that 109 of them were caused by pedal misoperation, with drivers aged 60 or older accounting for over 75% of the accidents. The ordinance is scheduled to be reviewed at the first extraordinary session of the year, scheduled for March 3rd to 12th.
