경기도의회 이채명 의원(더불어민주당, 안양6)이 지난 1월 23일 경기도의회 안양상담소에서 안양시청 노인정책팀 관계자들과 만나 저소득층 노인 간병비 지원 사업의 운영 현황과 개선 방향을 논의했다.

이번 정담회에서는 경기도 긴급복지 간병비 지원, 보건복지부 간호·간병 통합서비스, 요양병원 간병비 시범사업, 인근 지자체의 간병비 지원 사례 등 유사 사업 전반을 비교·검토하며 안양시 실정에 부합하는 제도 정비 방안을 집중적으로 점검했다.

이채명 의원은 "현재 간병비 지원 사업은 대상 기준과 신청 절차가 제각각 운영돼 제도가 있음에도 시민들이 쉽게 접근하기 어려운 구조"라며 "사업 수에 비해 실제 지원 실적이 저조한 이유도 여기에 있다"고 지적했다.

실제로 안양시는 65세 이상 노인 인구가 약 9만3천 명에 달하고, 이 중 저소득층 노인은 약 6천 명에 이르지만, 2024년 간병비 지원 실적은 28건에 불과한 것으로 나타났다.

이날 회의에서는 새롭게 추진 중인 '경기도 간병 SOS 프로젝트'에 대한 검토도 함께 이뤄졌다. 해당 사업은 저소득 노인을 대상으로 연간 최대 120만 원의 간병비를 지원하는 것으로, 경기도와 시가 예산을 분담하는 구조다. 이 의원은 "사업의 방향성은 타당하지만, 기존 간병비 지원 사업과의 중복 정리와 역할 구분이 선행돼야 한다"고 강조했다.

이채명 의원은 "간병비 지원은 단순한 예산 확대의 문제가 아니라 대상 기준 정비와 신청 창구의 일원화가 핵심"이라며 "경기도, 시, 중앙정부 사업을 체계적으로 정리해 시민에게 실질적인 도움이 되는 제도로 개선해 나가겠다"고 밝혔다.

Gyeonggi Provincial Council Member Lee Chae-myeong (Democratic Party of Korea, Anyang 6) met with Anyang City Hall's Senior Policy Team at the Anyang Counseling Center on January 23rd to discuss the current status of the nursing care support program for low-income elderly and ways to improve it.

This project will provide up to 1.2 million won in annual nursing care costs to low-income seniors, with the budget shared between Gyeonggi Province and the city.
