경기도의회 미래과학협력위원회 김철현 의원(국민의힘, 안양2)이 대표 발의해 지난해 7월 상임위원회를 통과한 「경기도 양자인공지능산업 육성 및 지원 조례 일부개정조례안」을 근거로, 경기도가 양자인공지능(AI) 관련 지원센터를 설치·운영할 수 있는 제도적 기반을 마련했다.

이번 조례 개정으로 경기도는 ‘양자AI융합기술센터(가칭)’를 공식 정책 수단으로 추진할 수 있게 됐으며, 센터 설립은 단순 구상 단계를 넘어 실행 단계로 전환됐다.

센터는 2026년 1월부터 본격 추진되며, 수행기관은 한국나노기술원이 맡는다. 경기도는 센터 설립과 운영을 통해 양자기술과 인공지능, 반도체 등 첨단 기술을 연계한 정책·산업 거점을 구축할 계획이다.

양자AI융합기술센터는 ▲양자 팹(Fab) 허브 및 클러스터 유치·운영 ▲국내외 산·학·연 네트워크 구축과 국제 포럼, ‘퀀텀코리아’ 경기도관 운영 ▲정기 뉴스레터 및 기술사업화 소식지 발간 ▲체험형 홍보관 구축 ▲팹 기반 공정서비스 데이터 플랫폼 운영 ▲융합 산업화 모델 및 정책 발굴 ▲팹 융합 활용 지원사업과 전문 인력 양성 ▲양자–반도체 융합 연구개발(R&D) 지원 등의 기능을 수행할 예정이다.

김철현 의원은 “조례 개정을 통해 센터 설치·운영의 제도적 근거를 마련했고, 후속 행정 절차를 통해 설립을 실행 단계로 전환하는 출발점이 마련됐다”며 “해당 센터가 산업 기반 조성, 인재 양성, 정책 수립과 협력 사업 발굴을 아우르는 실질적 거점 역할을 하게 될 것”이라고 밝혔다.

이어 “양자인공지능산업은 글로벌 기술 패권 경쟁이 본격화된 핵심 분야”라며 “경기도가 선제적으로 제도와 예산을 갖춰 기술 주권을 확보하고, 도내 기업들이 새로운 성장 동력을 창출할 수 있도록 지속적으로 뒷받침하겠다”고 강조했다.

Based on the "Partial Amendment to the Gyeonggi Province Quantum AI Industry Promotion and Support Ordinance," sponsored by Representative Kim Cheol-hyun (People Power Party, Anyang 2) of the Gyeonggi Provincial Council's Future Science Cooperation Committee and passed by the standing committee in July of last year, Gyeonggi Province has established the institutional foundation for establishing and operating a quantum artificial intelligence (AI) support center.

With this ordinance amendment, Gyeonggi Province can officially promote the "Quantum AI Convergence Technology Center" (tentative name) as a policy tool, moving the center's establishment beyond the mere planning stage to the implementation phase.

The center will be fully operational starting in January 2026, with the Korea Institute of Nanotechnology as the implementing agency. Through the establishment and operation of the center, Gyeonggi Province plans to establish a policy and industrial hub linking quantum technology, artificial intelligence, and semiconductors. The Quantum AI Convergence Technology Center will perform the following functions: ▲Attracting and operating a quantum fab hub and cluster; ▲Establishing a domestic and international industry-academia-research network and operating international forums and the Gyeonggi-do branch of "Quantum Korea"; ▲Publishing regular newsletters and technology commercialization newsletters; ▲Establishing an experiential promotional center; ▲Operating a fab-based process service data platform; ▲Developing convergence industrialization models and policies; ▲Supporting fab convergence utilization projects and training specialized personnel; ▲Supporting quantum-semiconductor convergence research and development (R&D).

Councilman Kim Cheol-hyun stated, "Through the ordinance amendment, we have established the institutional basis for the center's establishment and operation, and through subsequent administrative procedures, we have established the starting point for transitioning the establishment to the implementation phase. The center will serve as a practical base encompassing industrial infrastructure development, talent development, policy formulation, and the discovery of cooperative projects." He continued, "The quantum AI industry is a key sector where the global technological hegemony competition is in full swing," and emphasized, "Gyeonggi Province will proactively establish systems and budgets to secure technological sovereignty and continue to support local companies in creating new growth engines."
