경기도의회 도시환경위원회 유영일 부위원장(국민의힘, 안양5)이 지난 1월 22일 경기도청 율곡홀에서 열린 ‘경기도 안전전세 관리단 위촉식’에 참석해 전세사기 예방을 위한 민·관 협력체계의 중요성을 강조했다.

‘안전전세 관리단’은 경기도와 시·군, 한국공인중개사협회가 협력해 전세사기 예방을 목적으로 운영하는 민·관 합동 조직이다. 경기도 관리단 52명을 포함해 도내 31개 시·군에서 총 1,000여 명의 공인중개사가 참여하며, 전세 계약 현장에서 위험 요소를 사전에 점검하는 ‘안전 파수꾼’ 역할을 수행하게 된다.

유 부위원장은 축사를 통해 “지난해 8월 전국 최초로 대표 발의해 제정한 ‘경기도 전세사기 예방 및 안전전세 관리단 운영 조례’는 민·관이 힘을 모아 전세사기를 상시적으로 차단하는 예방 모델을 제도화한 것”이라며 “조례를 근거로 관리단 활동을 뒷받침할 물품 지원과 우수 단원 포상 등 실질적인 지원 체계도 마련됐다”고 설명했다.

이어 “입법으로 전세사기 예방의 제도적 길을 열었다면, 오늘 위촉된 관리단은 그 길 위에서 도민의 소중한 재산을 직접 지켜내는 실질적인 방어막”이라며 “이러한 민·관 협력 모델이 현장에 안착될 때 경기도의 부동산 거래 시장은 더욱 투명하고 안전해질 것”이라고 평가했다.

또한 “여러분이 지키는 것은 단순한 계약서가 아니라 청년의 미래이자 한 가족의 전 재산”이라며 “역대 가장 전문적인 예방 조직인 관리단이 자부심을 갖고 활동할 수 있도록 도의회 차원에서도 제도 개선과 예산 지원을 지속해 나가겠다”고 밝혔다.

한편, 유영일 부위원장은 전세사기 예방과 피해 지원을 비롯해 전국 최초로 고령 인구의 지역사회 계속 거주(AIP)를 지원하는 조례를 제정했으며, 원도심 활성화 추진 특별위원회 위원장으로 활동하는 등 노후 주거환경 개선과 청년·노인 등 주거 취약계층의 실질적인 주거 안정을 위한 의정활동에 주력하고 있다.
