안양시의회와 경기도의회를 거치며 지역 정치의 중심 역할을 해온 임채호 전 경기도의회 사무처장이 지난 2월 28일 오후 2시, 안양아트센터 컨벤션홀에서 저서 「이재명 시대, 새로운 안양을 설계하다」의 출판기념회를 개최했다.

이날 행사에는 지역 정·재계 인사와 시민 등 약 200여 명의 청중이 운집해 저자가 제시하는 안양의 미래 설계도에 뜨거운 관심을 보였다.

제3·4대 안양시의원과 제8·9대 경기도의회 의원을 지낸 임 전 경기도의회 사무처장은 이번 저서를 통해 지난 30년간의 지방자치 역사를 심도 있게 회고했다. 그는 현장에서 목격한 지방자치의 성과를 짚어보는 동시에, 형식적인 제도를 넘어 주민이 직접 삶의 변화를 이끄는 ‘주민자치의 내실화와 실질화’가 차기 지방행정의 핵심 과제가 되어야 한다고 강조했다. 특히 역대 안양시장들의 공약을 분석하며 도시 정책 30년을 냉철하게 평가한 대목은 정책 전문가로서의 면모를 유감없이 보여주었다는 평이다.

무엇보다 눈길을 끈 것은 미래 세대를 위한 ‘청년 정책의 혁신적 대안’이었다. 저자는 현재의 청년 정책이 지원은 많으나 정착이 어렵고, 정책과 실현 공간이 분리되어 있으며, 단순 의견 수렴에 그치고 있다는 '3대 한계'를 날카롭게 지적했다. 이에 대한 해법으로 그는 청년들이 지역에 뿌리내릴 수 있는 ‘청년 정착권’ 도입과 ‘도심 재생 전략과의 결합’을 제안했다. 특히 단순히 청년을 위한 시혜적 정책에서 벗어나, 청년이 직접 책임을 지고 주도하는 정책으로의 패러다임 전환을 제안했다.

 행사를 마치며 저자는 “이 책은 단순한 회고록이 아니라, 안양의 새로운 시대를 열기 위한 고민의 산물”이라며 “지방자치 30년의 경험을 바탕으로 청년이 살고 싶고 주민이 주인 되는 안양을 만드는 데 앞장서겠다”는 포부를 밝혔다. 풍부한 의정 경험과 날카로운 정책적 통찰이 어우러진 이번 출판기념회는 안양의 미래 비전을 공유하는 정책 소통의 장으로 성황리에 마무리되었다.

Reflecting on 30 Years of Local Autonomy and 30 Years of Urban Policy, Lim Chae-ho Presents a Vision for "Innovative Urban Policy"

Former Gyeonggi Provincial Council Vice Chairman Lim Chae-ho, who played a central role in local politics while serving in the Anyang City Council and the Gyeonggi Provincial Council, held a publication ceremony for his book "Designing a New Anyang in the Lee Jae-myung Era" at the Anyang Arts Center Convention Hall on February 28th at 2:00 PM.

Approximately 200 people, including local political and business figures and citizens, gathered for the event, expressing keen interest in Lim's vision for Anyang's future.

Lim, who served as a member of the 3rd and 4th Anyang City Council and the 8th and 9th Gyeonggi Provincial Council, offered an in-depth look back on the past 30 years of local autonomy through this book. While reviewing the achievements of local autonomy he witnessed on the ground, he emphasized that the core task of the next local administration should be to "substantiate and substantiate local autonomy," enabling residents to directly lead changes in their lives beyond mere formalities. In particular, his dispassionate assessment of 30 years of urban policy, analyzing the pledges of past Anyang mayors, was praised for demonstrating his expertise as a policy expert.

Most notable was his "innovative alternative youth policy" for future generations. Former Vice Chairman Lim sharply pointed out the "three major limitations" of current youth policies: abundant support but difficulty in establishing them; a disconnect between policy and implementation space; and mere opinion gathering. As solutions, he proposed the introduction of a "youth settlement right" to empower young people to settle down in their communities and the integration of this with urban regeneration strategies. He specifically proposed a paradigm shift, moving beyond simple youth-focused policies toward policies where young people take direct responsibility and lead the way.

Concluding the event, former Vice-Chairman Lim stated, "This book is not a mere memoir, but the product of my deep reflections on how to usher in a new era for Anyang." He expressed his aspirations, saying, "Based on my 30 years of experience in local autonomy, I will take the lead in creating an Anyang where young people want to live and residents are the leaders." This book launch, a fusion of his extensive legislative experience and keen policy insight, concluded successfully as a forum for policy communication, sharing Anyang's vision for the future.
