Gyeonggi Provincial Assembly Member Choi Hyo-sook: “Educational Support for Foreign Workers and Children of Mid-Entry Must Be Strengthened”

Urging Expansion of Pre-Entry Education and TOPIK Support During Supplementary Budget Review

Gyeonggi Provincial Assembly Member Choi Hyo-sook (Democratic Party of Korea, Proportional Representation), a member of the Women, Family, and Lifelong Education Committee, urged improvements to the educational support system for foreign workers and children of mid-entry during the review of the first supplementary budget bill for 2026.

During the standing committee review held on April 23, Assembly Member Choi pointed out, “While policies have been expanded since the establishment of the Immigration and Society Bureau, there are still migrant families in educational blind spots,” adding that “a more comprehensive support system needs to be established.”

Regarding foreign workers in particular, she emphasized that they are “essential personnel sustaining our industries,” stating, “We must not stop at post-entry support but strengthen language and cultural education from the pre-entry stage to reduce confusion in the field.” Representative Choi cited the difficulties in preparing for the Test of Proficiency in Korean (TOPIK) as a major issue, stating, “Currently, the focus is solely on manpower recruitment, while support for pre-entry education is insufficient,” and added, “The budget for preemptive educational support must be expanded.”

Regarding children who entered the country midway through their education, she noted, “They are struggling to adapt to education due to language and cultural differences,” and demanded that “practical educational support must be reflected in the supplementary budget.”

In response, Kim Won-gyu, Director of the Gyeonggi Provincial Immigration and Society Bureau, replied, “We are continuing to support Korean language education for immigrant children, and we will strengthen support for pre-entry education in the future.”

Representative Choi Hyo-sook stated, “Tangible effectiveness felt on the ground is crucial for immigration policies,” adding, “I will continuously monitor the situation and prepare alternatives to ensure that foreign workers and children who entered the country midway can settle down stably.”

Meanwhile, Representative Choi plans to continue consultations with Gyeonggi Province to ensure that the matters raised during this supplementary budget review are reflected in the budget.
