과천은 도시 규모는 크지 않지만 시민 참여 수준이 매우 높은 도시입니다. 그만큼 행정 과정에서 다양한 의견과 갈등이 존재합니다.

저는 과천의 가장 큰 경쟁력은 ‘대한민국 최고의 입지와 품격을 동시에 가진 도시’라는 점이라고 생각합니다.

과천 시민들은 참여 의식이 매우 높은 시민들입니다. 저는 이것이 과천의 가장 큰 자산 중 하나라고 생각합니다.

What do you identify as the unrivaled uniqueness of our city, and what is the core competitive advantage that differentiates it from other satellite cities in the Seoul metropolitan area?

 

I believe Gwacheon’s greatest competitive advantage is that it is a "city possessing both the best location and dignity in Korea."

 

Gwacheon is located closest to Seoul while also boasting outstanding natural environments such as Mt. Gwanak, Mt. Cheonggye, and Seoul Grand Park. At the same time, it possesses administrative functions centered around the Government Complex Gwacheon, a high standard of education, and excellent living infrastructure.

 

However, I believe that Gwacheon's competitiveness should not stop at merely being a "good city to live in."

 

Moving forward, Gwacheon must develop into Korea's representative high-tech, high-quality cultural city, combining AI, future industries, culture, and education. If you rise to the top again this time, please present your core vision regarding what kind of fully developed city you wish to transform our city into within your term.

 

I want to develop Gwacheon not merely into a bedroom community, but into a self-sufficient city equipped with its own growth engines.

 

I believe Gwacheon has now moved beyond the stage of simply creating a new city and has entered a phase where it must enhance the city's completeness and secure future competitiveness. I believe what Gwacheon needs right now is not the "completion of development," but a "strategy for urban completion."

 

In the future, it will be difficult for cities to maintain competitiveness solely through residential functions. A sustainable future is only possible when industry, culture, education, and technology grow together.

 

Therefore, I am proposing the AI·Bio·Culture—the so-called "ABC Strategy"—as Gwacheon's future strategy.

In particular, some policies may benefit the majority but demand inconvenience or sacrifice from some citizens. Whenever that happened, I tried to make the question, "Will this decision still benefit Gwacheon's future 10 or 20 years from now?" my most important criterion.

 

My engineering mindset allowed me to view problems structurally, and my experience as a legal professional was of great help in balancing conflicting interests.

 

I prioritized considering what kind of city to leave behind for future generations over immediate popularity or political expediency.

In your view, what are the practical efficacy and limitations of these existing systems? In particular, what are your views or specific plans regarding the introduction of innovative systems that grant citizens more substantive policy-making power, such as the ‘Citizens’ Council (based on a lottery system)’ currently being discussed?

 

The citizens of Gwacheon possess a very high sense of participation. I believe this is one of Gwacheon’s greatest assets.

 

However, I believe that existing public hearings and information sessions have sometimes remained merely formal procedures. The moment citizens feel that “the conclusion is already predetermined,” the efficacy of their participation is bound to decline.
