[Reporter's Notebook] The Arrogance of 'Cultural Heritage Committee Members' Wearing Armbands... They Had No Consideration for Petitioners

'Parrot-like Excuses' for Citizen Safety Budgets, Pouring '20 Billion Won of Taxpayer Money' into Gwanghwamun Showcase Administration

The path leading up to the clan cemetery, designated as Seoul Metropolitan City Cultural Heritage Material No. 29 in 2005, has always been a perilous ordeal for the elderly descendants. This is because, despite being proudly listed as a city-designated cultural heritage site, it has remained in a state of virtual neglect without a single management measure commensurate with its status. Two years ago, following the clan's active raising of issues and petitions spanning over 20 years, stairs were finally constructed using wooden sleepers and rope guides were established, but the problem remains unresolved.

The excessively steep slope is a heavy burden for the descendants, who are already elderly, and the rope guides installed as a temporary measure two years ago have since become worn out, making it easy for hands to slip. Even the wooden stairs, which are supposed to provide stability, have worn down, degrading the structure into a perilous one lurking with the risk of falls whenever it rains or snows. For the elderly, who mostly rely on canes to attend ancestral rites or clan events, it remains a path they must navigate at the risk of their lives.

Consequently, the clan strongly requested the Dongjak District Office to install open fences and sturdy hardwood deck stairs and railings to secure safe pedestrian access while ensuring safe and easy access for general citizens and students for exploratory learning purposes. The official in charge agreed with this sentiment and promised a positive review, and finally, on May 14, an on-site inspection for the budget application was scheduled. As members of the National Heritage Committee representing the Seoul Metropolitan Government were inspecting the site, the Dongjak District Office requested that the petitioners accompany them to provide supplementary explanations.

Could a clue finally be found to resolve the clan's long-standing issue? As a responsible journalist and a party who has long raised this problem, I set aside my busy schedule and rushed to the site with the petitioner, who was filled with anticipation. However, the actual situation encountered on-site went beyond failing to meet expectations; it left one utterly dumbfounded. The attitude of the three inspection committee members, who appeared holding professional credentials, was beyond a spectacle—it was utterly arrogant.

From the very beginning, they looked at the petitioners representing the descendants with a cold gaze, as if asking, "Why have you shown up here?" Faced with such an overbearing atmosphere that blatantly disregarded their very existence, the citizens standing at the site were inevitably intimidated and intimidated. There was not even a pretense of offering detailed explanations of the site or listening to the desperate voices of the descendants. Their attitude, refusing to even give a proper glance, was suffocating.

It was no wonder that, out of sheer frustration, a petitioner made a plea, asking, "Since this is undeniably our cultural property designated as a Seoul City Cultural Heritage Material, please take measures to ensure that descendants and citizens can access it more safely and easily." However, the response was a cold rebuke. One committee member shut the petitioner down with a single sentence, saying, "What am I supposed to do when the law is written that way? Am I the one who makes the laws?" The relevant local government and the Seoul Metropolitan Government have parroted the excuse of a lack of budget whenever complaints demanding safety measures were raised. However, this is nothing more than a flimsy excuse. This is because they are displaying the behavior of pouring over 20 billion won of massive taxpayer money into the creation of the Gwanghwamun 'Garden of Gratitude,' while completely ignoring the citizens' earnest demands for safety and the process of persuasion. Is it truly normal for an administration to readily open its wallet for showpiece projects worth tens or hundreds of billions, yet tremble when it comes to the budget for cultural heritage management, which is directly linked to the safety of citizens?

I did not expect a friendly explanation from the government office. However, if they had inspected the site, and if that was the attitude of a professional performing public duties, wasn't it their proper duty to at least explain, from an expert perspective, the legal limitations regarding the requester's demands or what alternatives could be used to address them? Before considering legal authority, obligations, or formalities, this is the minimum human courtesy required of a public official acting on behalf of taxpayers, and the fundamental attitude of a public duty holder. There is a chronic ailment commonly committed by those wearing the so-called "armband"—those who hold even the slightest authority. They disregard the earnestness of ordinary citizens and wield their status, which determines the success or failure of a matter, as if it were an invisible, absolute authority. At the scene, the specific and urgent safety concerns of the petitioners were completely erased. Due to a momentary, cynical judgment by these so-called experts, the desperate appeals of the descendants, spanning years, were reduced to merely one of many "troublesome and useless complaints."

Without hearing any thoughtful consideration or remedial measures regarding the safety of the elderly descendants who must precariously climb up and down steep and slippery stairs during every ancestral rite, the inspection team hurriedly left the site. All that remained in their wake was a deep sense of personal humiliation and emptiness. It is sorrowful that those who hide behind the facade of expertise and authority, viewing citizens as objects to be reigned over, are discussing national heritage. It is simply regrettable and futile to have spent the time watching their own ‘emotional show’ unfold, completely excluding the petitioner.
