경기도의회 기획재정위원회가 경기도 첨단 과학기술 연구의 중심지인 차세대융합기술연구원을 찾아 현장 중심의 적극적인 의정활동을 펼쳤다.

경기도의회 기획재정위원회는 지난 11일 수원시에 위치한 차세대융합기술연구원(이하 융기원)을 방문해 주요 현안 사항을 청취하고, 메이커스페이스 전문랩 등의 연구 인프라를 직접 살펴보는 정책간담회를 개최했다고 16일 밝혔다.

이날 현장 방문에는 조성환 위원장(더불어민주당·파주2)을 비롯해 이혜원 부위원장(국민의힘·양평2), 박진영 부위원장(더불어민주당·화성8), 박상현(더불어민주당·부천8), 양우식(국민의힘·비례), 오창준(국민의힘·광주3), 이석균(국민의힘·남양주1), 이채명(더불어민주당·안양6) 의원 등이 참여해 융기원의 미래 발전 방향을 함께 논의했다.

정책간담회에서 기획재정위원회 위원들은 융기원의 주요 사업과 운영 애로사항에 대해 심도 있는 질의응답을 이어갔다.

조성환 위원장은 ‘AI 장애인 자립 지원’과 같은 데이터 기반 국비 사업이 도내 타 기관의 유사 사업들과 통합되기 어려운 구조적 원인에 대해 질의하고, 이에 대한 융기원 측의 설명과 향후 사업 연계 방향성을 점검했다.

이혜원 부위원장은 “행정안전부 산불 조기 감시 기술의 삼척 실증 과정에서 발생한 문제점들을 살펴 경기도 도입 시 시행착오를 줄여야 한다”고 지적하며, “도내 미세먼지 측정 데이터를 산불 연기 감지 기술 고도화에 적극적으로 활용해달라”고 당부했다.

박진영 부위원장은 “융기원이 대형 국책사업 유치라는 본연의 강점을 살려 타 기관과 차별화될 수 있어야 한다”라며, “연구의 자율성을 보장하고 경기도의 미래를 이끌어갈 연구기관으로 명확히 재규정해야 한다”고 강조했다.

간담회를 마친 위원회는 도내 중소기업 지원과 청년 창업 생태계 활성화를 담당하는 ‘메이커스페이스 전문랩’으로 자리를 옮겼다. 위원들은 현장 실무진으로부터 운영 현황을 보고받은 뒤, 3D 프린터를 비롯한 다양한 산업 설계 및 융합 연구 장비들을 직접 체험하며 공공 연구시설의 활용을 극대화하는 방안을 모색했다.

조성환 기획재정위원장은 “융기원 인프라의 통합적·전략적 활용 방안에 대해 의회와 집행부가 전향적으로 검토할 수 있도록 애로사항을 전달하는 가교 역할을 다하겠다”고 말했다.

한편, 경기도의회 기획재정위원회는 이번 현장 방문에서 수렴한 건의사항과 제안들을 바탕으로, 도내 연구 공공기관들이 역량을 발휘할 수 있도록 제도적·재정적 지원 방안을 마련해 나갈 계획이다.

The Planning and Finance Committee of the Gyeonggi Provincial Assembly visited the Next Generation Convergence Technology Institute, the hub of advanced science and technology research in Gyeonggi Province, and engaged in active, field-oriented legislative activities.

The committee announced on the 16th that it held a policy consultation meeting on the 11th at the Next Generation Convergence Technology Institute (hereinafter referred to as the Institute), located in Suwon, to listen to key pending issues and directly inspect research infrastructure such as the Makerspace specialized lab. During the policy consultation meeting, members of the Planning and Finance Committee engaged in an in-depth question-and-answer session regarding the Institute's major projects and operational difficulties.

Chairperson Cho Seong-hwan inquired about the structural reasons why data-based state-funded projects, such as "AI Support for the Independence of the Disabled," are difficult to integrate with similar projects at other institutions within the province. He reviewed the Institute's explanation regarding this matter and examined the future direction of project linkages.

Vice Chairperson Lee Hye-won pointed out, “We must examine the issues that arose during the demonstration of the Ministry of the Interior and Safety’s early wildfire monitoring technology in Samcheok to minimize trial and error when introducing it to Gyeonggi Province,” and urged, “Please actively utilize fine dust measurement data within the province to advance wildfire smoke detection technology.”

After concluding the meeting, the committee moved to the ‘Makerspace Specialized Lab,’ which is responsible for supporting local SMEs and revitalizing the youth startup ecosystem. After receiving a report on the operational status from on-site staff, the members explored ways to maximize the utilization of public research facilities by personally experiencing various industrial design and convergence research equipment, including 3D printers.

Cho Seong-hwan, Chairman of the Planning and Finance Committee, stated, “I will do my utmost to act as a bridge to convey difficulties so that the Assembly and the executive branch can proactively review ways to integrate and strategically utilize the infrastructure of the Convergence Institute.”
